Description de la mission

Overall objective of the study

To support a coordinated, efficient, resilient and future-oriented maritime transport ecosystem along the TCTC through evidence-based fleet planning, operational coordination, digital transparency, rail-maritime interoperability, investment prioritisation and green-transition pathways.

Specific objectives of the study

  1. Establish a verified inventory and performance baseline for vessels and relevant maritime assets serving the principal East-West Caspian routes.
  2. Model current and future cargo demand and translate demand scenarios into vessel-capacity and multimodal-interface requirements.
  3. Determine an optimal vessel mix and identify renewal, retrofit, replacement and deployment priorities under alternative demand and water-level scenarios.
  4. Assess train-ferry, rail-wagon and port-rail interfaces and identify measures to reduce bottlenecks, turnaround time and service variability.
  5. Design practical operational-coordination and digital-transparency measures for ports, shipping operators, railways and corridor institutions.
  6. Identify and prioritise investment needs for vessels, port-side assets, equipment, sustainable fuels and bunkering, including potential industrial partnerships and financing pathways.
  7. Assess feasible decarbonisation and climate-resilience measures, including the potential for a Caspian green-shipping-corridor pilot.
  8. Review relevant governance and regulatory issues, including maritime facilitation and emissions standards, and prepare an actionable implementation roadmap.

Objective of the position

Assess maritime surveillance, vessel monitoring and reporting, communication and operational information systems, diagnose coordination gaps, and prepare implementable requirements for priority digital tools supporting predictable and efficient maritime and multimodal operations.

Scope of work

  • Inventory and assess existing and planned VTS/VTMIS, AIS, MSW, aids-to-navigation and relevant communication systems, together with vessel reporting processes covering pre-arrival, arrival, stay in port and departure, and their interfaces with port authorities, harbour masters, customs, border authorities, terminals and other relevant stakeholders. Verify available information on differing system maturity across Baku, Kazakhstan and Turkmenistan and identify renewal, coverage, feasibility-study or interoperability needs where systems are absent, limited or outdated. Where AIS data are available, assess traffic density and traffic patterns relevant to operational coordination and navigational risk.
  • Map current vessel scheduling, nomination, booking, slot allocation, cargo and wagon tracking, estimated-time updates, disruption management and information-exchange processes, and identify duplication, manual procedures, data gaps, weak interfaces and delay points among ports, shipping operators, railways, terminals and corridor bodies.
  • Assess interoperability opportunities and constraints across national, port, railway, operator, vessel-reporting and maritime-surveillance systems, including data exchange, coverage and system-maturity considerations.
  • Define priority user groups, operational use cases, data fields, data owners, update frequencies, interfaces and minimum performance requirements.
  • Prepare preliminary functional requirements for possible shared schedules, vessel-availability views, estimated-time updates, cargo and wagon tracking integration and a corridor maritime dashboard.
  • Recommend staged implementation, governance, ownership, access, data-sharing, cybersecurity, operation, maintenance and financing arrangements.
  • Assess how digital formalities and relevant international maritime-facilitation practices could reduce administrative delays.
  • Prepare indicative implementation costs or cost ranges, dependencies, procurement considerations and risks for priority solutions.
  • Clarify that the assignment covers diagnosis and preliminary structuring, not software development or system procurement.

Deliverables

Contribution of the position to the study deliverables:

  • Provide digital data and consultation requirements for D1.
  • Contribute maritime-surveillance, vessel-reporting, AIS/VTS, communication-system, traffic-pattern and operational-process findings to D2.
  • Lead D5, including mapping of key operational and digital information flows, inventory and assessment of relevant surveillance, vessel-reporting and communication systems, AIS-based traffic-pattern analysis where data are available, coordination gaps, priority use cases, functional and data requirements, governance options and staged implementation recommendations.
  • Provide digitalisation, governance and facilitation inputs to D6, D7 and D8.

D5 Digital operations diagnosis and recommendations: mapping of key operational and digital information flows directly relevant to vessel scheduling, booking, vessel reporting, cargo/wagon tracking and information exchange between key stakeholders; inventory and assessment of relevant surveillance, vessel-reporting and communication systems; AIS-based traffic-pattern analysis where data are available; coordination gaps, priority use cases, functional and data requirements, governance options and implementation steps.

D6 Green transition, industrial partnership, governance and regulatory note: decarbonisation and resilience pathways, green-corridor screening, industrial partnership options, policy and regulatory recommendations.

Week 28

D7 Draft final report and roadmap: integrated framework, prioritised recommendations, action plan, monitoring indicators and presentation package.

Week 30

D8 Validation workshop and final package: workshop delivery and record; revised final report, executive summary, roadmap, models, datasets, slide deck and response-to-comments matrix.

Week 34

Duration and schedule
Eight months from the start date, up to 30 expert-days. Delivery weeks are counted from the assignment start date. The detailed schedule and allocation of inputs will be confirmed in the inception report.

The assignment will combine desk review, structured data collection, stakeholder interviews, operator consultations, technical port visits where authorised, scenario analysis, international benchmarking and validation. Travel and meetings will be undertaken only under the agreed work plan and with prior approval of the TCTC Capacity Development Programme Team Leader.

Reporting and coordination
Reporting line: Maritime Transport and Fleet Optimisation Team Leader.

The expert will work as part of one integrated team comprising the Maritime Transport and Fleet Optimisation Team Leader, Transport Demand Modeller, Naval Architect and Vessel Technology Expert, Maritime Digitalisation Expert, Kazakhstan Maritime Expert and Turkmenistan Maritime Expert. All experts must use common definitions, scenarios, datasets and reporting formats and must share working materials in sufficient time for integration and peer review.

