Project or context description

The European Union Partner-to-Partner Export Control Programme for Dual-use Goods (EU P2P), is the European Union’s flagship programme on dual-use export controls. It aims to create opportunities for dialogue with partner countries through voluntary cooperation, in order to prevent the proliferation of weapons and weapons of mass destruction (WMD), particularly through the control of international trade and financial transactions.

The EU P2P Project 118 - HERMES is funded by the European Commission through the Foreign Policy Instrument (FPI.1) and will be implemented by Expertise France over a period of 36 months.

Its overall objective is to strengthen partner countries’ capacities in controlling trade in dual-use goods by setting up, consolidating and/or updating strategic trade control systems for such goods, while providing a long-term perspective for cooperation and highlighting the mutual economic benefits of converging export control systems.

The project aims to enhance cooperation with strategic partners in order to jointly improve the effectiveness of dual-use trade control systems worldwide. It will do so by promoting the exchange of experience and good practices, as well as supporting compliance with international obligations arising from the Chemical Weapons Convention (CWC), the Biological and Toxin Weapons Convention (BTWC), the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and, in particular, United Nations Security Council Resolution 1540 (2004).

The programme benefits from access to the technical expert structures and networks established under the European Union’s Chemical, Biological, Radiological and Nuclear (CBRN) Centres of Excellence Initiative, which operates in 63 partner countries worldwide.

The EU P2P Project 118 - HERMES, will work with 57 partner countries across Africa, Asia, Europe, the Indo-Pacific region, Latin America and the Caribbean.
