WINWIN Ukrainian Global Innovation Strategy 2030 (Innovation Strategy) has been developed by the Ministry of Digital Transformation (MDT) of Ukraine and approved by the Government of Ukraine. The Innovation Strategy outlines the key vision, goals, priorities, principles and policies in the field of innovation development in Ukraine with the following sectors in focus: Defense technology (DefTech), Medical technologies (MedTech), Biotechnologies (BioTech), Technologies in governance (GovTech), Agricultural technologies (AgroTech), Educational technologies (EdTech), Semiconductor technologies (Semiconductors), Cybersecurity (Secured Cyber Space), Technologies for green transformation (GreenTech), Immersive technologies (XR), Artificial intelligence (AI), Autonomous unmanned vehicle (AUV), Space technologies (SpaceTech), Fluid Economy.
The MedTech & BioTech Programme Manager coordinates the day-to-day operational and tactical implementation of Ukraine's MedTech and BioTech innovation portfolio under the WINWIN Ukraine’s Global Innovation Strategy 2030, Ministry of Digital Transformation of Ukraine.
Unlike a single-project programme management role, this position holds a broader, cross-portfolio operational scope: it coordinates implementation across two flagship tracks – the MedTech Sandbox, Ukraine’s Biotech Innovation Hub (UBI Hub) – working under the supervision of the MedTech & BioTech Lead.
The position focuses on operational delivery, workplan and milestone tracking, cross-institutional coordination, regulatory documentation, donor reporting, and stakeholder management across all three tracks simultaneously.
Objectives and tasks
Working under the supervision of the MedTech & BioTech Lead, and in coordination with the Ministry of Digital Transformation, and international/donor partners, the expert will perform the following tasks.
1. Cross-Portfolio Programme Management and Delivery
· Coordinate day-to-day implementation across all three tracks (MedTech Sandbox, UBI Hub, Medical Brave1), managing activities, timelines, resources, risks, and stakeholders.
· Develop and maintain detailed implementation plans, workplans, milestones, and dependency tracking for each track.
· Maintain programme documentation, decision logs, and implementation registers.
· Track programme risks across tracks and recommend mitigation measures.
· Prepare regular consolidated implementation reports for WINWIN, MDT, MoH, and international partners.
2. MedTechSandbox - Operational Coordination
· Draft methodological guidelines for Sandbox participants and the contract template.
· Coordinate participant onboarding - maintain registry, file signed agreements (minimum 10 startups).
· Coordinate clinical pilot tracking with the DEC/MoH expert panel; maintain status log.
3. UBI Hub - Biobank Digitalisation, Project Development, and Resource Mobilisation
· Finalise the Stage 1 (State Biobank) implementation plan, including workstreams, responsibilities, timelines, dependencies.
· Develop the technical concept and information system architecture, including technical specifications and GDPR compliance mapping.
· Develop the phased implementation model, resource requirements, and delivery approach for the UBI Hub.
· Prepare project concept notes, funding proposals, and engagement materials to support resource mobilisation with development partners and donors.
· Initiate development of biobank operational SOPs (sample collection, storage, labelling, ethics, consent, chain-of-custody), for completion in the following period.
4. Regulatory and Policy Support
· Coordinate preparation of regulatory documentation across the Sandbox, UBI Hub, and Brave1 tracks.
· Support development of policy papers and implementation documents.
· Monitor implementation of regulatory decisions and track alignment with European frameworks (EHDS, GDPR, EU AI Act, MDR/IVDR).
5. International Partnerships, Donor Engagement, and Resource Mobilisation
· Coordinate preparation of partnership agreements and Memoranda of Understanding across tracks.
· Organise stakeholder meetings and technical working groups; represent the programme in technical meetings and workshops.
· Coordinate grant applications, donor reporting, and financial/implementation tracking for donor-funded activities across the portfolio.
6. Monitoring, Reporting and Operational Coordination
· Maintain consolidated programme dashboards and milestone tracking across all three tracks.
· Coordinate preparation of quarterly progress reports and documentation for steering committees and donor reviews.
· Maintain implementation risk registers and issue logs.
Expected deliverables
The expert will contribute to delivery of the operational outputs under the MedTech & BioTech Work Plan, including:
· Technical specification, information system architecture, and GDPR compliance mapping for Stage 1 Biobank completed.
· Methodological guidelines for Sandbox participants, standard contract template, and onboarding package completed.
· Draft Terms of Reference for the UBI Hub web portal and digital platform prepared.
· At least two donor or grant application packages prepared and submitted in coordination with partners.
· Sandbox participant onboarding completed, with registry maintained and signed participation agreements for a minimum of 10 startups.
· Operational SOPs for the State Biobank (sample collection, storage, labelling, ethics, consent, and chain of custody) completed and implementation-ready.

Expert Profile
· Master's degree in biotechnology, life sciences, medicine, public health, biomedical engineering, health management, public administration, or a related field.
· Minimum 5 years of experience managing complex programmes involving public institutions, healthcare, research or innovation ecosystems.
Required Knowledge, Experience, Skills, and Abilities
· Demonstrated experience coordinating multi-stakeholder initiatives across government, academia, and international partners.
· Experience preparing project documentation, implementation plans, and donor reports.
· Ability to manage parallel implementation tracks across regulatory, biobank/research infrastructure, and defence-innovation portfolios.
· Strong understanding of programme management methodologies; excellent analytical and organisational skills.
· Professional proficiency in Ukrainian and English.
Preferred Qualifications
Experience with one or more of the following would be considered an advantage:
· digital health regulation or regulatory sandboxes;
· biobanking, health data governance, or EHDS/GDPR compliance;
· EU-funded research/innovation programmes (Horizon Europe, RIFF, EIC);
· ISO quality management systems;
· grant management and international donor-funded programmes.
