In the Philippines, this position provides support to Expertise France projects in the Philippines, which require administrative, financial, procurement, grants and logistics support in line with their respective implementation needs.
In this context, Expertise France has launched a process to mutualise support functions through the creation of a Mutualized Office in the Philippines. This mutualized office aims to optimise the use of administrative, financial, procurement and logistics resources; strengthen the operational efficiency of projects; limit structural and support costs; improve the consistency and quality of support services provided to projects; and reinforce Expertise France’s presence as an operator with a structured field office in the Philippines.
For this position, shared and rationalised support functions cover Expertise France projects in the Philippines, while guaranteeing compliance with Expertise France procedures, donor requirements and risk management standards.
The target structure of the Mutualized Office is organised around two main support units: an Administration and Finance unit, responsible for financial management, accounting, treasury, administrative management and internal control; and a Procurement, Grants and Logistics unit, responsible for procurement planning, contract management, grants management, missions, events and logistical support.
Within this structure, the Junior Grants and Procurement Officer will contribute to the operational implementation of grants and procurement procedures for Expertise France projects in the Philippines, with a particular focus on beneficiary follow-up, documentation, reporting support, first-level administrative checks, simple procurement procedures and audit-readiness of files.
