Mission description

Expertise France is seeking an Administrative and Finance Assistant to support the day-to-day administrative and financial management and the logistical activities required for the effective implementation of the project support for ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE).
Based in Praia, the Administrative and Finance Assistant will be assigned full-time to the ECREEE support project and will work under the responsibility of the Project Coordinator.
The Administrative and Finance Assistant will be based within Expertise France’s shared office (Bureau Mutualisé – BM) in Praia and will work closely with the Expertise France project team based at headquarters and with the BM support functions.
As part of his/her duties, he/she will also interact regularly with ECREEE, experts, service providers, partners and other project stakeholders.

The main responsibilities of the Administrative and Finance Assistant are as follows:

Support to the administrative and financial management of the project
•    Ensure the administrative follow-up of project expenditure and the proper filing and management of supporting documents;
•    Receive and carry out a first-level review of invoices and supporting documents;
•    Ensure the administrative follow-up of advances, expense claims and expenditure related to project missions and activities;
•    Complete and regularly update the administrative and financial monitoring tools falling within his/her scope of responsibility;
•    Ensure the filing and archiving of the project’s administrative, accounting and financial documents;
•    Facilitate the flow of information and documents between the Project Coordinator, the project team and the relevant support functions.

Support to procurement and contracting procedures
•    Contribute to the planning of purchases required for the implementation of project activities;
•    Prepare the administrative documentation required for consultations and procurement procedures;
•    Contribute to the preparation of specifications, requests for quotations and other documents required for consultations;
•    Conduct certain procurement procedures, under the supervision of the Project Coordinator and in coordination with the relevant BM functions, in accordance with applicable procedures;
•    Ensure the administrative follow-up of purchase orders, contracts and services;
•    Collect, file and archive documentation relating to procurement procedures and ensure that files are complete;
•    Ensure the necessary coordination with the BM procurement functions.

Administrative and organisational support to the project
•    Provide day-to-day administrative support to the Project Coordinator and the project team;
•    Manage project-related calendars, appointments and meetings;
•    Draft and format correspondence, meeting minutes, notes, monitoring tables and other administrative documents;
•    Manage administrative exchanges with project partners, experts, service providers and other stakeholders;
•    Contribute to the preparation and administrative follow-up of project meetings and activities;
•    Ensure the electronic filing and archiving of project documents and records;
•    Maintain databases, contact lists and directories of partners and stakeholders;
•    Contribute to the administrative follow-up of project human resources matters, in coordination with the Project Coordinator and the relevant Expertise France contacts;
•    Ensure compliance with the administrative procedures applicable to the project.

Logistical support, missions and events
•    Organise business travel for the project team, experts and other persons involved in project activities, including tickets, accommodation, transport and other required services;
•    Prepare administrative documents related to missions, including invitation letters, mission orders, visa applications, security documents, expense claims, etc.;
•    Contribute to the planning and logistical organisation of workshops, training sessions, steering committee meetings, technical meetings and other project events;
•    Prepare programmes, itineraries and logistical arrangements required for the successful organisation of events;
•    Arrange the necessary bookings and services, including venues, catering, transport, equipment, printing and other logistical requirements;
•    Ensure the administrative and logistical follow-up of service providers;
•    Ensure the filing and archiving of documents relating to missions and project events.

Project or context description

The ECOWAS region faces a structural energy deficit, with over 180 million people lacking reliable access to electricity, and total final energy consumption still dominated at approximately 59% by traditional biomass. Although the region remains heavily dependent on fossil fuels and non-commercial energy, it has vast renewable resource potential. 
Electricity demand is growing rapidly in West Africa. The WAPP Master Plan 2019-2033 projects peak demand rising from 15.3 GW in 2018 to approximately 50.8 GW by 2033, reflecting average annual growth of around 8%. To meet this demand while decarbonising the energy mix, the region must rapidly develop its renewable energy potential.

The programme is one of the components of a larger EU-funded programme, which supports specialized ECOWAS Organizations active in the energy sector to develop the regional electricity market and make its interconnected network operational, as well as to increase the share of renewable energy in the energy mix.
The support of ECREEE (ECOWAS Centre for Renewable Energy and Energy Efficiency) will contribute to increase the share of renewable energy in the energy mix. It aims to increase the technical capacities of public and private actors in ECOWAS member states to develop a strategic reference framework and bankable renewable energy projects, through the preparation of studies delivering renewable resources into the WAPP interconnected grid.
The Specific Objective of this Project is to provide technical services, expertise and capacity building necessary for ECREEE to fulfil its mandate as the regional reference institution for renewable energy and energy efficiency, to develop a pipeline of bankable RE investment projects for clean corridors, and to consolidate the implementation of the ECOWAS Green Hydrogen Strategy in selected member states.
This objective is pursued through two expected outcomes:

  1. Support for the preparation and submission for financing of renewable energy investment projects for clean corridors, including pumped-storage hydropower and green hydrogen.
  2. Support for the preparation and adoption of the ECOWAS Green Hydrogen Strategy by Member States.

Required profile

Required skills

•    Excellent organisational, planning and prioritisation skills;
•    Accuracy and reliability in processing and monitoring administrative and financial files;
•    Ability to work independently and take initiative within his/her area of responsibility;
•    Ability to manage several activities and deadlines simultaneously;
•    Good written communication and interpersonal skills;
•    Service-oriented mindset and ability to work as part of a team in an international and multicultural environment;
•    Discretion and respect for confidentiality;
•    Good command of standard office software (Word, Excel, PowerPoint, Outlook);
•    Ability to quickly learn and use new management tools and procedures.

Education/Qualifications
•    Higher education qualification in administration, management, accounting, executive assistance, logistics or another relevant field;
•    At least three (3) years of relevant professional experience in administrative and financial assistance, project assistance, or administrative and logistical coordination;
•    Experience in international cooperation, an international organisation, a development agency or a donor-funded project is an asset;
•    Experience in procurement or contracting procedures is an asset.


Languages

•    Excellent professional proficiency in English, both written and spoken;
•    Good proficiency in Portuguese is desirable;
•    Knowledge of French is an asset.

Additional information

•    Type of position: Full-time national position;
•    Contractual arrangements: The position will be contracted locally in Cabo Verde through a payroll/EOR service provider on behalf of Expertise France;
•    Duration: 12-month fixed-term contract, renewable for the duration of the project (36 months);
