Description de la mission

The general objective of this short-term position is to provide the translation of publications of the Resilient Food Production sector intended primarily for digital use, in accordance with the EUROCLIMA+ Programme editorial line.

The translations are from Spanish to English and more occasionally from English to Spanish, and are non-exhaustively composed by reports, publications, articles or training materials. The most common three types of publications are:

  • Thematic Studies Series: methodological guides, inventories of experiences, research results and tools of eminently practical use and in a technical language, but easy to understand. They contain an average of 50 to 70 pages each, with a maximum of 140 pages each, including texts, images, charts and annexes. For examples, see EC+ website:
  • Technical Documents Series: reports (progress and technical), technical studies, technical notes. Publications written in technical language, whose specific contents are of interest to a smaller universe of readers, interested in the specific topics to which they are oriented.   • Broadcast Series: communication materials set, including factsheets, infographics, brochures, etc.

The translator shall be able to perform simultaneously various translation projects according to the purchase orders signed. Expertise France and the translator will agree on the deadline for the service depending on the size of the text. Close coordination and regular discussions with RFP senior and junior communication experts will be expected on the progress of the translations about, non-exclusively, possible difficulties encountered. 

Description du projet ou contexte

Expertise France (EF) is the public agency for international technical cooperation. The agency serves the technical advisory needs of partner countries in the main areas of public action: democratic and financial governance, security, sustainable development and human development. Through its action on the ground, it contributes to the objectives of solidarity and influence of French and European development policy.

With a volume of activity of 191 million euros, Expertise France is involved in more than 100 countries and handles more than 500 projects. Expertise France has more than 350 employees at its headquarters in Paris and more than 600 partners around the world.

In Latin America, Expertise France mostly intervenes with regional projects or programs. In October 2018, the first Expertise France office was opened in Bogotá, Colombia. Its main objective is the implementation of the EUROCLIMA+ program financed by the European Union.

The EUROCLIMA+ (EC+) program is a regional cooperation project of the European Commission, which aims to support 18 Latin American countries in the implementation of nationally determined contributions (NDC), in terms of adaptation and mitigation of climate change within the framework of COP21, through the identification and implementation of innovative projects in six priority sectors[1], jointly identified with the countries of the area, as well as the promotion of a national and regional political dialogue. Ten projects are currently being funded and implemented in Argentina, Colombia, Bolivia, Brazil, Ecuador, El Salvador, Guatemala, Honduras, Panama, Peru, and Uruguay.

Five agencies from member states of the European Union and two agencies of the United Nations implement the actions of the program. In the framework of Phase 3 of the program, Expertise France leads the "Forests, Biodiversity and Ecosystems" sector (FBE) and is responsible for providing Technical Assistance (TA) in the "Resilient Food Production" sector (RFP).

The Resilient Food Production (RFP) sector’s objective is to finance and support initiatives that increase the climate resilience of sustainable agricultural production systems and agro-food chains in Latin America. The RFP sector is structured around two implementation tools:

  • Funding (call for proposals) for a pipeline of innovative and relevant projects emanating from a wide range of stakeholders (governmental organizations, NGOs, research networks climate change national policies and plans) and the Sustainable Development Goals;
  • A dedicated Technical Assistance (TA), flexible enough to ensure it addresses the priorities of the Latin American countries in general and of the projects funded through EUROCLIMA+.

The Resilient Food Production (RFP) sector is jointly implemented by GIZ and Expertise France. Project funding is led and managed by GIZ while the Technical Assistance is managed by Expertise France in direct coordination with GIZ. Seven projects started activities in May 2019, three projects started on January 2020.

A Technical Assistance (TA) strategy was designed in coordination with key stakeholders of the RFP sector (project implementing agencies, National Focal Points and Sector Working Group). Communication, visibility and knowledge management at project level and sector level is an important part of this technical assistance. Technical Assistance (TA) to these projects is provided through different modalities, including:

  • Studies/assessments of experts to generate knowledge, analysis and vision oriented to the successful implementation of development actions;
  • Consultancies provided by experts to facilitate development processes (upscaling, institutional strengthening governance, etc.);
  • Capacity building through training courses to develop technical, management and learning competencies (on the individual, institutional and society level);
  • Peer-to-peer learning (exchange, analysis and adaptation of knowledge/lessons learned/good practices) through dialogues, study visits, communities of practice/learning;
  • Organization of technical workshops at regional level;
  • Development of communication, visibility as well as knowledge management tools and products.

This short-term translation assignement is in line with action line 4 of the Technical Assistance Strategy for the RFP sector:

  • Strengthening of project management capacities of project implementing organizations;
  • Strengthening synergies among EUROCLIMA+ sectors;
  • Strengthening of climate governance capacities of key stakeholders in the RFP sector;
  • Strengthening knowledge management, communication and visibility in the RFP sector.

Knowledge generation and sharing at the RFP sector

For the EUROCLIMA+ (EC+) programme, the dissemination of the main results and lessons learned from its activities and projects is a task of fundamental importance. The management of knowledge generated by the subsidized projects and by the Technical Assistance (TA) activities is actually one of the expected results of the Resilient Food Production (RPF) component (“R3: the lessons learned and good practices from the projects have been shared with the Latin American countries”).

Derived from this, the Technical Assistance (TA) is responsible for strengthening knowledge generation and sharing within the sector (Line 4 of TA Strategy) and to disseminate good practices and lessons learned. To date, the Resilient Food Production (RPF) sector, through the activities provided by Technical Assistance (TA) and through the 10 projects financed, is generating many experiences and achieving a series of important results.

The Technical Assistance (TA) intends to share the knowledge generated through these activities by editing various publications which will be archived at the EUROCLIMA+ program’s library in the Knowledge section in its website and thus, intended primarily for digital use. In accordance with the editorial line of the EUROCLIMA+ programme, the RFP sector regularly requires translation services for its knowledge products.

Profil souhaité

Qualifications and skills:

  • Advanced degree in translation from English to Spanish and from Spanish to English;
  • At least five years of experience translating materials between these two languages;
  • Strong mastery of the technical vocabulary relating to rural development, environment, climate change and agriculture.

General and specific professional experience:

  • Previous experience in Spanish to English and English to Spanish translation of multiple long materials simultaneously on short notice.
  • Previous experience in translating documents on agricultural and environmental technical topics, including climate change issues, is required.
  • Previous experience in translation of publication documents and digital communication products would be a plus.
  • Previous experience with international cooperation in Latin America, particularly the European Commission is considered an asset.

Interested translators should submit (online submission through the EF’s website) the two below-mentioned documents by July 11th, 2021, 23:59 CET. Both documents must be written in English or Spanish.

  • An updated CV (maximum of 3 pages) ;
  • An application letter including remuneration requirements (daily fees and estimate of the average number of pages or words translated per day for written translations) and contact information of three work-related referees.

The selection process will occur in two phases:

  • Candidates will be short-listed by Expertise France ;
  • Selected candidates may then be invited for an interview.

Fees for the services may be negotiated with the designated candidate.
