Mission description

The EU-funded Project "Pravo-Justice" is looking for a Procurement Officer to design, prepare, coordinate and oversee procurements of IT and other services and supplies envisaged by the Project.

Under the direct supervision of the Deputy Team Leader for Operations, and in coordination with all four project components and all project staff, the Procurement Officer will:

  • Support the planning, implementation and monitoring of procurements of services, equipment, and supplies by the Project throughout the full procurement lifecycle (identification, formulation, preparation procurement documents, analysis of bids/bidders, evaluation, selection, contract signature, monitoring of implementation and deliverables, invoicing, etc.);
  • Plan, develop and launch new procurements and draft tender documents (feasibility studies, terms of reference, technical specifications, evaluation forms etc.);
  • Develop and update planning and reporting tools with regard to procurements (Procurements Master Plan, respective sections of the project management software, etc.);
  • Ensure effective coordination with national partners, the Project Team and the EF on all matters related to procurements;
  • Perform other tasks at the request of the Team Leader and Deputy Team Leader for Operations.

Project or context description

Pravo-Justice, implemented by Expertise France (EF) with funding from the European Union, supports Ukrainian authorities in the process of justice sector reform, in line with the EU-Ukraine Association Agreement and European standards and best practices. Since 2017, the Project has supported justice sector policy development and coordination, the judiciary, property rights protection, private legal professions development, reform of penitentiary and probation systems, and digitisation. The permanent Project Team in Kyiv includes over 20 international key experts, national key experts, and support staff.

Required profile

The successful candidate will have:

  • University or other relevant degree ;
  • At least 5 years of professional experience in procurements management (planning, implementation and monitoring);
  • Demonstrated knowledge of IT technologies and / or information systems delivery processes;
  • Knowledge of European Union (or other bilateral and/or multilateral donor) rules and regulations strongly preferred;
  • Experience in implementation of international technical assistance projects would be considered an advantage;
  • Excellent command of written and spoken English and Ukrainian.

Additional information

The initial duration envisaged is six months, with the possibility for extension contingent upon funding. The preferred start date is early to mid-January. Shortlisted candidates will be invited to take a written test. Applicants are encouraged to submit applications early.
