Mission description

Description of the assignment

1. Planned activities

The service provider must support the State Property Fund of Ukraine (SPFU) in performing the following activities:

• Analyze SOEs and state organization and prepare files     

• Provide recommendations to the SPFU and MoE on courses of action for individual SOEs in the course of triage and privatization preparation     

• Identify state-owned real estate that can be privatized     

• Monitor the implementation of these recommendations     

• Monitor the changes in the SOE portfolio (quantity, triage categories, privatization status and readiness, managing entities)     

• Analysis of state property and state enterprise using government and public databases, registers, financial statements and reports     

• Development of financial models     

• Analysis of investment plans     

• Analysis of sectors, competitors, and markets     

• Preparation of reports and presentation for SPFU and MoE leadership and other GOU stakeholders     

• Working with other SOE managing entities and GOU stakeholders

1. Coordination

The service provider shall designate a single contact person for project implementation purposes.

The service provider's counterpart within the EU4SAR's Project (Expertise France) will be the Component coordinator, together with the Long-Term Expert acting as Key Expert for Privatization, who will coordinate the assignment as part of the pool of Short Term and Recurrent Experts mobilized along the course of Action implementation.

Project or context description

Context and justification of the need

The EU4SAR program, financed by the European Union and the French Ministry of Europe and Foreign Affairs supports the transformative agenda on the Governance of State-Owned Enterprises and its alignment with EU acquis, international standards and best practices. Expertise France assists both the State Property Fund of Ukraine and the Ministry of Economy and Environment of Ukraine to improve their capacities regarding the i) design of the governance & privatization policies, ii) their implementation and iii) the control, oversight and monitoring of the State-Owned assets. The project provides technical assistance under the form of expertise, procurement of goods & services and capacity building.

In this context, the State-Owned Enterprises Analyst will provide analyses of SOEs, non-commercial state institutions and  organizations, state-owned real estate . He/she will assist the SPFU analyze its portfolio and assist in the development of privatization plans.

III. Objectives and desired results

1. General objective

The objective of the assignment is to analyze state enterprises and state real estate for policy, planning, and implementation purposes  to accelerate the privatization and lease of state property. 

2. Specific objectives

●      Support further triage analyses of SOEs and non-commercial state enterprises to determine the appropriateness of state ownership vs. privatization and liquidation

●      Provide  accurate information analysis  on SOEs to prioritize and  plan for privatization and liquidation

●      Support the identification of non-core real estate for privatization/alienation at SOEs and non commercial state enterprises

●      Support the expansion and acceleration  of the privatization pipeline at the SPFU as well as a potential pipeline of SOEs not under the management of  the SPFU

●      Analysis of roadblocks to transferring SOEs slated for privatization to the SPFU

3. Anticipated results

●      Increase in the amount  of state property designated  for privatization and lease

●      Improved management and oversight of SOEs and state-owned property

●      Better information available to the SPFU and the MoE on SOEs and state real estate

Required profile

Required expertise and profile

2. Profile of the designated expert(s) responsible for contract execution

A. Qualifications and skills:

•      Fluent Ukrainian and strong written and verbal communication skills in English; knowledge of French is an asset

•      Ability to work well in a team

•      Excellent planning and time management skills

•      Experience in cooperation with governmental organizations

•      Proficiency in Microsoft Excel, financial software and other relevant tools

B. General professional experience

•      Degree in finance, accounting, economics or related field

•      Experience in a relevant position for more than 3 years (financial analysis, financial modeling and financial reporting)

•      Experience in technical assistance work is preferred

C. Specific professional experience

•      Experience in working with large data sets and creating databases; previous experience with state property databases and registers is an asset

•      Knowledge of developing financial models to analyze and forecast financial performance

•      Experience working on matters concerning privatization and state property management, including familiarity with the operations and databases of the State Property Fund and the Ministry of Economy

•      Experience analyzing markets and industries
