Mission description
Context and Justification
GAET Pillar 1 requires an integrated policy, regulatory, institutional, and financing response to the European Union Carbon Border Adjustment Mechanism (CBAM) and to the carbon-data needs of Egyptian automotive and electrical/electronic (E&E) exporting firms. The assignment will provide the strategic and policy leadership needed to establish governance arrangements, quantify sector exposure, adopt a national policy framework, develop carbon-data governance instruments, prepare institutional reform options, and mobilise financing for the programme’s subsequent pillars.
The Team Leader will work in close coordination with the Lead Technical Expert, the GTF, the Steering Committee, MTI, EEAA, development partners, and the three pilot firms. The role combines policy and regulatory strategy, inter-ministerial coordination, quality assurance of technical outputs, stakeholder engagement, and financing mobilisation from October 2026 to September 2027, leaving an appropriate implementation and reporting buffer before the programme closes on 31 December 2027.
Project or context description
Objectives and Expected Results
1. General Objective
To lead the design, adoption, and operationalisation of a coherent CBAM policy and regulatory framework for Egypt, while coordinating the technical workstream, institutional reform instruments, and financing mobilisation required to sustain and scale GAET Pillar 1.
2. Specific Objectives
• Establish and maintain the programme governance, 12-month workplan, risk register, stakeholder calendar, and pilot-firm arrangements.
• Map Egypt’s automotive and E&E export exposure against CBAM Annex I and COM(2025) 87 downstream expansion and model financial exposure under three ETS price scenarios.
• Lead preparation, consultation, adoption, and publication of the GAET Policy Framework Document and the Carbon Data Governance Decree.
• Develop institutional reform instruments, including the AIDP Amendment Brief, Carbon Pricing Options Paper, and EU Article 9 Position Paper.
• Provide written quality assurance of the Lead Technical Expert outputs for regulatory alignment, internal consistency, and completeness of data-quality documentation.
• Mobilise financing for GAET Pillars 2–4 and coordinate the final programme report, dissemination event, and sustainability arrangements.
3. Expected Results
• A validated inception report and 12-month workplan, signed GTF and Steering Committee terms of reference, a risk register with at least 10 risks and mitigations, three confirmed pilot firms with an NDA template, and a 12-month stakeholder engagement calendar.
• A CBAM Sector Exposure Map covering 100% of Egypt’s automotive and E&E export CN codes mapped against CBAM Annex I and the downstream expansion identified in COM(2025) 87, with firm-level and sector-level financial exposure under the specified ETS scenarios.
• An adopted and published GAET Policy Framework Document and a Carbon Data Governance Decree cleared by the relevant ministries and published in the Official Gazette.
• Institutional reform and policy instruments that define the ECP criterion, EUDAI metric, carbon-pricing options, and Egypt’s position under CBAM Article 9.
• Accepted quality-assurance notes for the relevant the Lead Technical Expert outputs and a financing mobilisation package meeting CIF, GSI Programme, and EBRD requirements, including at least one Letter of Intent.
• A final programme report, dissemination event, GTF sustainability plan, and 12 accepted monthly progress reports.
Description of the Assignment / Key Responsibilities
The Team Leader will work under the direction of the programme governance arrangements and will serve as the strategic lead for GAET Pillar 1. The expert will coordinate closely with the Lead Technical Expert and with the GTF, Steering Committee, MTI, EEAA, participating pilot firms, and relevant development partners.
Key Responsibilities
• Lead preparation of the inception report, 12-month workplan, programme risk register, stakeholder engagement calendar, pilot-firm confirmation, and governance terms of reference.
• Lead preparation and endorsement of the CBAM Sector Exposure Map, including CN-code mapping, the three ETS scenarios, firm-level exposure calculations, and GTF endorsement.
• Lead the drafting, consultation, adoption, and publication of the GAET Policy Framework Document and the Carbon Data Governance Decree.
• Prepare the AIDP Amendment Brief, Carbon Pricing Options Paper, and EU Article 9 Position Paper, ensuring that legal, institutional, WTO, eligibility, and implementation considerations are addressed as specified in the acceptance criteria.
