Description de la mission

1. Coordination of Euroclima+ programme (95%)

1.1 Forest Biodiversity and Ecosystem Component coordination (25%)

1.1.1 Coordination and steering inside the component and the Programme:

  • Defines the orientations and strategy of the component in collaboration with the rest of the PSU
  • Coordinates with the National Focal Points and the European Union Delegations in the region
  • Ensures synergies with other EUROCLIMA+ components, especially the Resilient food production component
  • Participates to the coordination with MSAs and UN agencies and the PSU  

 

1.1.2 FBE component and projects monitoring and supervision:

  •  Supervises the implementation of the 9 awarded projects, technically, contractually and financially.
  • Ensures coherence / links between the projects financed, especially regarding the results and diffusion at regional level and inside the Programme, and with other projects or programmes in the Region
  • Contributes to the periodical reporting to the EU
  • Ensures internal EF reporting in coordination with the headquarters
  • Responsible for projects’ financial reporting to the headquarters

 

1.2 Phase 4 coordination (50%)

1.2.1 Overall coordination and representation:

  •  Ensures operational coordination of Phase 4: participation of experts and teams in country dialogues and monitoring of selected activities
  • Facilitates exchanges between the EF and AFD teams and the AFD Group Coordination Officer
  • EF representation to DEVCO, EUD, NFP, in close coordination with the AFD Group Coordination officer. Can represent the AFD Group upon agreement with the respective teams
  • EF representation in the Management Committee and Steering Committee meetings, in coordination with the AFD Group Coordination officer and Project Manager

 

1.2.2 Country dialogues:

  • Ensures EF geographical priorities are followed, according to the AFD Group strategy, in coordination with the team
  • Represents EF in the coordination meetings with the EUD, the NFP, local partners
  • Leads the technical discussions with the counterparts, and supervises development of technical proposals, in coordination with the team

 

1.2.3 Projects / actions implementation:

  • Supervises the local team in charge of monitoring the projects / actions
  • Ensures the strategic and technical coherence of the projects at a country and regional level, with the sectoral experts
  • Responsible for the technical and financial execution of the projects / actions
  • Ensures internal EF reporting in coordination with the headquarters
  • Responsible for projects/actions’ financial reporting to the headquarters

 

1.3 Human resources and team management (20%)

 

  • Manages and supervises the local team (Project officers and Project assistants)
  • Ensures coordination and communication with the management headquarters staff (Project officers, Project Assistants, Head of Unit and Head of department)
  • Tasks coordination with the headquarters team (activities planning, share of responsibilities, organization of weekly team meetings, etc.)
  • Ensures the contractual and administrative management of the team’s work contracts with the company in charge of employer of record services for EF in Bogota
  • Supervises coordination of experts’ activities and validation of technical deliverables

 

2. Facility 2050 in Colombia (5%)

2.1 Facilitation role for the 2050 Facility Project in Colombia (5%)

  • Facilitation role between the AFD (Bogota and regional direction), the EF team in Bogota and Paris, the Embassy, the Ministry of Environment.
  • Leads the project’s steering committees.
  • Reviews change of contractual and budget with the AFD.
  • Reports quality checks.

Programme description

Objectives

Of the Programme: To facilitate a continued and intensified climate change related strategic dialogue and knowledge management as well as to reinforce the capacity of Latin American countries to mitigate and adapt to climate change.

Of the FBE Component: To strengthen the resilience of forests, ecosystems and local communities towards climate change and environmental degradation in the framework of the NDCs or climate change national plan, through the effective implementation of the 9 regional projects awarded through the call for proposals (CfP) as well as the technical assistance activities.

 

Expertise France is the leader of the "Forests, Biodiversity and Ecosystems" component for the implementation of a call for proposals and monitoring of selected projects. The FBE component is jointly implemented with GIZ in charge of providing technical assistance to cover specific sector requirements to the selected projects.  

 

In the Phase 4 of the program, EF focus its interventions on Action Line 1 (Plans and policies) and coordinate actions related to the Forest, Biodiversity and Ecosystems sector, and ensure the capitalization of experiences from ongoing sectoral projects in the FBE and Resilient Agricultural Production sectors. EF is the main AFD Group (AFD and Expertise France) interlocutor within the program and is responsible for the aspects of communication, visibility and knowledge management.

The main responsibilities of Expertise France in the framework of EUROCLIMA+ programme are:

 

  • Supervise and coordinate the awarded projects and Country Dialogues actions;
  • Ensure a smooth coordination among the Programme Support Unit (PSU) team and between the Member State Agencies (MSA);
  • Monitor the technical and financial implementation of the grant projects and Country Dialogues actions including all operational, technical, administrative, accounting and financial documentation and support the financial and procedural management in compliance with EF’s procedures;
  • Coordinate with the MSA partners, the PSU and the beneficiaries’ institutions.
  • In the FBE component, supervise the consistency of the action within the implementation and complementarity between the CfP and the Technical assistance provided by GIZ in phase 3 and articulation with phase 4;
  • Undertake monitoring missions in countries to assess the progress of the projects and actions.

 

2. Facility 2050 in Colombia

Programme description

Facility 2050 in Colombia is a project financed by the French Development Agency (AFD) and implemented by Expertise France. Indeed, in 2018 the Colombian Ministry of Environment and Sustainable development (MADS) has requested the support of the 2050 Facility of the French Development Agency to help carrying out the process which should lead to the publication of the country's 2050 Strategy. The contribution of the 2050 Facility is financing a team of consultants (directly working with the Climate Change Department of MADS) in charge of coordinating the process and strengthening the resources of the Ministry and of the National Ministry for Planning (DNP) for the development of the 2050 Strategy (services studies, facilitation of the consultation process, establishment of an experts committee, communication campaign, etc.)

The objective of the mission entrusted to Expertise France within the framework of this Facility is to support the Ministry of Environment and Sustainable Development (MADS) in the process of drawing up the 2050 low-carbon development strategy of Colombia, through the management and implementation of the 2050 Facility funds made available by AFD to support this process. A 6-person team is based in Bogota to that purpose.

Profil souhaité

Qualifications and skills:

  • Knowledge of the Latin American context;
  • Proven interpersonal and communication skills in an intercultural setting;
  • Proven managerial capacities;
  • Organizational and coordination capacities;
  • Demonstrated capacity for analysis, synthesis, ability to write quality reports;
  • Linguistic command of French, Spanish (oral and written), English (oral and written). Knowledge of Portuguese (Brazilian) will be considered an advantage.

General and specific professional experiences:

  • Advanced university diploma (Master level) in environmental, social or public policy sciences;
  • At least 8 years of professional experience in development cooperation;
  • 1 experience in Latin America will be considered an advantage;
  • Proven experiences in topics related to climate change, environmental and natural resources management, governance systems, land management;
  • An experience within a public entity will be valued.
