Job Description

a.      General Objective of Assignment

The Component Lead will steer the technical and operational implementation of Antimicrobial Resistance and Infection Prevention and Control (AMR & IPC) within a project overseen under the Expertise France’s Health Program in Ukraine. S/he will work under the line management arrangements established by the concerned Project Lead. 

S/He will:

•           Manage and coordinate the work of the short-term experts mobilised under the Component;
•         Coordinate the implementation of Component activities (microbiological diagnostic capacity in medical facilities, IPC and AMR protocols and guidelines, antibiotic stewardship, and capacity building for clinical and laboratory staff);
•           Ensure monitoring and timely reporting on Component activities and results;
•         Manage day-to-day working relations with the beneficiary hospitals and laboratories and, under delegation from the Project Lead and      Head of Health Program or a designated manager, engage with the relevant health authorities, including the Ministry of Health and the Ukrainian Public Health Centre (UPHC);
•         Liaise at regular intervals with the Project Lead, Head of Health Program, beneficiaries, consultants, suppliers and implementing partners (including the microbiology-diagnostics supplier) involved in the component.

S/He is responsible for the smooth daily delivery of the Component. S/He supervises and plans the work of the component team and experts. S/He ensures that services, works and equipment procured under the Component offer the best value for money.

S/He is also responsible for ensuring the Component’s compliance with applicable donor requirements and Expertise France internal procedures, particularly as regards reporting, audit, procurement and visibility.

b.     Description of the Assignment

Key Responsibilities (non-exhaustive list, subject to changes):

Coordination and technical implementation of the activities:

• Lead the inception and baseline phase of the component, including the baseline AMR/IPC assessment and the mapping of laboratories and diagnostic turnaround times, in coordination with relevant health authorities and beneficiary institutions, to define the detailed scope and activities of the component;
• Participate in the formulation of the work plan, ensuring its consistency with the priorities and implementation framework of Expertise France’s Health Program in Ukraine;
• Contribute to the results framework and define its indicators and baselines together with the Project Lead and relevant technical colleagues;
• Manage the planning, budgeting and coordination of activities, including laboratory-equipment procurement, reagents and consumables supply planning, protocol roll-out and training cycles in coordination with the transverse team of the Health Program;
• Oversee the procurement, delivery, installation, commissioning and quality assurance of microbiological laboratory equipment;
• Under delegation from the Project Lead, participate in interactions with the relevant health authorities – including the Ministry of Health and the Ukrainian Public Health Centre (UPHC) – to support the update, harmonisation and implementation of national AMR and IPC protocols across relevant health facilities;
• Draft Terms of Reference (ToRs), technical specifications and tender dossiers, and involve short-term experts where appropriate and in coordination with the beneficiaries with the support of the transverse team of the Health Program;
• Manage quality control and the proper implementation of the activities under her/his responsibility;
• Ensure an adequate level of information to the Project Lead and promptly flag any critical issue that may jeopardise the component;
• Ensure periodic follow-up through regular team meetings and individual meetings when needed.

Follow-up of administrative, financial, logistics, procurement and security aspects of the component

• Ensure that the EF administrative and financial rules, with the orientation and advice of with the transverse Health Program team, support of the PSU and HQ related departments, are followed;
• Manage all logistical, financial and administrative aspects related to activities, with the transverse Health Program team and support of the PSU;
• Maintain the component planning tools (work plan, procurement plan, indicators and risk register) up to date with support and inputs from team members;
• Follow up on the import/export administrative negotiations with the beneficiaries.
• Follow the EF security plan and ensure that all experts act in conformity with security rules;
• Follow the EF Information Security Management policy and ensure that confidentiality rules are maintained.

Management of the component team

·        Manage, supervise and coordinate the work of the team, including short-term experts.

Reporting, Monitoring and evaluation

• Contribute, in collaboration with the Project Lead, relevant Health Program colleagues and experts, to periodic and final reporting for the parts relating to the scope of responsibilities;

·        Ensure that indicators of performance set in the logical framework are monitored and updated.

Representation towards the beneficiaries and key stakeholders of the component

• Participate, upon request from the Project Lead or the Head of Health Program, in the circulation of information on activities with beneficiaries and other relevant health-sector stakeholders;
• Under delegation from the Head of Health Program, participate in interactions with relevant health-sector stakeholders in Ukraine, including beneficiary hospitals and laboratories, the Ministry of Health and the Ukrainian Public Health Centre (UPHC);
• Participate, at the direct request of the Head of Health Program, in relevant technical coordination groups related to IPC, AMR, microbiology and laboratory strengthening;
• Contribute to relevant Health Program coordination meetings, technical workshops and governance arrangements as required by the Head of Health Program.
