Mission description

Context and Justification

The Green Forward – Policy project, funded by the European Union and implemented by Expertise France, supports the economic transition towards a green and circular economy through stronger policy frameworks, institutional capacity and cooperation with industry.

In Egypt, the project supports Pillar 1 of the Green Automotive Electronics Transition (GAET) Framework. This assignment will help three automotive electrical and electronics companies measure emissions, calculate product carbon footprints and establish monitoring, reporting and verification (MRV) systems. The work will strengthen industrial competitiveness and readiness for European market requirements, including applicable provisions of the EU Carbon Border Adjustment Mechanism (CBAM).

The Lead Technical Expert will translate relevant ISO standards and CBAM requirements into practical methods, tools and guidance, including emission factors, company-level data systems, monitoring plans, training, product carbon footprint reports and preparation for verification. The assignment will run from November 2026 to October 2027, allowing time for final follow-up before the programme closes on 31 December 2027.

The expert will work closely with the Expertise France Green Forward team, including the Project Manager, Project Officer and Implementing Expert, and the designated ministry focal points in Egypt. Coordination will also involve the Government Technical Task Force (GTF), Egyptian Environmental Affairs Agency (EEAA), Ministry of Trade and Industry (MTI), Steering Committee and participating companies. Where authorised by the companies, the expert will liaise with verifiers and automotive manufacturers’ purchasing teams. All work must use reliable, traceable data, clearly explain calculation methods, provide practical support in Arabic and English, and protect confidential company information.

Project or context description

Objectives and Expected Results

1. General Objective

To help three Egyptian automotive electrical and electronics (E&E) pilot firms measure emissions, calculate product carbon footprints and prepare for verification, in line with relevant ISO standards and applicable CBAM requirements. This will support industrial competitiveness and the transition towards a green and circular economy.

2. Specific Objectives

  • Develop a practical methodology addressing ISO 14067:2018, ISO 14040/14044 and applicable CBAM requirements.
  • Prepare an Egypt grid emission factor and a simplified emission-factor library for priority manufacturing processes.
  • Assess company data and prepare carbon baselines, identifying emission hotspots, data gaps and relevant financial exposure.
  • Establish monitoring, reporting and verification (MRV) systems, company monitoring plans and training in Arabic and English.
  • Prepare product carbon footprint (PCF) reports addressing relevant Catena-X requirements and support preparation for verification.
  • Assess readiness and identify opportunities for further investment and wider implementation with the Team Leader.

3. Expected Results

·        A Baseline Methodology Note defining calculation methods, boundaries, allocation rules and data-quality requirements.

·        An Egypt Grid Emission Factor Technical Report and a Simplified Emission Factor Library, with documented sources, assumptions and limitations.

·        Three site-visit reports, carbon baselines for the three firms and a sector synthesis, including relevant CBAM financial-exposure scenarios.

·        A bilingual sector MRV protocol, three company monitoring plans, data-recording templates and training materials, with documented assessment results.

·        Three ISO 14067-compliant PCF reports covering the agreed products, plus pre-verification preparation and dry-run reports for two selected firms.

·        A CBAM Readiness Assessment and Proof of Concept Report, including a readiness dashboard and investment priorities.

The expert will submit outputs for the required institutional review and address comments. Formal endorsement, publication and independent verification remain the responsibility of the relevant authorities or appointed bodies.

Description of the Assignment / Key Responsibilities

The Lead Technical Expert will lead the technical work on emissions accounting, life cycle assessment, product carbon footprints and MRV, in coordination with the Team Leader, Government Technical Task Force (GTF), relevant authorities and pilot firms.

The expert will:

·        Develop the baseline methodology, distinguishing product-footprint requirements from applicable CBAM obligations and potential future requirements.

·        Calculate the Egypt grid emission factor using an agreed methodology and reference period, and compile a traceable emission-factor library.

·        Visit the three firms, collect and assess data, maintain a data-gap log and submit visit reports within five working days.

·        Prepare company carbon baselines, a sector synthesis and relevant financial-exposure analysis, with clearly stated assumptions.

·        Develop and pilot the bilingual MRV protocol, prepare company monitoring plans and Excel templates, and deliver the agreed training.

·        Support pre-verification and dry runs for two selected firms, document gaps and recommend corrective actions.

·        Prepare three PCF reports aligned with ISO 14067 and relevant Catena-X PCF requirements, and contribute to the final readiness assessment and investment case.

·        Sign confidentiality agreements before site visits and protect company data throughout the assignment.

All methods, sources and calculations must be clearly documented and aligned with the GAET Policy Framework as it becomes available.

The assignment covers 90 working days over 12 months, from November 2026 to October 2027. The expert will submit clear, professionally edited deliverables according to the schedule below.

The workplan must include fieldwork, coordination, training, quality assurance and revisions within the allocated days. Draft PCF reports must be available before the dry runs, allowing findings to inform the final reports.

