Project or context description

 GENERAL BACKGROUND

Illicit financial flows (IFFs), including proceeds derived from transnational organised crime and funds used to finance terrorism, undermine security, economic stability, financial integrity, the rule of law and good governance. West African countries continue to face significant challenges in preventing and combating these threats.

The SecFin Africa project, funded by the European Union and implemented by Expertise France, supports GIABA member states in strengthening their capacity to prevent and combat illicit financial flows linked to transnational organised crime and other serious criminal activities. The project provides tailored, demand-driven technical assistance and capacity-building activities in line with the standards of the Financial Action Task Force (FATF), with particular attention to the sectors and institutions identified by national authorities as being exposed to significant money laundering and terrorist financing (ML/TF) risks and to the needs and priorities expressed by beneficiary countries.

National risk assessments and other relevant ML/TF assessments have highlighted the exposure of financial institutions (FIs) and designated non-financial businesses and professions (DNFBPs) to money laundering and terrorist financing risks. The nature and level of these risks vary according to the activities carried out, the products and services offered, customer profiles, transaction patterns, delivery channels and the legal and institutional context in which reporting entities operate. Addressing these risks requires appropriate preventive measures, effective internal controls and adequate supervisory arrangements. Reporting entities must be able to identify, assess and mitigate ML/TF risks, conduct customer due diligence, identify beneficial owners, maintain records, monitor transactions and report suspicious transactions. Supervisory authorities, in turn, must be equipped to apply a risk-based approach, conduct effective off-site and on-site supervision, issue appropriate guidance and, where necessary, impose proportionate and dissuasive sanctions.

Despite progress in establishing and strengthening national AML/CFT legal and institutional frameworks, challenges remain in the effective implementation of preventive measures and the supervision of reporting entities. These may include insufficient sector-specific guidance, limited practical knowledge of AML/CFT obligations, weaknesses in risk assessment and internal controls, limited supervisory capacity and low levels of suspicious transaction reporting.

These challenges are particularly relevant as GIABA member states prepare for the third round of mutual evaluations, which places emphasis on both technical compliance with the FATF Recommendations and the effectiveness of their implementation. Strengthening the operational capacities of reporting entities and supervisory authorities across the financial and non-financial sectors is therefore essential.

Against this backdrop, SecFin Africa intends to recruit one English-speaking Short-Term Expert in AML/CFT prevention, with broad cross-sectoral expertise covering financial institutions, DNFBPs and their relevant supervisory authorities in English-speaking GIABA member states with Common Law legal systems.

The expert will provide flexible, demand-driven technical assistance across the sectors and countries covered by the project, in accordance with priorities identified by national authorities and agreed with the SecFin Africa project team. The expert must be able to operate across diverse regulatory and institutional environments and adapt technical tools and capacity-building activities to the applicable national legal frameworks, institutional arrangements and sector-specific risks.

Working in close collaboration with the SecFin Africa project team and relevant national counterparts, the expert will provide technical assistance to strengthen AML/CFT preventive capacities in beneficiary countries.

All interventions will be tailored to each country's legal and institutional framework, national and sectoral risk assessments, identified capacity gaps, applicable international standards and priorities relating to the third round of mutual evaluations.
