Description de la mission

Team leader’s mission

  • Overall management of the action in view of the attainment of its objective;
  • Technical support for the implementation of the project;
  • Oversee the planning and execution of activities;
  • Establish of an internal monitoring and evaluation system to assess the progress of the action (establish and monitor targets and tools to measure them) and project reporting;
  • Ensure that the quality and relevance of the services provided is in line with the objectives of the project (technical proofreading of reports, training material etc.);
  • Manage the project’s staff;
  • Coordinate the experts and general liaison with the Montenegrin Authorities;
  • Report to EU Delegation to Montenegro;
  • Draft Terms of Reference for short-term missions, in close collaboration with Expertise France’s project manager.

Description du projet ou contexte

Context: Montenegro has been recognized as the most advanced country in the negotiation processes for its accession to the EU. The progress in the negotiation process is now dependent on Montenegro’s ability to deliver concrete results in judicial reform and in the fight against corruption and organized crime.

Within the Instrument for Pre-accession Assistance (IPA), the EU Commission has opened a call for proposals for the EUROL III project. 

Overall project budget: 2.5 million €

Financing authority: EU Commission.

Beneficiaries: Courts, Prosecutor’s Offices, Police Directorate, Judicial and Prosecutorial Council, Centre for Training of Judges and State Prosecutors, Ministry of Justice, Ministry of Interior, Custom Administration, Tax Administration and Property Administration.

The global objective of the project is to prepare Montenegro for accession to the EU by assisting it to align with and effectively implement the relevant EU acquis and European standards in the fields of justice and home affairs.

The specific objectives of the project are to support Montenegro in:

  • Strengthening the overall efficiency and performance of the judiciary and enhance the capacities of the institutions to fight against corruption and organized crime, including producing a convincing track record on the more complex types of organized crimes.
  • Strengthening judicial response to organized crime and corruption, through capacity building activities with a focus on certain aspects of adjudication of organized crime and corruption cases and support on case and trial management, and identifying procedural bottlenecks that impede swift adjudication of cases and providing support on improving length and efficiency of court procedures.

These objectives will be implemented through the following actions:

  1. Improve the track record in fighting organized crime and corruption
    • Improve the investigation capacity with a focus on complex criminal and financial investigation ;
    • Improve the administrative and technical capacity for financial investigations, combatting money laundering, conducting assets recovery, confiscation and management ;
    • Strengthen the intelligence-led policing and improving the risk assessment and analytical capacity of the law enforcement bodies ;
    • Improve the use of special investigative measures in criminal investigation ;
    • Assess the technologies and databases at the disposal of the Police ;
    • Improve the internal governance system of the police
    • Conduct border management activities on fighting organized crime and corruption.
  2. Improve efficiency and performance of the judiciary
    • Support in the implementation of the World Bank recommendations
    • Support to the judiciary on improving court’s efficiency, timelines, productivity and overall performance ;
    • Support to relevant stakeholders on human resources management in the judiciary, and preparation and implementation of the Plan for rationalization of the court’s network ;
    • Support to the coordination body for the implementation of the Program for information and communications technologies ;
    • Support and improvement of professional and administrative capacities in relevant institutions ;
    • Support to the enhancement of implementation of alternative dispute resolution ;
    • Support to the Centre for Training in Judiciary and State prosecution services.
  3. Improve judicial cooperation
    • Support aiming at enhancing expertise and tools for a more efficient judicial cooperation ;
    • Support to the Center for Training in Judiciary and State Prosecution service ;
    • Assistance in implementing and improving ECRIS System and in adopting and transposing relevant international judicial cooperation instruments.
  4. Improve performance of the Institutions involved in meeting the standards under chapters 23 and 24 and IPA assistance
    • Ad hoc assistance on strategic framework legislation ;
    • Procurement of strategic equipment ;

Team composition: three long term experts (including the team leader, one justice expert and one police/prosecution/law enforcement expert), as well as short and medium term local/regional experts and local administrative staff.

Profil souhaité

Qualifications and skills

  • University diploma (preferably in law) ;
  • Excellent command of both written and spoken English. Knowledge of Montenegrin is an advantage ;
  • Very good analytical skills ;
  • Proactive approach and outgoing personality, results-and not activity-driven.
  • Ability to work both in a team and autonomously with minimum supervision but in respect of given constraints and guidelines.

Experience

  • At least 10 years of experience in project management in similar areas of police/justice reform.
  • Experience in EU-Accession negotiations ;
  • Track record of working in multi-national teams ;
  • Experience as team leader in an international project an asset ;
  • Experience in French administration an asset