• Review the Lead Technical Expert deliverables and produce written quality-assurance notes confirming CBAM Annex IV alignment, consistency with the Policy Framework, data-quality documentation, ISO 14067 conformance statements, and methodological consistency where applicable.
• Lead preparation of the Financing Mobilisation Package, including partner-specific submission packages, scale-up design for Pillars 2–4, results frameworks, theories of change, bilateral meeting records, and at least one Letter of Intent.
• Coordinate the final programme report, dissemination event, GTF sustainability plan, monthly progress reports, GTF plenaries, and joint deliverable reviews.
Anticipated Deliverables
The following deliverables, deadlines, and level of effort reproduce the GAET Pillar 1 scope. Deliverables shall be submitted in a professionally edited format and shall be accepted by the designated programme governance body or authority identified in the relevant acceptance criterion.

Inception Report — Acceptance criteria: validated 12-month workplan endorsed by the Steering Committee; GTF and Steering Committee ToR signed; risk register with ≥10 identified risks and mitigations; three pilot firms confirmed with NDA template; stakeholder engagement calendar covering Months 1–12.
CBAM Sector Exposure Map — Acceptance criteria: 100% of Egypt’s automotive and E&E export CN codes mapped against CBAM Annex I and COM(2025) 87 downstream expansion; financial exposure modelled under three ETS scenarios (EUR 65/90/120 per tCO2eq); firm-level exposure expressed as EUR/year and as a percentage of FOB revenue; GTF endorsement stamp obtained.
GAET Policy Framework Document — Acceptance criteria: five-chapter structure complete; legal gap analysis annex included; two consultation workshop records attached; all GTF member written comments addressed and documented; MTI Ministerial signature obtained; published on MTI and EEAA websites within five days of signature.
Carbon Data Governance Decree — Acceptance criteria: all mandatory provisions present, including Monitoring, Reporting and Verification obligation scope, approved methodologies, submission timelines, confidentiality, and penalties; inter-ministerial clearance from all GTF ministry members documented; Official Gazette publication reference number provided.
Quality Assurance of the Lead Technical Expert Phase 1–2 Outputs (D2.1, D2.2, D2.3, D2.4) — Acceptance criteria: written QA review notes produced for each the Lead Technical Expert deliverable confirming CBAM Annex IV alignment, internal consistency with the Policy Framework technical standards chapter, and completion of data-quality score documentation; QA notes filed with the GTF Programme Manager.
Carbon Pricing Options Paper — Acceptance criteria: three instrument options assessed against CBAM Article 9 eligibility, WTO SCM compatibility, institutional feasibility, revenue potential, and implementation timeline; recommended pathway stated with reasoning; delivered to MTI and the Ministry of Finance with acknowledgement receipts.
AIDP Amendment Brief — Acceptance criteria: ECP criterion precisely defined with qualifying threshold; EUDAI metric formula specified and illustrated with a worked example from pilot-firm data; benchmark comparison with at least two comparable international incentive schemes included; legal sub-contractor’s formal legislative language annexed; consultation summary with EAMA and Tier 1 supplier associations attached; Supreme Council secretariat receipt obtained.
EU Article 9 Position Paper — Acceptance criteria: legal analysis cites specific CBAM Regulation provisions, including Article 9(1) and Delegated Regulation (EU) 2025/2551; Egypt’s current institutional position assessed against all Article 9 eligibility conditions; MTI talking points usable without further editing; delivered to the MTI International Cooperation Directorate with acknowledgement receipt.
Quality Assurance of the Lead Technical Expert Phase 3–4 Outputs (D3.1, D3.2, D3.3, D3.4, and PCF Reports) — Acceptance criteria: written QA review notes for each the Lead Technical Expert deliverable confirming regulatory alignment and consistency with the Policy Framework; for PCF Reports, confirmation that the ISO 14067 conformance statement is complete and the methodology is consistent with D2.3.
Financing Mobilisation Package — Acceptance criteria: separate submission packages formatted to CIF, GSI Programme, and EBRD requirements; Pillars 2–4 scale-up design includes a budget framework, results framework, and theory of change per instrument; bilateral meeting records with each development partner attached; at least one Letter of Intent obtained and annexed.
