Mission description

The Project Manager will report hierarchically to the Head of the Urban Development and Circular Economy Unit at headquarters. He/She will work in close coordination with the Urban Development Project Officer responsible for the project at headquarters.

The Project Manager is responsible for the overall coordination as well as the operational, technical and financial management of the project, in compliance with Expertise France and European Union rules and procedures.

1. Strategic and operational management

The Project Manager provides strategic and technical leadership to the project in order to ensure achievement of the expected results and overall coherence of the intervention.

In this capacity, he/she:

  • Supervises the operational programming of activities;
  • Develops and updates the project implementation strategy and annual work plan;
  • Leads activity planning and ensures compliance with the contractual schedule;
  • Ensures technical coherence across the four components of the project;
  • Identifies risks that may affect implementation and proposes appropriate corrective measures;
  • Ensures the coherence of activities with national mobility policies and other projects supported by technical and financial partners;
  • Ensures that gender, inclusion and universal accessibility issues are mainstreamed across all project activities, in coordination with the dedicated expertise mobilised on these issues.

2. Administrative and financial management

The Project Manager ensures the proper operational, administrative and financial implementation of the project in accordance with Expertise France and European Union procedures.

In this capacity, he/she:

  • Monitors budget execution in coordination with the Administrative and Finance Manager of the shared office;
  • Approves procurement plans and supervises contracting procedures;
  • Ensures compliance with administrative, financial and contractual procedures;
  • Leads the project’s internal and external narrative and financial reporting;
  • Supports audits, control missions and external evaluations;
  • Ensures effective coordination between the project teams, Expertise France headquarters and the local office.

3. Technical expertise and activity management

In addition to overall coordination, the Project Manager acts as the technical focal point for urban mobility and directly oversees the methodological content of the project activities.

In this capacity, he/she:

  • Drafts and finalises the terms of reference (TDRs) for studies, expert assignments and services required for the various project activities;
  • Directly leads, from a methodological perspective, network diagnosis, data structuring and preparation of the restructuring roadmap, drawing on his/her own expertise in mobility and public transport;
  • Ensures the methodological relevance and technical quality of the approaches proposed by the experts and consulting firms mobilised, and ensures the overall coherence of the deliverables produced;
  • Supervises the mobilisation and work of international and national experts and consulting firms;
  • Approves technical deliverables before their submission to the donor and partners;
  • Contributes technically to the definition of network restructuring scenarios, bus stop facility standards and the mobility data governance framework;
  • Supports VMT in the technical ownership of the tools, frameworks and methods developed under the project.

4. Technical and institutional coordination

The Project Manager develops and facilitates institutional dialogue with the project partners.

In this capacity, he/she:

  • Maintains day-to-day relations with MOPT/VMT;
  • Represents Expertise France vis-à-vis the European Union Delegation and technical and financial partners;
  • Leads the secretariat of the Steering Committee (preparation of meetings, distribution of documents, drafting of minutes and follow-up of action points) and facilitates the other project governance bodies;
  • Facilitates coordination with mobility projects supported by IDB, CABEI, KOICA and other technical and financial partners;
  • Supports consultation processes with transport operators and other stakeholders.

5. Local team management

The Project Manager manages the dedicated project team and will rely on the support functions mobilised by the Expertise France office in El Salvador.

He/She will supervise: 1) a technical expert responsible for passenger experience and bus stop facilities (Component 3); 2) an operational support officer responsible for supporting the effective implementation of project activities.

In this capacity, he/she:

  • Organises the work of the project team and sets operational priorities;
  • Supervises the international and national experts mobilised;
  • Ensures functional coordination with the local office teams;
  • Ensures effective information flow among the different stakeholders;
  • Contributes, together with Expertise France HR services, to recruitment, onboarding and staff follow-up;
  • Fosters a collaborative working environment and a culture of knowledge sharing.

Project or context description

Expertise France

Expertise France is the French public agency for international technical cooperation, a subsidiary of the AFD Group. It designs and implements cooperation projects in numerous countries, particularly in the areas of sustainable development, sustainable cities and territories, mobility and public sector capacity building.

In El Salvador, Expertise France has a country office and shared support functions. The NAHUI project will be implemented by a dedicated team based in San Salvador, with support from the country office and headquarters in Paris.

Project Overview

The San Salvador Metropolitan Area (AMSS), comprising fourteen municipalities and nearly two million inhabitants, faces significant challenges in public transport network planning, data quality, passenger information, accessibility and institutional coordination. In a context of transport system modernisation supported by several technical and financial partners, the NAHUI project aims to contribute to more accessible, inclusive and sustainable urban mobility. Funded by the European Union and implemented by Expertise France with MOPT/VMT, the project is structured around four components:

1. Planning and operational restructuring of the public transport network: diagnosis, scenario development and selection of priority corridors/routes, followed by the preparation, implementation and evaluation of an operational restructuring pilot in dialogue with operators.

2. Data structuring and passenger information: consolidation and standardisation of transport data, production of GTFS datasets, integration into relevant platforms, physical information materials and an operational pilot of a digital passenger information solution.

3. New bus stop facilities and passenger experience: user-focused diagnosis, co-design and construction of pilot bus stop facilities integrating accessibility, safety, comfort, passenger information and intermodality. Development of technical standards, support for their adoption and scale-up.

4. Institutional capacity building, data governance and coordination: strengthening VMT capacities, data governance and sharing, and coordination between MOPT/VMT, OPAMSS, municipalities, operators and technical and financial partners.

Required profile

1. Education

Master’s degree (minimum Bac+5) in transport, urban mobility, urban planning, spatial planning, engineering, public policy, or an equivalent discipline.

A specialisation in sustainable mobility or transport planning would be an asset.

2. Professional Experience

Requirements

  • Minimum fifteen years of professional experience in international cooperation project management;
  • Minimum ten years of professional experience in the urban mobility sector;
  • Significant experience managing multidisciplinary teams;
  • Experience with projects funded by the European Union or other international donors;
  • Experience engaging with public administrations and leading complex institutional processes;
  • Practical experience in mobility data structuring and/or passenger information systems (GTFS standards, transport data reference frameworks, physical or digital passenger information platforms).

Assets

  • Experience in El Salvador or Central America;
  • Experience in public transport planning, network restructuring or mobility data governance;
  • Experience in institutional reform or public sector capacity building projects.

Skills

  • Strong project management skills, particularly for complex projects;
  • Very good knowledge of sustainable urban mobility policies and transport planning;
  • Ability to manage multidisciplinary technical studies;
  • Good knowledge of procurement procedures and contract management;
  • Knowledge of European Union procedures;
  • Proficiency in monitoring and evaluation tools and logical frameworks;
  • Direct experience deploying or managing GTFS data reference frameworks, as well as a good understanding of mobility data governance issues, would be a strong asset.

Personal qualities

  • Excellent organisational and planning skills;
  • Diplomacy and strong communication skills with local and international public and private partners;
  • Strong analytical, synthesis and drafting skills;

3. Languages

  • Spanish: minimum C2 level;
  • French or English: fluent;
  • Proficiency in all three languages (French, Spanish and English) would be an asset.
