Description de la mission
- To include a personalized commitment for each adult member of the household in the contract in order to allow more detailed monitoring of the progress made at the household level as well as the at the individual intra-household situations. This would also make it possible in particular to take better account of the individual situations of women.
- To study the modalities of benefits payment which should be done - by default - into an account opened in the name of the woman or into a joint account.
- To form - around each situation - multidisciplinary teams made up of experts in various social issues and systems intended to respond to them, led by a coordinator.
- To study the consequences of the setting of the ceiling set with regards to the number of members for the attribution of the SRM benefit
- To drastically reduce, or even eliminate, the remaining cost gap of childcare (the difference between the actual cost of childcare required by service providers and the cash grant allocated by the public authorities - MUR 2,000) for the most precarious households.
- Facilitate the diversification of the offer to better respond to the needs of the population.
- To carry out an assessment of the response from Child Day Care Centres/Crèches who have never been registered with the Ministry of Gender Equality and Family Welfare.
- To study the possibility toIntroduce maternity leave fully funded by the social protection system.
Description du projet ou contexte
The goal of the project is to strengthen the Mauritian social protection system to better take into account the populations who need it and will need it.
Technical assistance is organized in 2 phases. The first phase (November 2020 to May 2021) dealt with the urgent requests from the Ministry of Social Integration, Social Security and National Solidarity (MSISSNS) to diagnose the social protection system and elaborate a detailed Action Plan for the second phase. Concretely, the first phase consisted in establishing an inventory and formulating proposals for actions to be implemented. The second phase (June 2021 to November 2022) will provide support to local partners in the implementation of the proposals which have been agreed upon by the Mauritian authorities.
Profil souhaité
- Master degree in social science (law, political science, social work or another relevant technical field).
- Proven international work experience in the area of human rights, social policy including gender and childcare issues.
- Proven international experience in the development of social contracts with regards to cash transfers.
- Proven experience in local initiatives support, social surveys and grassroots organization mobilization.
- Good ICT skill
- Fluent French (spoken and written) and excellent English.
Informations complémentaires
- The working language is indifferently English or French. Video conferences are held in both languages simultaneously. However, all reports must be written in English.
- Considering the uncertain sanitary conditions, most of the work will have to be done by videoconference. However, on-site missions will be organized - as needed and if conditions allow - for a minimum of 2 weeks at a row for some international experts (IE).
