Description du projet ou contexte

The PravoJustice4EU Program, implemented by Expertise France (EF) with funding from the European Union and the French Ministry for Europe and Foreign Affairs, supports Ukrainian authorities in the continued reform and strengthening of the justice sector.

PravoJustice4EU is structured around two specific objectives: supporting the EU accession process by aligning the Ukrainian justice system with EU standards, including independence, efficiency, quality, integrity, transparency and access to justice; and supporting accountability for core international crimes in line with European and international standards while fostering a holistic transitional justice approach.

Within this framework, the Program will continue to support the judicial reform in Ukraine, with the aim of strengthening the independence, accountability and effectiveness of judicial governance and self-government bodies in line with European standards.

The Program’s primary focus is to support Ukraine in fulfilling its EU integration commitments in the area of the judiciary, in particular those set out in the Ukraine Facility Plan, the Interim Benchmarks for Ukraine under Chapter 23 “Judiciary and Fundamental Rights”, the Rule of Law Roadmap, and the commitments arising from the Joint Statement of 11 December 2025 by European Commissioner for Enlargement Marta Kos and Deputy Prime Minister of Ukraine Taras Kachka.

Under Result 1.2 “Judicial and prosecutorial governance is enhanced, ensuring independence and efficiency”, the International Experts will provide specialized international expertise, analytical support and capacity-development assistance to the High Council of Justice (HCJ), the High Qualification Commission of Judges of Ukraine (HQCJ), the Council of Judges of Ukraine, the National School of Judges of Ukraine (NSJ) and other judicial governance and self-government bodies under the following activities of the Program: A 1.2.1. Developing analytical materials aimed at the assessment of recent developments in the judicial reform in Ukraine, A 1.2.1.3. Developing the comparative analysis of judicial self-governing bodies in EU Member States, A 1.2.1.5. Analyzing completed regular judicial evaluations to identify practical challenges in applying the current methodology, recurring shortcomings and recommendations for improving the evaluation procedure, A 1.2.1.6. Conducting comparative analysis of regular judicial evaluation in EU Member States; A 1.2.2. Assist in the conduct of an audit of the functioning of judicial governance and self-government bodies and in the implementation of its recommendations in accordance with the best European practices, including A 1.2.2.1. Organization of desk review and stakeholder consultations to define the scope, criteria and approach for the audit; A 1.2.6. Contribute to the improvement of the legal framework concerning status, accountability, management, and advisory bodies, as well as the internal organization of the National School of Judges, including A 1.2.6.1. Development of analytical papers with recommendations on the legal and institutional framework governing the status, governance, accountability and internal organization of the National School of Judges.

Beyond these specific activities, the International Experts will also provide, upon request of the Project, broader expert support under Result 1.2, including the analysis of legislation and draft laws, assessments and expert opinions on emerging issues relevant to judicial reform and judicial governance and to the implementation of the relevant Ukraine Facility Plan steps, Interim Benchmarks and Rule of Law Roadmap measures.

The assignment will contribute to the fulfilment of Ukraine’s EU accession commitments in the area of the judiciary, clearer mandates and more effective functioning of judicial governance and self-government bodies, improved procedures for the regular evaluation of judges, and a stronger institutional framework of the National School of Judges.
