Mission description

MAIN RESPONSIBILITIES

The Project Team Leader oversees the overall supervision and coordination of the project. She/He reports to the Country Director of Expertise France in Ukraine (Kyiv) or any person designated by her/him.

In this capacity, she/he is responsible for:

  •        Coordinating all project activities and ensuring operational management of the technical assistance program;
  •           Participating in the various procurement processes to be undertaken;
  •        Facilitating dialogue with stakeholders: AFD (headquarters and field office), Expertise France,
  •     Ukrainian partners, Ukrainian beneficiaries, experts, and technical partners; 
  •    Preparing and leading coordination meetings, steering committees, and monitoring meetings;
  •          Identifying operational risks and blocking points and proposing corrective measures;
  •          Ensuring consistency and cross-cutting integration of project components .

He/She ensures compliance with donor requirements, particularly in terms of reporting, audits, procurement, and visibility, as well as adherence to Expertise France internal procedures.

He/She works in close collaboration with AFD field office. 

More globally, he/she is responsible for the smooth running of the program. 

 

ASSIGNED TASKS

Project planning and implementation

     

  •    Plan and organize implementation of activities in coordination with Expertise France headquarters, AFD, and Ukrainian partners;
  •         Coordinate mobilized experts and service providers;
  •        Ensure follow-up of technical missions, workshops, training sessions, and capacity-building activities carried out within the framework of the project;
  •          Oversee development of tools and methodologies developed within the scope of activities;
  •         Support structuring of municipal activities and projects under the program;
  •         Ensure quality control of deliverables produced by service providers.                            

Administrative, financial, logistical, and security management

  •        Ensure compliance with Expertise France administrative and financial procedures, with support from the USP;
  •         Supervises logistical, legal, financial, and administrative aspects of activities;
  •         Update project management tools (work plan, indicators, risks) with team inputs;
  •      Ensure compliance and proper documentation of Expertise France procedures (including procurement: contracts, invoices, etc.);
  •         Pilot Expertise France's internal reporting exercises in accordance with internal procedures;
  •      Apply Expertise France security plan and ensures all experts comply with security rules, in coordination with the Regional Security Coordinator.

Accountability and capitalization

  •      Prepare technical reports and contractual project monitoring documents, including progress reports required under the financing agreement;
  •          Consolidate information and reporting to AFD;
  •         Contribute to documenting project activities, results, and lessons learned;
  •    Contribute to the preparation of contractual documents if needed (amendments, agreements, MoUs, etc.).

Monitoring and evaluation

  •         Oversee implementation and monitoring of the project M&E system;
  •         Coordinate data collection and tracking of logframe indicators;
  •         Prepare monitoring reports and contributes to mid-term and final evaluations;
  •         Coordinate monitoring activities, technical audits, and verification of supported projects.

Communication and visibility

  •         Oversee development and implementation of the project communication strategy;
  •         Coordinate preparation of communication and visibility materials with the USP;
  •         Organize events, workshops, and stakeholder dialogue activities;
  •         Ensure promotion of project results to partners and donors;
  •         Contribute to the visibility of the AFD Group's activities in Ukraine.
  • And any other tasks that may be requested within the bounds of his position for the project implementation.

Project or context description

In the context of Ukraine's reconstruction and the strengthening of local authorities' resilience, the project aims to support one – or more – Ukrainian State-owned bank in developing a municipal financing framework aligned with European standards on sustainability, social inclusion, and environmental aSnd social risk management.

The project contributes to financing municipal and local infrastructure projects that support reconstruction, territorial resilience, and social cohesion.

The program is structured around five complementary components:

  •        Strengthening the banks' strategic and operational capacities in municipal finance, sustainability, and social cohesion;
  •        Strengthening the environmental and social risk management system of the partner banks;
  •        Support for the preparation and structuring of municipal projects and technical eligibility assessment of projects;
  •        Communication, visibility, and stakeholder engagement;
  •        Monitoring, evaluation, reporting, and capitalization.
  •      These components are still likely to be complemented and fine-tuned.

Required profile

QUALIFICATIONS AND SKILLS

  •   Master's degree in project management, finance, development finance, economics, international relations, public policy, engineering, or related field;
  •         Strong knowledge of international project management and cooperation frameworks;
  •         Excellent understanding of financial institutions and local infrastructure financing;
  •         Understanding of sustainable finance, ESG, climate, and environmental and social risk management;
  •         Knowledge of reconstruction, territorial resilience, and social cohesion issues;
  •         Excellent coordination, facilitation, interpersonal and communication skills;
  •         Strong organizational skills, rigor, and ability to manage multi-stakeholder environments;
  •         Autonomy, responsiveness, and adaptability in complex contexts;
  •         Excellent writing skills;
  •         Fluency in Ukrainian and English;
  •         French is an asset.

PROFESSIONAL EXPERIENCE

  •   Minimum 7 years of professional experience in international cooperation project implementation;
  •         Experience in managing multi-stakeholder projects and technical assistance coordination;
  •         Experience in sustainable finance, financial sector, infrastructure, or development finance;
  •         Knowledge of the cooperation environment in Ukraine is an asset;
  •         Experience with EU or public/multilateral financial institutions is an asset;
  •         Knowledge of AFD and/or EU procedures strongly appreciated;
  •         Experience in fragile, reconstruction, or post-conflict contexts is an advantage;
  •         Experience in Eastern Europe or Ukraine is a plus.

Additional information

CONTRACT, RENTAL AND WORKING CONDITIONS

-         Contract type: Fixed-term employment contract;

-         Duration: 12 months, renewable depending on project duration and satisfactory performance;

-         Location: Kyiv (Ukraine), full-time position in Expertise France office.
