Expertise France is the French public agency responsible for designing and implementing international technical cooperation projects, operating as part of the Agence Française de Développement Group (AFD Group). The Agency focuses on four priority areas:

· Peace, stability, and security
· Climate, agriculture, and sustainable development
· Health and human development
To ensure operational efficiency and proximity to local partners, Expertise France decentralizes project management through Country Offices (COs) and Project Support Units (PSUs).
Papua New Guinea (PNG) is a strategic priority for French cooperation. Home to the world's third-largest tropical rainforest — which covers 78 per cent of the country's territory — and 7 per cent of global biodiversity, PNG plays a vital role as a carbon-negative nation. Expertise France opened its national office and Project Support Unit (PSU) in Port Moresby in September 2025 to manage key initiatives in the fields of forestry, climate change and biodiversity, whilst aiming to expand into other strategic sectors of the agency's work, such as democratic, economic and financial governance, human development, peace and security.
Description du projet ou contexte
The Treasury Officer manages local cash flow operational activities, payments, bank accounts, and petty cash in compliance with internal procedures. They contribute to securing payment operations, justifying financial movements, and preparing the monthly accounting closing package.
Execute and track local treasury operations while securing payments, bank accounts, and petty cash management.
The ideal candidate will be reporting to the Financial & Administration Manager. He/She will be closely working with our internal team (Project Support Unit, Project and DAF). Externally, the ideal candidate will be working in collaboration with the local banks.
Profil souhaité
· Degree in Accounting and/or Finance.
- Minimum of two years' experience in a similar role, preferably in international cooperation or international solidarity projects.
· Strong proficiency in office software (especially Word and Excel) and accounting software.
· In-depth understanding of treasury management principles and practices.
· Solid accounting background.
· Proficiency in cash register, bank operations, and bank reconciliations.
· Ability to maintain confidentiality and handle sensitive financial data with integrity.
· Effective cash flow management and financial forecasting.
· Strong team spirit and ability to collaborate across different departments.
· Sense of responsibility, proactivity, and autonomy.
· High rigor and accuracy in processing financial data.

Payments and Disbursements
• Prepare payment approvals ( payment vouchers ).
· Verify supporting documents before issuing payments.
· Prepare and execute payments according to authorized thresholds and approval workflows.
· Maintain daily bank and cash journals.
· Track receipts, disbursements, and advances.
Account and Cash Management
· Assist in opening, operating, and closing local cash funds and bank accounts.
· Prepare and track bank authorization mandates and associated supporting documents.
· Execute treasury replenishment operations.
• Forecast cash flow needs.
· Monitor cash and bank balance floors and ceilings.
· Maintain regular communication with the bank, finance team, and project teams.
Control and Justification
· Ensure compliance with internal procedures.
· Secure financial flows through proper segregation of duties and approval workflows.
· Monitor bank balances and transactions.
· Perform monthly bank reconciliations.
· Conduct cash account inventories.
· Identify and analyze discrepancies.
· Assembles the monthly accounting closing package.
· Prepare data required for accounting and financial reporting.
· Archive supporting documents and ensure complete audit trails.
Accounting Entries and Tracking
· Record treasury transactions in the accounting software.
· Reconcile and match accounts (invoices vs. payments).
· Track third-party accounts (suppliers, partners).
· Assist with monthly financial closings.
Closing Support
· Assist in transferring cash and bank balances.
· Contribute to account closing and zero-balance resets.
· Prepare documentation and data required for accounting audits and period-end closings.
Cross-Functional Activities
· Contribute to improving financial processes and tools.
· Help promote financial best practices.
· Support the finance team with tasks necessary for smooth departmental operations.
