Description de la mission

Under the supervision of Expertise France and in close collaboration with the two resident Technical Advisors, the project Team Leader is responsible for overall project and team management.

He/she will be responsible for:

1. Project implementation:

  • Manage the project team based in Khartoum: Organize and facilitate regular team meetings; Ensure information sharing.
  • Lead operations and logistics so as to ensure timely and seamless implementation of the activities;
  • Organize planning, follow-up on the local context and work load of the staff to advise on the organizational feasibility of the activities proposed by the Technical Advisors;
  • Ensure continuous and relevant communication with the Project Coordinator based in Paris to provide insights about the implementation in Sudan, monitor and organize activities.


2. Institutional management and relations with partners:

  • Work in close collaboration with the ministry of education and the ministry of higher education at both central and state levels to ensure participation, ownership and endorsement of the project activities, outputs and results by the beneficiaries. The Team Leader must ensure the presence of one of the two Technical Advisors during the different meetings or at least provide feedback of these meetings to the team (minutes, etc.);
  • In close collaboration with the Technical Advisors, coordinate regularly with all operating agencies under the EU funded programme addressing teacher training to ensure coherence and relevant technical linkages: participation in steering meetings of the EQUIP2 programme at federal and state levels ;
  • Represent Expertise France when necessary, especially during EQUIP 2 coordination meetings, and maintain a narrow relationship with the Delegation of the European Union in Sudan regarding the implementation of the project and its activities;


3. Reporting, planning, monitoring and capitalization:

  • Coordinate the writing of the progress reports to the EU, in collaboration with FEI, the project team in Khartoum and in close collaboration with the Project Coordinator;
  • Consolidate activity planning in collaboration with the project team in Khartoum and in close collaboration with the Project Coordinator;
  • Under the supervision of the Project Coordinator, participate in the M&E activities of the project, in collaboration with the project team and the M&E service provider;
  • Contribute to ensure capitalization of the results of EQUIP 1 for the most efficient implementation of EQUIP 2;
  • Capitalize on the results of the project, and in particular write summary and/or technical notes on different themes (technical or cross-cutting).


4. Contractual, Administrative and financial management

  • Supervise the contractual, administrative and financial management of the project and the work of the Financial and Administrative Manager so as the implementation is abiding by Expertise France rules and EU procedures;
  • In close collaboration with the Financial and Administrative Manager, ensure treasury management in accordance with the management mandate granted by Expertise France;


5. Communication

  • Ensure the implementation of the project's communication and visibility in close collaboration with the Project Coordinator;

Description du projet ou contexte

The Education Quality Improvement Programme in Sudan 2 (EQUIP 2) is an initiative funded by the EU Trust Fund for Africa and implemented by Expertise France – in Partnership with France Education International (FEI), Save the Children and Sofreco. Following EQUIP1 (2018-2021), the EQUIP 2 Programme (2021-2024) will seek to improve the quality of primary education in Sudan through three main components (i) Develop conducive and inclusive learning environments in formal and non-formal settings; (ii) Enhance basic-school teachers’ qualification in Sudan; (iii) Improve Education system governance and coordination among stakeholders.

Expertise France is the lead implementing agency for the Component ii, in partnership with France Education International, a public institution providing technical expertise in education and training internationally on behalf of the French Ministry of National Education. This collaboration aims to meet the challenges of teacher training by providing relevant expertise to support quality education in Sudan.

The specific objective of the 3 year-project, starting on June 1st 2021, is to enhance teachers' qualification, particularly through the focus on professional skills for both pre-service teacher training (PSTT) and in-service (ISTT).

To achieve this objective, three main areas of complementary activities were identified: (i) Enhance teacher training (with a focus on professional skills) while building the capacities of the university trainers and school headmasters; (ii) Establish follow-up mechanisms and assessment practices; and (iii) Strengthen the teacher qualification policy through stakeholders’ capacity building, improve the coordination among stakeholders, and support the emergence of educational research.

In that context, Expertise France is currently looking for a Team Leader.

Profil souhaité


  • Advanced university degree in education or related fields;
  • At least 10 years of professional experience in the education sector;
  • Relevant international experience preferably in Africa is an asset, or fragile countries;
  • Experience in managing technical projects as a Team Leader or Project Coordinator (Minimum 5 years' professional experience required with a confirmed level of responsibility and management);
  • Experience working with various partners including ministry staff;
  • Experience working in multi-lingual/international environment;
  • Fluent in English (French, first or second language), Arabic is an asset.


Technical skills

  • Ability to conduct a dialogue with public partners;
  • Ability to build, maintain, coordinate and lead networks;
  • Ability to develop and implement project management tools;
  • Ability to provide methodological support for the administrative and financial management of the Programme;
  • Very good writing skills in English. In general, professional writing skills, capacity for analysis and restitution in oral and written form;
  • Ability to synthesize.


Managerial skills

  • Ability to manage and lead a team; 
  • Ability to identify and develop the skills of the staff;
  • Strong capacity for work and autonomy, flexibility and organization, reactivity and to meet deadline;
  • Perfect command of Office tools especially Excel.