The expert will provide editable source material, data tables, calculations and presentation inputs and will revise contributions in response to consolidated comments.

The expert is required to:

  • Deliver assigned inputs on time and to a standard suitable for direct integration into formal programme deliverables.
  • Ensure that quantitative claims and recommendations are traceable to documented sources, calculations and assumptions.
  • Coordinate proactively with other experts and resolve inconsistencies across technical workstreams.
  • Provide practical and proportionate recommendations that identify responsible actors, prerequisites, sequencing and risks.
  • Participate in coordination calls, technical reviews, stakeholder consultations and validation activities as requested.
  • Maintain professional independence, confidentiality and respectful engagement with public and private stakeholders.

Description du projet ou contexte

The maritime segment of the Trans-Caspian Transport Corridor (TCTC) is a critical determinant of corridor capacity, reliability and competitiveness. The study will assess the existing vessel fleet and associated maritime assets, model future cargo and capacity requirements, identify the optimal fleet mix and renewal sequence, and develop practical measures for operational coordination, rail-maritime interoperability, digitalisation, climate resilience, decarbonisation and investment planning.

The study covers all relevant vessels operating on the Baku-Turkmenbashi, Baku-Aktau and Baku-Kuryk routes, irrespective of vessel flag, ownership or operator. Vessels operating from or calling at the Port of Baku are therefore fully included in the fleet inventory, demand and capacity analysis, operational assessment and fleet-optimisation framework.

A minimum level of engagement with Azerbaijani authorities, the Port of Baku and relevant operators is included to support validation of route-level turnaround, operational constraints, fleet deployment and rail-maritime interfaces. This minimum engagement should include targeted consultations and collection or verification of essential operational data. Any broader Azerbaijan workstream, field missions or additional expert inputs beyond this minimum will be decided separately by Expertise France and, if required, the related scope, budget, schedule and coordination arrangements will be agreed accordingly.

The maritime link across the Caspian Sea is a decisive component of the TCTC connecting Central Asia, the South Caucasus, Türkiye and Europe. Growth in Middle Corridor cargo has increased pressure on maritime capacity, reliability and multimodal interfaces. Despite investment in ports, persistent constraints include an ageing fleet, limited visibility on vessel utilisation and schedules, fragmented investment planning, weak coordination between maritime and rail operations, and insufficient assessment of future vessel, port-side and bunkering needs.

A substantial proportion of the fleet is reported to be more than 30 years old. At the same time, operators are considering renewal and expansion independently. In the absence of corridor-level analysis, investment may produce shortages in some vessel segments and inefficient overcapacity in others. Train ferries and the direct movement of rail wagons make vessel planning inseparable from port equipment, rail access, wagon handling and terminal performance.

Declining Caspian Sea water levels add a structural uncertainty affecting draft, navigability, port access, payload, rail-ferry operations and asset life. Fleet and infrastructure decisions must therefore be tested against hydrological and cargo-demand scenarios. The assignment will also identify opportunities to link renewal with low-emission technologies, sustainable fuels, digital coordination and industrial partnerships, including cooperation with European shipyards and equipment suppliers.

Project context

Expertise France is mobilising a six-person expert team for the Vessel Fleet and Maritime Assets Optimisation Study, under the TCTC Capacity Development Programme (Output 6 – Transport Asset Management): a Maritime Transport and Fleet Optimisation Team Leader (international, 65 expert-days), responsible for overall leadership, fleet assessment, the optimisation framework, selected maritime safety and navigational-risk assessment, the investment roadmap and stakeholder validation; a Transport Demand Modeller (international, 25 expert-days), covering cargo scenarios, the capacity-demand model, sensitivity tests and the editable model and user guide; a Naval Architect and Vessel Technology Expert (international, 35 expert-days), covering vessel condition and suitability, fleet mix, and retrofit, renewal, draft and technology options; a Maritime Digitalisation Expert (international, 30 expert-days), covering operational and digital information-flow diagnosis, maritime surveillance, AIS/VTS and vessel-reporting assessment, scheduling and information coordination, and digital functional and data requirements; and a Kazakhstan Maritime Expert and a Turkmenistan Maritime Expert (national, 25 expert-days each), covering national data collection, port, railway and operator liaison, field support, contextual analysis and validation.

This position is the Maritime Digitalisation Expert, an international expert position with an indicative level of effort of 30 expert-days over an indicative study duration of eight months. The contracting entity is Expertise France under the TCTC Capacity Development Programme.

Profil souhaité

Mandatory requirements

  • University degree in information systems, maritime transport, logistics, engineering or a related field.
  • At least eight years of relevant professional experience in maritime single windows, port community systems, VTS/VTMIS, AIS, aids to navigation, vessel reporting, terminal or vessel scheduling, cargo visibility, transport platforms, relevant communication systems or comparable maritime digital systems.
  • Demonstrated ability to translate operational needs into clear functional, data, governance and implementation requirements.
  • Knowledge of interoperability, data standards, data governance, access control and cybersecurity in multi-stakeholder transport environments.
  • Excellent written and spoken English.

Desirable requirements

  • Experience with AIS-based traffic analysis is an advantage.
  • Experience in maritime and rail or multimodal system integration is a strong advantage.
  • Experience in Central Asia or comparable emerging-market settings is an advantage.
  • Knowledge of Russian is an advantage.

Eligibility: the position is open to natural (physical) persons only. The expert will be contracted individually by Expertise France; applications submitted by companies, consortia or other legal entities will not be accepted.
