The PravoJustice4EU Program, implemented by Expertise France (EF) with funding from the European Union and the French Ministry for Europe and Foreign Affairs, supports Ukrainian authorities in the continued reform and strengthening of the justice sector.
PravoJustice4EU is structured around two specific objectives: supporting the EU accession process by aligning the Ukrainian justice system with EU standards, including independence, efficiency, quality, integrity, transparency and access to justice; and supporting accountability for core international crimes in line with European and international standards while fostering a holistic transitional justice approach.
Within this framework, the Program will continue to strengthen the institutional capacity of justice-sector bodies contributing to effective rule-of-law implementation, including institutions and professional communities involved in the investigation, prosecution and adjudication of international crimes.
The Project aims to support the National School of Judges (NSJ), higher legal education institutions, and other relevant stakeholders in strengthening the legal, institutional, and procedural framework for coordinating, implementing, monitoring, and reporting on Ukraine’s rule of law commitments under the EU accession process, particularly those stemming from the Rule of Law Roadmap (RoL RM), Ukraine Facility Plan (UA Facility), National Program for the Adoption of the EU acquis (NPAA), and interim benchmarks (IBMs) under Chapters 23 and 24.
A modernized, high-quality, and transparent legal education system is a foundational prerequisite for ensuring the rule of law, fostering judicial integrity, and sustaining comprehensive justice sector reforms aligned with European standards. The necessity of providing expert consultation services on the development of EU acquis-related curricula for the legal education system is driven by several key strategic and systemic imperatives. For instance, in the Ukraine Report 2025, the European Commission calls for legal education reform in Ukraine, which should, in particular, develop and strengthen knowledge of EU law. In this context, the need to modernize the legal education system should be understood broadly, covering education of future lawyers in law schools and extending to training of current judges, prosecutors and other legal professionals.
The deep modernization of the legal education system through the integration of EU acquis-related disciplines is no longer an optional institutional improvement, but a binding commitment by Ukraine within the EU accession negotiation process. Consequently, providing specialized advisory support, facilitating high-level policy discussions, and preparing comprehensive recommendations based on European best practices are essential to deliver on the benchmarks of the PravoJustice4EU Program and secure structural progress in Ukraine's rule of law landscape.
The Expert will provide national expertise, advisory support, and capacity-development assistance to the National School of Judges (NSJ), higher legal education institutions, and relevant stakeholders in modernizing judicial training and introducing and developing specialized legal courses on different subjects related to EU law. This task will include delivering a series of workshops for judges on the case law of the Court of Justice of the European Union, developing casebooks on the case law of the Court of Justice of the European Union (in different areas of law), updating a training curriculum for judges on the application of EU law, the development of universities’ curricula, textbooks, and other teaching materials, and the conduct of training and other knowledge-sharing and capacity-building activities.