Baseline Methodology Note

Explain how relevant ISO standards and applicable CBAM requirements will be addressed. Define cradle-to-gate boundaries, allocation rules, treatment of missing data and a transparent data-quality scoring method. Distinguish PCF calculations from CBAM calculations where requirements differ.

Grid Emission Factor Report

Document the agreed IPCC-based methodology, reference years, sources, calculations and limitations. Cross-check against relevant IEA and UNFCCC data and explain material differences.

Emission Factor Library

Cover at least five priority process categories. Record sources, versions, units, Egypt-specific adjustments and data-quality ratings. Identify provisional factors and propose expansion to 12 categories. Any database licence needs must be identified.

Site-Visit Reports

Submit one report per firm within five working days of the visit. Include process and metering maps, collected data, data-quality findings, a follow-up gap log and a record of the firm’s review of its data.

Sector MRV Protocol

Provide technical guidance and a practical operating manual in Arabic and English, with calculation methods, responsibilities, quality controls and tested Excel templates. Pilot the protocol in at least one firm and incorporate findings.

Carbon Baseline Study

Present each firm’s emissions, upstream emissions within the agreed boundary, three main emission hotspots and data limitations. Include a sector synthesis and investment priorities. Assess applicable CBAM exposure under three ETS price scenarios, separating current obligations from future scenarios.

Monitoring Plans and Training

Provide one plan per firm identifying emission sources, monitoring methods, frequency, data custodians and quality controls. Deliver the agreed bilingual training and document assessment results, targeting at least 80% competency for two participants per firm and identifying follow-up support where needed.

Pre-Verification Preparation Reports

Review at least three months of monitoring data for each of two selected firms. Document gaps, classify potential non-conformities, track corrective actions and prepare verifier briefing notes.

PCF Reports

Provide one report per firm covering its top three agreed product references—nine product footprints in total. Report emissions in kg CO₂e per product unit, with methods, data quality and an expert-signed ISO 14067 conformance statement. Address relevant Catena-X PCF requirements and include CBAM comparisons only where applicable.

Dry-Run Coordination Reports

Document one exercise per selected firm, findings, corrective-action support, outstanding issues and readiness status: ready, conditionally ready or not ready. The expert’s assessment does not replace independent verification.

Readiness and Proof of Concept Report

Prepare jointly with the Team Leader. Include a readiness dashboard, documented financial-exposure scenarios, potential savings where evidenced, and a costed case for wider implementation. Clearly state assumptions and limitations.

The expert will submit outputs to EF and the relevant technical bodies, present findings and address consolidated comments. Government endorsement, website publication and independent verification are separate institutional processes. The expert must support these processes but cannot guarantee decisions by third parties.

Required profile

Qualifications and Skills

  • Advanced university degree in environmental, chemical or process engineering, environmental science, energy systems, climate science, industrial ecology or a related field.
  • Strong knowledge of LCA, PCF, GHG accounting and relevant ISO standards, with an understanding of applicable CBAM requirements.
  • Ability to calculate emission factors, assess data quality and uncertainty, and develop practical monitoring systems and Excel tools.
  • Ability to prepare clear technical reports in English and deliver or support technical outputs and training in Arabic and English.
  • Strong coordination, fieldwork and confidential-data management skills.

General and Specific Professional Experience

  • Demonstrated experience in carbon accounting, LCA, PCF, MRV, industrial emissions or related technical assignments.
  • Practical application of relevant ISO standards, the GHG Protocol, CBAM requirements or comparable frameworks.
  • Experience collecting industrial data and developing emission factors, carbon baselines or monitoring plans.
  • Experience preparing PCF reports, verification-support documentation or corrective-action plans.
  • Manufacturing experience, particularly in automotive or E&E industries, is an advantage. Experience with Catena-X PCF requirements or equivalent automotive customer carbon-data requirements is also an advantage.

Application Requirements

Applicants must submit:

  • Technical offer: CV, relevant qualifications, certifications where applicable, and descriptions of relevant assignments.
  • Methodology and workplan: Proposed approach covering all deliverables, field visits, data availability, training, confidentiality, quality assurance and verification preparation within 90 working days.
  • Financial offer: Daily rate and total professional fees for 90 working days, in the currency specified in the notice. Taxes and any proposed travel, subsistence, software or other costs must be clearly identified and treated according to the notice.
  • Two comparable references: Project description, client, dates, candidate’s role, outputs completed, reference contact and available supporting evidence. Ongoing assignments must be clearly identified.
  • Availability declaration: Confirmation of availability throughout the assignment and for field visits.
  • Confidentiality commitment: Agreement to sign an NDA with each firm before the first site visit and protect company information throughout the assignment.
  • Eligibility evidence: Documentation required by the vacancy announcement.

Evaluation Criteria

Bids will be assessed separately in accordance with the following proposed publication matrix. Conforming bids will receive a financial score out of 30 points and a technical score out of 70 points. The contracting authority should confirm the final thresholds and scoring weights before issuing the solicitation.

The lowest financial offer meeting the application requirements will receive 30 points. Other eligible offers will be scored proportionately using the following formula:
