· Presentation of Expertise France
Expertise France (EF) is the French agency for international technical cooperation. Created on 1 January 2015 following the merger of six main French public operators, its mission is to strengthen the capacity to mobilize technical expertise in order to respond more effectively to the growing needs of emerging and developing countries.
Under the dual supervision of the MEAE and the Ministry of the Economy, Expertise France contributes to French cooperation and development aid policy through a wide range of interventions in areas such as sustainable development, economic development, public finances, governance and human rights, social protection and employment, health, as well as stability, safety and security issues.
Expertise France is accredited by the European Commission for delegated management (audit of the "six pillars"), which allows it to be entrusted with the indirect management of projects and guarantees its ability to successfully implement the activities and projects entrusted to it, while ensuring an effective distribution of administrative and financial responsibilities.
Expertise France is currently implementing several projects in Mauritius. In 2027, it is expected that the launch of this project for coastal resilience shall also support the establishment of a local office comprising two administrative and financial positions shared across several projects: an administrative and financial manager, and an administrative and financial project assistant.
· Project "Coastal resilience in Mauritius"
The Republic of Mauritius is one of the small island states in the Indian Ocean, which like many face two major coastal issues: the erosion of its coastline associated with increased risks of flooding and submersion. These two issues result from a combination of factors related to both the direct and indirect consequences of climate change (rising sea levels, increased risks of extreme weather events, among others), but also to the nature and geomorphological evolution of coasts, as well as closely related to human development and activities on coastlines.
In addition to these issues, there is the significant share of coastal areas in Mauritian economic activity, particularly for tourism, which accounts for 1⁄4 of the country’s GDP; as well as the key role of interactions with the ocean in culture and national identity.
The Republic of Mauritius has been supported for several years in its climate change adaptation activities by AFD, inter alia through the Adapt'Action program, which will launch, starting from the second half of 2026, support for the government in defining a national shoreline management strategy and its roadmap.
In this context, the European Union Delegation to Mauritius, together with the Mauritian Government, plans to support the implementation of this roadmap and more broadly strengthening coastal resilience in Mauritius. This project will be financed from European funds (NDICI) for an envelope of 2 million euros and €1.9M directly from the Climate Sustainability Fund (CSF) of the Mauritian Ministry of Finance.
The general objective of the project is thus to strengthen the resilience of Mauritius' coastal areas in the face of climate change effects.
To this end, the project will support and strengthen sustainable, effective, inclusive and gender-sensitive coastal management. Expertise France will work closely with the provider in charge of the national shoreline management strategy developed under funding of the Adapt'Action program.
The specific objectives (SO) of the EU and CSF funded project are as follows:
- SO1: Review and strengthen the legal and governance framework for integrated, inclusive, and sustainable coastal management
- OS 2: Improve coastal knowledge and data management, as well as the capacities of national and local institutions and stakeholders
- SO 3: Prepare coherent, nature-based, and bankable coastal interventions and facilitate the mobilization of adequate funding.
These three objectives act in synergy to strengthen the resilience of the coastal areas of Mauritius and Rodrigues.