Final Programme Report + Dissemination Event — Acceptance criteria: all 19 programme deliverables referenced and status confirmed; actual versus CBAM default delta quantified for all three pilot firms and at sector aggregate level; dissemination event held with at least 30 participants; event proceedings annexed; GTF sustainability plan with a named institutional owner for each post-programme function included.
Monthly Progress Reports × 12 — Acceptance criteria: submitted by the fifth of each month; structured format including deliverable status table, budget consumption, risks and mitigations, and planned activities; accepted without revision within three working days or revised once within two working days. Embedded in the deliverable allocations above.
The level of effort has been reconciled to 50 contracted days. The assignment is scheduled to close in September 2027 (Month 12), leaving a buffer before the programme closes on 31 December 2027.

Qualifications and Skills
• Advanced university degree in public policy, economics, law, environmental policy, climate policy, international relations, business administration, or a related field.
• Demonstrated senior expertise in CBAM policy, carbon pricing, climate policy, regulatory strategy, institutional reform, or public-sector transformation.
• Proven ability to draft policy frameworks, decrees, ministerial instruments, legal and regulatory position papers, and implementation guidance for government stakeholders.
• Strong analytical capacity to map sector exposure, interpret EU CBAM requirements, model financial exposure under alternative ETS price scenarios, and translate findings into policy decisions.
• Demonstrated ability to coordinate ministries, government agencies, technical experts, pilot firms, and development partners in a multi-stakeholder programme.
• Experience in quality assurance of technical outputs, including regulatory alignment, methodological consistency, data-quality documentation, and conformance statements.
• Experience preparing financing and scale-up packages for international financial institutions or development programmes, including budgets, results frameworks, theories of change, and letters of intent.
• Professional working proficiency in English. Capacity to coordinate Arabic-language stakeholder engagement or bilingual outputs is an advantage.
General and Specific Professional Experience
• Substantial professional experience in policy and regulatory advisory roles, preferably with government ministries, international organisations, development partners, or major advisory firms.
• Direct experience with EU CBAM, carbon markets, carbon pricing, emissions data governance, Monitoring, Reporting and Verification, industrial decarbonisation, or closely related policy areas.
• Experience leading comparable assignments involving governance arrangements, inter-ministerial coordination, policy adoption, Official Gazette or ministerial publication processes, and stakeholder consultations.
• Experience with institutional reform instruments, incentive schemes, WTO compatibility assessments, or international legal and policy positioning is highly relevant.
• Experience mobilising financing from institutions such as CIF, GSI Programme, EBRD, or comparable development-finance partners is highly relevant.

Application Requirements
• A technical offer including a detailed curriculum vitae, academic qualifications, professional certifications, and assignment descriptions demonstrating compliance with the required expertise and profile.
• A description of the proposed approach and methodology, including a workplan aligned with the 12-month implementation period, phases, deliverables, acceptance criteria, quality assurance tasks, reporting, and financing mobilisation activities.
• A financial offer including the proposed daily rate, total fee based on the contracted level of effort, and any applicable reimbursable-cost assumptions in the currency specified in the procurement notice.
• At least two comparable professional references. Each reference should state the project title and description, contracting authority, duration, role performed, contact details, and supporting evidence where available, such as contracts, attestations, or published outputs.
• A declaration of availability for the 12-month assignment period and a commitment to comply with confidentiality and data protection requirements.
• Incomplete bids may be excluded from evaluation in accordance with the procurement rules stated in the final solicitation notice.
Evaluation Criteria
Bids will be assessed separately in accordance with the following proposed publication matrix. Conforming bids will receive a financial score out of 30 points and a technical score out of 70 points. The contracting authority should confirm the final thresholds and scoring weights before issuing the solicitation.
Criterion 1: Price of the Services
The financial score (FS), out of a maximum of 30 points, shall be calculated among candidates that have submitted a conforming financial offer using the following formula: FS = (lowest conforming financial offer / candidate’s conforming financial offer) × 30.
