Project or context description

In 2024, the extractive sector accounted for 17% of Zambia’s GDP, 25% of its revenue, and 75% of its exports. The country possesses reserves of critical minerals essential to the energy transition, notably manganese, whose mining sector is entirely artisanal and largely informal. Zambia recently adopted a new legislative framework for its mining sector (the Minerals Regulation Commission Act and the Geological and Minerals Development Act). The Minerals Regulation Commission (MRC), a single regulatory body responsible, among other things, for managing the mineral cadastre, was established in 2024, along with a department dedicated to artisanal and small-scale mining (ASM) within the Ministry of Mines and Minerals Development (MMMD).

Against the backdrop of renewed international interest in the mining sector, and in particular in critical minerals essential to the energy transition (CRM), the project “Support for Strengthening the Legal Framework and Formalization of the Artisanal and Small-Scale Mining Sector in the Manganese Industry,” funded by AFD for a planned duration of 24 months at a cost of 850,000 EUR, aims to strengthen governance in Zambia’s manganese sector and support its formalization.

More specifically, Expertise France’s intervention will contribute to:

  • Improving understanding and governance of the manganese value chain, particularly its artisanal and small-scale components;
  • Strengthening the formalization and organization of producers, particularly cooperatives and operators integrated into supply chains;
  • Establish operational mechanisms for the traceability and monitoring of manganese flows, from production to export;
  • Strengthen ZCCM-IH’s capacity for aggregation and market access by building on existing mechanisms rather than creating a parallel model.

The project’s main partners are the MMMD and Zambia Consolidated Copper Mines Investments Holdings (ZCCM-IH), a holding company that manages the Zambian government’s mining holdings and supports the national industrial strategy. ZCCM-IH has been mandated by the Zambian government to act as an aggregator of artisanal manganese production and is currently implementing a pilot program in this area.

Master’s degree (minimum 5 years of higher education) in international relations, international development, development economics, economics, public finance, public administration, or other fields relevant to the subject matter.

    Knowledge of international cooperation donors and their operating procedures would be an asset;
  • An understanding of governance issues in the mining sector—particularly in artisanal mining—would be valuable, especially regarding institutional coordination, regulation, environmental and social issues, transparency, public capacity building, and stakeholder engagement. Specific knowledge of the manganese sector would be an asset;
