Ukraine's transport sector is entering a critical phase in which recovery, reconstruction and modernisation need to be increasingly linked with long-term investment planning, European integration and systematic international cooperation. The scale and complexity of the sector's recovery require stronger coordination between Ukrainian transport institutions, EU institutions, international financial institutions, bilateral donors, development partners and private investors.
At the same time, Ukraine is preparing for the Ukraine Recovery Conference (URC) 2027, which represents a key opportunity to present a coherent pipeline of transport recovery and investment priorities, mobilise international and private financing, and translate international commitments into concrete projects and partnerships.
The increasing number of international partners, financing instruments and technical assistance initiatives in the transport sector creates a need for a more structured and strategic approach to international engagement. In particular, there is a need to ensure that donor and partner support is aligned with Ukraine's strategic transport priorities, recovery needs and European integration objectives, while avoiding duplication, identifying financing gaps and facilitating complementary interventions.
In parallel, Ukraine's ongoing European integration process requires sustained engagement with EU institutions and Member States and stronger alignment of transport recovery and investment priorities with EU policies, standards, connectivity objectives and relevant integration instruments.
