The overall objective of the assignment is to contribute to the development, calibration and documentation of an operational GEMMES-India model and its supporting database, so that NITI Aayog and AFD Group can assess the macroeconomic and financial implications of India's development and energy-transition pathways and NITI Aayog can run and update the model independently.
The specific tasks related to the assignment are :
• lead the construction of a coherent, reproducible macroeconomic, financial and sectoral database for GEMMES-India from Indian national accounts, flow-of-funds, input-output, balance-of-payments, labour, price and financial statistics;
• contribute to the specification of the GEMMES-India model and implement it in code with the AFD GEMMES team, including its accounting framework, behavioural equations, closures and initial conditions;
• estimate and calibrate the model on historical Indian data with the AFD GEMMES team, validate it through historical simulation, back-testing and sensitivity analysis, and document the calibration;
• implement the GEMMES side of the interface through which agreed TIMES/IESS scenario outputs enter the model;
• implement and run the agreed development, energy-transition and financing scenarios, produce the quantitative results on which the programme's technical reports and policy findings are based, and contribute to their interpretation;
• provide the computational environment, code organisation and technical documentation that allow NITI Aayog staff to run, update and extend the model after the assignment;
• work with NITI Aayog and AFD Group colleagues on the coordination of the modelling work, capacity building and the policy dialogue around the model's results.

The GEMMES India project, funded by Agence française de Développement and implemented by Expertise France aims to strengthen NITI Aayog's capacity to assess the macroeconomic and financial implications of India's long-term development and energy-transition pathways. GEMMES-India is intended to complement NITI Aayog's existing suite of energy and climate modelling tools by enabling analysis of the interactions between economic growth, investment, employment, public and private finance, external balances, energy transition and other macroeconomic variables.
The NITI Aayog–AFD framework envisages GEMMES-India as an open-economy, stock-flow consistent macroeconomic model capable of examining interactions between capital accumulation, public and private debt, under-employment, financial conditions, natural-resource constraints and distributional considerations. It also envisages linkages with detailed energy-system models such as TIMES. NITI Aayog already has detailed energy-system modelling capabilities, including the India Energy Security Scenarios (IESS) and TIMES models, whose scenario outputs will be available as inputs to GEMMES-India and need not be redeveloped under this assignment.
The expert will be mobilized by Expertise France to work on GEMMES-India over a period of 24 months. The expert's contribution centers on the macroeconomic modelling work: the construction of the model's database, the implementation and calibration of the model, and the computational tools and documentation that make it operational and reproducible. The expert will also take part in the technical exchange with NITI Aayog, in capacity building and in the policy dialogue around the model's results.
The expert will work under the direction of the AFD project lead for GEMMES-India, as part of the AFD GEMMES team and in collaboration with NITI Aayog. The scope is organised in the same five areas as the overall GEMMES-India work programme, with a sixth covering coordination, capacity building and policy dialogue. The work in each area is shared within the GEMMES-India team; the paragraphs below indicate where the expert's contribution is expected to be concentrated.
A PhD in Economics, with a specialisation in macroeconomics, macroeconometrics or computational economics, from a reputed national or international institution.
• at least eight years of professional experience in macroeconomic modelling, of which a substantial part in the construction and calibration of structural macroeconomic models for policy institutions;
• demonstrated experience in building stock-flow consistent macroeconomic models, including the construction of transaction-flow and balance-sheet matrices and the treatment of financial stocks and flows;
• extensive experience with macroeconomic data and the system of national accounts: institutional sector accounts, Supply and Use and Input-Output tables, Flow of Funds, Balance of Payments and labour and price statistics, including the reconciliation of data from different statistical systems;
• strong skills in numerical methods for dynamic economic models: solution of systems of differential or difference equations, computation of steady states and initial conditions, estimation by Bayesian, likelihood or simulated-method-of-moments techniques, and sensitivity analysis;
• proven programming experience in a scientific computing language (Julia, Python or R), including the design of reproducible data pipelines, version control and the organisation of model code for use by others;
• experience in working with government institutions, central banks or development partners on applied modelling projects, in particular scenario analysis of climate change and the energy transition, including the documentation and handover of models;
• strong analytical and written communication skills in English.
Experience with the GEMMES modelling framework, with energy-system models such as TIMES or LEAP and their coupling to macroeconomic models, and with climate-finance analysis would be an advantage.
