PALESTINE
1) Positioning
• The Expert intervenes remotely, part-time, at a rate of 10 days per month. One-off missions to Jerusalem and Ramallah (two to three) may be organized if the needs of the project warrant it and the security context allows it.
• The Expert provides Expertise France with occasional technical support for the preparation, monitoring, and quality control of the expert missions mobilized as part of the project.
• PPFI and the Ministry of Finance and Planning ensure the definition and prioritization of needs, as well as the technical management of activities. The Expert will intervene on the basis of the requests and priorities thus established, in compliance with the contractual framework of the project and under the supervision of Expertise France.
• The Expert works in conjunction with the Project Assistant based at headquarters, who ensures the operational, administrative, and financial follow-up of the project and liaises with support functions. For the mobilization of experts from French administrations, she or he may also be required to communicate with the competent technical units of Expertise France.
2) Main missions
Support for the framing of expert missions
• Contribute to the translation of the needs expressed by the partners, through support for the framing of precise, realistic terms of reference adapted to the volume of days and the intervention methods chosen;
• Contribute to the identification of appropriate expertise profiles and, when necessary, participate in technical exchanges prior to their mobilization;
• Ensure, in the framing of missions, consistency with the project’s objectives, components, and resources.
Technical monitoring of expert missions
• Organize a scoping exchange with each mobilized expert to recall the objectives, expected results, context constraints, and working arrangements with partners;
• Monitor the progress of assignments at agreed intervals, facilitate the clarification of technical expectations, and report to Expertise France any difficulties that may affect the schedule, quality, or compliance of the work;
• Provide experts with timely methodological support, particularly on the structuring of the approach, consultations, and deliverables;
• Contribute, at the main stages of the missions monitored (launch, mid-term and closing), to the related technical meetings.
Quality control of technical productions
• Review the draft versions of the deliverables in light of the terms of reference, the quality of the analysis, the methodological soundness, the consideration of the context and the operational nature of the recommendations;
• Issue a reasoned technical opinion to PPFI on compliance and quality of deliverables. This notice sheds light on the contractual follow-up provided by Expertise France and does not replace the recipient’s receipt or acceptance of the results;
• Identify cross-cutting lessons and areas of focus useful for the preparation of subsequent missions.
Monitoring of results related to expertise activities
• Contribute to the collection and verification of information relating to the missions monitored and the indicators to which they contribute;
• Provide the Project Assistant with the technical elements necessary for monitoring and reporting, within the scope of his/her intervention.
3) Expected deliverables
• A monthly summary note presenting the expert missions followed, the work carried out and the main observations made as part of the quality control of the deliverables;
• In case of travel, a brief mission report presenting the work carried out and the main findings within its scope of intervention.
Context
In view of the continuing deterioration of the economic and fiscal situation of the Palestinian Authority, marked in particular by a sharp contraction in revenue, the accumulation of arrears and the maintenance of major political and security tensions, The government appointed in March 2024 has embarked on a reform plan aimed at preserving continuity of public action, strengthening the financial viability of the Palestinian Authority, and preparing the conditions for sustainable recovery. This plan places great emphasis on the reform of public finance management, particularly through improved fiscal management, increased domestic resource mobilization and better control over public spending.
This reform effort is being carried out with the support of the Palestinian Institute for Public Finance (PPFI). Created in 2011, PPFI contributes to knowledge dissemination and capacity building within the Ministry of Finance, as well as with the financial functions of sectoral ministries. It assists the ministry in designing and implementing training activities for public officials. PPFI also occupies a position within the Reform Coordination Unit (Project Management Office), which is responsible for supporting the steering of the department’s transformation plan. Its director has been co-chairing the steering committee of this unit since May 2024. The PPFI is thus the main local partner for implementing the project, in support of the Ministry of Finance, particularly in terms of capacity building and change management.
It is in this context that support from France was requested, as a continuation of the long-term commitment of French cooperation to strengthen and modernize the Palestinian public administration.
Project characteristics
The project Support to the Public Finance Management Reform in Palestine – PALFIN is funded by AFD and DGT, on the Technical Expertise and Experience Exchange Fund, for a 24-month implementation period, starting from September 2025. This project aims to support the Ministry of Finance and Planning in implementing reforms aimed at improving in the short term the management of public finances in the face of the current crisis to enable business continuity and service delivery audiences, and in the long term to strengthen its governance system.
The general objective of the project is divided into two specific objectives:
- Specific objective 1: Support the development and implementation of a strategic public finance reform, in order to make the administration more efficient and support sustainable, inclusive economic growth.
- Specific objective 2: Progressively integrate gender equality into the entire transformation plan of the Ministry of Finance, so that public financial policies and institutional practices contribute to a more equitable and inclusive management of public resources.
The implementation of the project is structured around 4 components:
- Component 1: Support to the PMO’s strategic leadership in steering public finance management reforms;
- Component 2: Support for enhancing domestic resource mobilization through financial, tax and customs systems;
- Component 3: Support for strengthening budget and expenditure management systems and services;
- Component 4: Support the PPFI as a reform driver and centre of excellence in the area of public financial management training.
1) Qualifications
• Bachelor’s degree in economics, law, public finance, public administration or in a relevant field;
• At least 7 years of professional experience in the field of public financial management;
• Proven experience in providing technical assistance to ministries of finance, tax or customs administrations, or institutions responsible for public expenditure;
• Experience in international cooperation and fragile or conflict-affected contexts is required.
• Knowledge of the Middle East and the Palestinian context is an asset.
2) Skills
Technical skills
• Very good knowledge of one or more fields of public finance management (taxation, customs, budget management, public accounting, change management, etc.) and ability to assess technical work;
• Excellent analytical, synthesis and drafting skills, allowing for the formulation of well-founded, concise and directly exploitable technical opinions;
• Mastery of methods for framing technical assistance, mission follow-up, and quality control of deliverables;
• Very good knowledge of the institutional environment for cooperation in public finance and of the main French and international players in the sector.
Organizational and interpersonal skills
• Ability to organize their intervention independently, within a limited envelope of 10 days per month, to prioritize requests and to report regularly and rigorously;
• Ability to work remotely with multiple interlocutors and in a multicultural environment, without hierarchical link with the experts·followed·es;
• Excellent listening, diplomatic and communication skills, as well as strong institutional sensitivity.
Language skills
• Excellent command of French and English, both orally and in writing (minimum level C1 in English).
• Proficiency in Arabic is an asset.
