Mission description

Expertise France is recruiting, under a national fixed-term employment contract, a Project Officer based in Accra (Ghana), for the EU-funded project “Managing Migration Better in Ghana.” The Project Officer will be responsible for supporting the Project Manager in the management and implementation of project activities.

Under the supervision of the Project Manager, the Project Officer will carry out the tasks listed below, which may evolve over the course of project implementation.

The Project Officer will work in close coordination with the Procurement and Administrative departments, as well as the Monitoring and Evaluation Officer and the Grants Officer, without exercising hierarchical authority over these functions.

Project Management and Coordination Support

•      Support the day-to-day implementation of project activities (planning, coordination, monitoring of deliverables).

•      Support daily monitoring of administrative tasks related to logistics, contracting, procurement, and monitoring and evaluation.

•      Contribute to coordination with institutional partners (ministries, public agencies, development partners) and service providers.

•      Participate in the preparation and follow-up of meetings (steering committees, workshops, missions).

•      Support the preparation of reports (technical, narrative and financial) and reporting tools.

•      Contribute to the development and updating of project management tools (work plans, monitoring tables, action plans).

•      Ensure consistency between implemented activities and project objectives, including priorities identified during the inception phase.

•      Contribute to the visibility and communication of project activities, as well as the promotion of French expertise.

•      Facilitate exchanges and partnerships between local stakeholders and French actors.

•      Support the mobilization of international and national expertise.

•      Support the Project Manager in representation activities.

Administrative and Financial Support

•      Monitoring of expenses and supplier invoices, including follow-up, reminders and administrative recording;

•      Collection of supporting accounting documents and preparation of payment files;

•      Support to the team during audits;

•      Updating, cross-checking and reconciliation of the project transaction list;

•      Updating of monthly financial monitoring.

Logistics and Procurement Support

•      Assessment of bidders’ administrative eligibility;

•      Conducting compliance checks;

•      Drafting of contract award reports and related documentation;

•      Organization and management of travel in coordination with a travel service provider, including verification of itineraries and cost optimization;

•      Booking of flights/train tickets, local transport, meeting rooms, hotels, etc.;

•      Preparation of security clearances for missions;

•      Support with visa procedures and other administrative formalities prior to travel;

•      Support in organizing project events, missions, seminars, workshops and meetings;

•      Management of relationships with service providers, including processing and negotiating quotes, managing subscriptions and checking invoices.

Project or context description

The sub-Saharan region, and West Africa in particular, is characterized by cross-border and circular mobility, within which Ghana occupies a unique and multidimensional position as a country of origin, transit and destination. Driven by economic and environmental disparities, many young Ghanaians take high-risk routes, such as the Central Mediterranean route through the Sahara and Libya — a journey that exposes them directly to serious dangers, including violence, exploitation and human trafficking networks.

Building on previous projects and experience gained in the region, the project “Managing Migration Better in Ghana,” implemented by Expertise France in consortium with the International Organization for Migration (IOM) and funded by the European Union, has the overall objective of improving the sustainability of migration management systems in Ghana, while placing national governance of these systems and migrants’ rights at the center of priorities.

With a launch planned for October 2026, over a 4-year period, the project will be structured around two specific objectives:

1.     Ensure the transition to effective, inclusive and nationally managed referral systems for returning migrants, with particular attention to women, children and youth, and strengthen social cohesion measures in host communities — IOM

2.     Strengthen the prevention of, and fight against, human trafficking and migrant smuggling, and protect and assist victims of trafficking and smuggled migrants, with particular attention to women, children and youth — Expertise France

Required profile

•      University degree in international relations, social sciences, law, management or a related field.

•      Good understanding of international cooperation and European projects.

•      Strong interest in migration and human rights issues.

•      At least 5 years of professional experience in project management, international development or institutional relations.

•      Excellent organizational and coordination skills, with great attention to detail.

•      Analytical mindset and results-oriented approach.

•      Excellent interpersonal and communication skills, with the ability to interact with a wide range of stakeholders.

•      Fluency in English; working knowledge of French is an asset.

•      Ability to work in an international and multicultural environment.

•      Team spirit, sense of organization, autonomy and personal integrity.

•      Ghanaian nationals or work permit allowing to work in Ghana.
