The overall objective is to make ECCL able to run its core operations without relying on board members' voluntary time, by the end of the 18 months.
Specific objectives:
1. Set up working secretariat procedures and train the administrative assistant to apply them independently.
2. Strengthen ECCL's membership base and its sources of revenue.
3. Raise ECCL's visibility and recognition with the Government of Liberia, the EU Delegation and partner business associations.
4. Link ECCL's work to the PSD Liberia project, in particular the follow-up of the Liberia –EU Business Forum.
The TPO is a temporary role. Success is measured by what the secretariat can do without the TPO at the end of the assignment.
The duties below follow the TPO description in the Memorandum of Understanding between Expertise France and ECCL. The TPO runs ECCL's start-up phase, which is the precondition for the other components of the support. Priorities within these duties are set in the workplan approved by the Board.
Primary project manager
- Act as primary project manager for the ECCL support: workplan, follow-up of the four other components of the support, coordination of external providers (website, impact study), reporting to Expertise France/PSD Liberia team.
- Coordinate the Member Joint Impact Study, a survey measuring the combined contribution of ECCL members to Liberia's economy (jobs, investment, taxes, social spending). An external provider carries out the study; the TPO organises data collection from members, follows up with them and reviews quality.
- Organise, with the EU Delegation, a public relaunch event for ECCL and the event presenting the impact study.
Secretariat operations, SOPs and office transition
- Improve secretariat operations and draft standard operating procedures (SOPs), building on the toolkits of the EU-Africa Business Forum (EABF) facility and the EBO Worldwide Network (EBOWN), the global network of European business organisations.
- Manage the transition from the temporary office (c/o Monrovia Breweries Inc.) to a permanent office: equipment, relocation, files.
Mentoring and training of junior staff
- Train and mentor the administrative assistant, based on a training plan, to ensure long-term continuity.
- Transfer tasks progressively, so that the secretariat runs routine operations without the TPO by the end of the assignment.
Membership growth and member services
- Map European companies in Liberia, and other companies with high environmental, social and governance (ESG) standards, that are not yet members, build a prospect pipeline and lead outreach with a membership package.
- Launch and run the services ECCL plans to offer its members: a regular business breakfast or lunch, a member newsletter, bimonthly member and stakeholder events with a guest speaker, an investor brief based on the impact study, and a quarterly regulatory and economic update produced with the Liberia Chamber of Commerce (LCC) and the American Business Association in Liberia (ABAIL).
Public-private dialogue (PPD)
- Participate on behalf of ECCL in Liberia's public-private dialogue platform, where government and private sector discuss business environment reforms, and coordinate ECCL's input: collect member priorities, prepare positions for Board approval, report back to members.
Government and stakeholder alliances
- Formalise ECCL's alliances: memorandum of understanding with the Ministry of Commerce and Industry (MoCI), cooperation agreements with the LCC and the ABAIL and any other relevant key stakeholders
- Strengthen coordination with the LCC and ABEIL: Establish regular information-sharing and coordination mechanisms, jointly organise events and activities, and collaborate on the development of business climate-related products and services to ensure complementarity and avoid duplication.
Follow-up of the EU-LiberiaBusiness Forum
- Implement the action plan following up the EU-Liberia Business Forum held in Brussels: actively participate in the post-forum Investment Conversion Task Force alongside the MOCI, the National Investment Commission (NIC) and the LCC, share information on investment leads involving ECCL members, support their follow-up in Liberia, report on progress.
Milestones are indicative and serve as the basis for the performance review described in section 6. Months are counted from the start date.

The mid-term report (milestone 8) is the basis for a review by Expertise France, ECCL and PSD Liberia, which may adjust the workplan for the second half.
- Contractual arrangements: Expertise France will contract the expert and manage the contractual and administrative arrangements. The assignment will be remunerated on a deliverable basis, with payments linked to the submission and approval of the agreed deliverables in accordance with the contract. Expertise France, as the contracting authority and budget holder, will be responsible for contract management.
- Day-to-day coordination: The ECCL President, or a Board member designated by the Board, will provide operational guidance, set priorities within the approved workplan and facilitate the expert’s engagement with ECCL members and relevant stakeholders. PSD Liberia will provide strategic guidance and ensure alignment with the project’s objectives.
- Performance review: ECCL and PSD Liberia will jointly assess progress against the milestones and expected results set out in Section 5. Reviews will take place following the first phase of the assignment, at mid-term (Month 9) and at the end of the assignment. The findings will inform any recommendations for adjustments or follow-up, subject to Expertise France’s contractual and budgetary approval.
- Reporting and deliverables: The expert will provide brief monthly progress updates to ECCL and PSD Liberia, alongside any relevant reporting attached to purchase orders, the mid-term and handover reports and other outputs specified in Section 5. These reporting requirements will form part of the agreed scope of work and deliverables.
- Confidentiality and data protection: The expert will handle ECCL member information and other confidential data, including data collected for the impact study, in accordance with the confidentiality and data protection requirements established by ECCL and Expertise France and specified in the contract.
The European Chamber of Commerce in Liberia (ECCL) was founded in 2022 and represents 26 European member companies. It aims to be the voice of European business in Liberia and to promote a transparent, predictable business environment.
ECCL has a membership fee model and a basic operational foundation, but it still relies heavily on the voluntary time of members. Its secretariat consists of one part-time administrative assistant. In September 2026, the Board adopted a four-track plan, "Growing to Stability", to turn the Chamber into a professionally run institution: (1) institutional foundation and governance, (2) systems and digital infrastructure, (3) membership expansion and financial sustainability, (4) advocacy, impact and visibility.
The EU-funded Private Sector Development Liberia (PSD Liberia) project, co-implemented by Expertise France and the ILO, supports private sector dialogue to improve business climate, investment promotion and the follow-up of the EU-Liberia-Business Forum held in Brussels in February 2026. As part of this support, Expertise France will recruit a Training & Programme Officer (TPO) and second them to ECCL. The TPO will drive the first phase of the plan and train the secretariat to take over. Besides the TPO, the support covers four components: office set-up, digital presence and IT, the Member Joint Impact Study, and branding and recognition events.
