Project or context description

As part of the Agence Française de Développement Group (AFD Group), Expertise France (EF) is the French interministerial agency for international cooperation and development. EF specialises in technical cooperation, working to strengthen public policy in partner countries at the local, national, regional and international levels.

Through the Laos-EU Assistance for Private Sector & Trade (LEAP) initiative, the EU seeks to improve the business environment, promote responsible private investment, and enhance trade integration in Lao PDR, thereby contributing to the European Union (EU) broader trade and economic policies. To achieve those goals, the LEAP initiative entails two components: LEAP BOOST (Building Opportunities for Sustainable Trade), implemented by the International Trade Center (ITC), and LEAP IMPACT (Inclusive Markets, Private Sector Digital Transformation and Energy Governance), implemented by Expertise France (EF).

The Overall Objective of LEAP IMPACT is to promote private sector-led growth, capacity building, and market access through gender-responsive, trade and business reforms for inclusive regional integration.

LEAP IMPACT is implemented through two Pillars:

§  Pillar 1 Entrepreneurship and Private Sector Development - to foster inclusive markets and private sector digital transformation, creating a more favourable investment climate and business environment through digitalisation, while enabling the private sector, especially women- and youth-led enterprises, to play a stronger role in the country’s sustainable economic growth.
