Description du projet ou contexte

The PravoJustice4EU Program, implemented by Expertise France (EF) with funding from the European Union and the French Ministry for Europe and Foreign Affairs, supports Ukrainian authorities in the continued reform and strengthening of the justice sector.

PravoJustice4EU is structured around two specific objectives: supporting the EU accession process by aligning the Ukrainian justice system with EU standards, including independence, efficiency, quality, integrity, transparency and access to justice; and supporting accountability for core international crimes in line with European and international standards while fostering a holistic transitional justice approach.

Within this framework, the Program will continue to support the judicial reform in Ukraine, with the aim of enhancing the quality, efficiency and accessibility of justice services, including through the digitalization of the judiciary, in line with European standards.

The Program’s primary focus is to support Ukraine in fulfilling its EU integration commitments in the area of the judiciary, in particular those set out in the Ukraine Facility Plan, the Interim Benchmarks for Ukraine under Chapter 23 “Judiciary and Fundamental Rights”, the Rule of Law Roadmap, and the commitments arising from the Joint Statement of 11 December 2025 by European Commissioner for Enlargement Marta Kos and Deputy Prime Minister of Ukraine Taras Kachka.

Under Result 1.5 “Quality, efficiency, and accessibility of justice services are enhanced”, the International Experts will provide specialized international expertise on judicial digitalization, data analysis and data management to the State Judicial Administration of Ukraine (SJA) and other relevant judicial institutions under the following activities of the Program: A 1.5.1. Support optimization of the court network and allocation of judicial and administrative resources based on workload, case-weighting, and accessibility considerations in line with EU standards, including A 1.5.1.2. Development of the case-weighting methodology, action/work plan and supporting methodological and practical materials and tools required for the preparation and subsequent implementation of the case-weighting study in Ukrainian courts; A 1.5.3. Assist the SJA in developing methodologies, standards, guidelines and regulatory frameworks for evidence-based court management, including A 1.5.3.1. Development of analytical notes on identifying and assessing risks in automated case allocation, including methodological recommendations for risk assessment and mitigation. The International Experts will also provide general advisory support on the digitalization of the judicial system, including the analysis of existing and planned e-tools and digital products, guidance on their development and consultations at all stages of the development lifecycle.

Beyond these specific activities, the International Experts will also provide, upon request of the Project, broader expert support under Result 1.5, including the analysis of legislation and draft laws, assessments and expert opinions on emerging issues relevant to judicial digitalization and the quality, efficiency and accessibility of justice and to the implementation of the relevant Ukraine Facility Plan steps, Interim Benchmarks and Rule of Law Roadmap measures.

The assignment will contribute to the fulfilment of Ukraine’s EU accession commitments in the area of the judiciary, a more reliable use of judicial data for court management and resource planning, improved transparency and integrity of automated case allocation, and user-oriented, interoperable and secure digital solutions for the judiciary. It will also facilitate the exchange of experience between Ukrainian judicial institutions and EU Member States’ e-justice and court administration bodies, promote the application of European best practices, and ensure the integration of international expertise into the Project’s technical assistance activities.
