Mission description

The expert will be mobilised on a short-term basis under Component 1 on Banking Supervision. Working with the project’s lead expert, their assignment will include, among other things:

  1. Supporting the CBS in a self-assessment against the Basel Core Principles for Effective Banking Supervision, in order to prioritise the activities of Component 1;
  2. Supporting the transition to risk-based supervision, in complement to the work of other technical partners;
  3. Strengthening the capacity of the off-site and on-site supervision teams, particularly in financial analysis and early warning systems;
  4. Advising the CBS on priority regulatory reforms: minimum capital requirements, the sanctions regime and bank resolution.

This list is not exhaustive.

An upcoming mission (late November) is expected to deliver the first technical assistance activity under Component 1. The selected expert may lead this mission, accompanied by the project’s lead expert.

Project or context description

After more than a decade of conflict, the Syrian economy is embarking on a rapid but fragile recovery. GDP has contracted by around 64% since 2011, and exports and imports have fallen by 84% and 70% respectively compared with pre-war levels (World Bank, June 2025). The banking sector is small, highly liquid and plays a limited role in financing the economy, which still operates largely in cash.

The CAPCBoS project (September 2026 – August 2028) strengthens the capacities of the Central Bank of Syria (CBS) in banking supervision (Component 1) and in monetary policy, interbank market and liquidity management (Component 2). It is funded by the French Treasury (DG Trésor) through a FEXTE grant, via AFD, and implemented by Expertise France in collaboration with Banque de France.

Required profile

  • At least 10 years of experience in banking supervision within a central bank or supervisory authority;
  • Strong command of the Basel Core Principles, risk-based supervision and Pillar 2 (SREP);
  • Experience in on-site and off-site supervision, and in conducting self-assessments or FSAP-type assessments;
  • Knowledge of the FATF Recommendations relating to supervision;
  • Experience in post-conflict reconstruction contexts or in countries with comparable trajectories, ideally in the Middle East;
  • Fluent English required; Arabic highly desirable; French an asset.
