Objectives and desired results

1)     General objective

To strengthen the managerial, professional and internal knowledge-transfer capacities of the State Audit Service of Ukraine through flexible expert support that can be mobilised under any of the three thematic areas of support, separately or in combination, throughout the implementation period of EU4PFM Phase III.

2)     Specific objectives

• Thematic Area 1 - Managerial Leadership Development: strengthen leadership, managerial effectiveness, team mobilisation, communication, project management, conflict-management and other management practices for senior, middle and operational managers.

• Thematic Area 2 - Professional Skills Development: strengthen competency management and workforce professionalisation, including competency frameworks, job and role profiles, competency-gap analysis, professional-development pathways and targeted capacity-building programmes.

• Thematic Area 3 - Knowledge Transfer and Internal Capacity Building: build sustainable internal learning capacity through adult-learning methodologies, development of internal trainers, co-design and co-facilitation, reusable training modules and stronger facilitation practices.

• Provide cross-cutting diagnostics, advisory support, practical tools, customised learning solutions, evaluation and follow-up so that SAS can translate organisational priorities into sustainable operational practices.

3)     Anticipated results

• Under Thematic Area 1, SAS leaders and managers have access to practical methods and tools that strengthen leadership, communication, team performance, project delivery and management of organisational challenges.

• Under Thematic Area 2, SAS has strengthened approaches and practical instruments for competency management, job and role definition, skills-gap identification, professionalisation and targeted workforce development.

• Under Thematic Area 3, SAS develops stronger and more sustainable internal training and knowledge-transfer capacity, including a pool of staff able to design, facilitate and disseminate learning internally.

• Training, advisory and organisational-development outputs are adapted to SAS realities and are reusable by managers, human-resource functions, training functions and internal experts.

• Mobilisations are clearly scoped, documented, evaluated and adjusted in line with SAS priorities and EU4PFM Phase III objectives.

Description of the assignment

4)     Planned activities

1. Framework mobilisation and needs assessment. Conduct consultations, rapid diagnostics, document reviews and stakeholder interviews as required to define each intervention, identify the relevant thematic area or combination of thematic areas, confirm target groups and prepare an agreed mobilisation plan.

2. Thematic Area 1 - Managerial Leadership Development. Provide advisory, training, facilitation and/or coaching support for senior leadership, Executive Committee members, middle managers and operational managers. Possible topics include leadership and team cohesion; public speaking and executive presence; effective communication and presentation; preparation and delivery of persuasive project presentations; project management as a leadership tool; management and project-management methodologies; interpersonal and communication skills; prevention, identification and resolution of professional conflicts; support for newly appointed managers; and institutional communication and representation skills.

3. Thematic Area 2 - Professional Skills Development. Support the development and implementation of structured competency-management and workforce-development approaches. Activities may include development or revision of competency frameworks for audit and related professions; review and updating of job descriptions or role profiles; competency-gap and training-needs analyses; identification of priority professional skills; development of professionalisation plans, learning pathways or targeted capacity-building programmes; and practical tools for monitoring skills development.

4. Thematic Area 3 - Knowledge Transfer and Internal Capacity Building. Support the creation of sustainable internal learning mechanisms and the development of qualified internal trainers. Activities may include training in adult-learning methodologies (andragogy); collaborative design of training modules; co-facilitation with national trainers; observation, feedback and mentoring; strengthening facilitation, communication, voice, non-verbal communication, active listening and learner-engagement skills; management of training groups; and preparation of reusable trainer guidance and learning materials.

5. Cross-cutting learning design and customisation. Design, adapt or review workshops, seminars, coaching formats, working sessions, learning pathways, pedagogical materials, practical exercises, case studies, scenarios, intersession assignments and evaluation tools. Content shall be tailored to SAS professional realities, organisational challenges and participant profiles.

6. Advisory and organisational-development support. Prepare practical recommendations, diagnostic notes, action plans, toolkits, templates, guidance or other agreed outputs linked to managerial development, professional skills, human-resource development, internal learning systems or related organisational priorities.

7. Follow-up, evaluation and knowledge transfer. Monitor implementation and participant feedback, assess the usefulness and application of tools or learning, facilitate debriefing and lessons learned, recommend adjustments and support the transfer of methods to SAS staff.

8. Framework management and reporting. Participate in coordination meetings, prepare mobilisation-specific outputs, document work performed, maintain traceability of working days and provide contractual progress and final reporting.

5)     Anticipated deliverables

The exact combination and sequencing of outputs will be determined separately for each approved mobilisation. Deliverables may relate to one thematic area or combine several thematic areas. The list below is intentionally non-exhaustive and defines the types of outputs that may be commissioned under the framework contract.

Deliverables (indicative categories, to be specified in each approved mobilisation request):

D1. Mobilisation / inception note, rapid needs assessment and agreed work plan, where requested, identifying the relevant thematic area or combination of thematic areas, target groups, methodology, timetable and expected outputs.

D2. Thematic Area 1 outputs: managerial diagnostics, advisory notes, coaching or facilitation materials, leadership-development tools, management or project-management tools, communication materials, conflict-management tools, action plans and/or tailored managerial learning packages.

D3. Thematic Area 2 outputs: competency frameworks, profession or role maps, job descriptions or role profiles, competency-gap analyses, professionalisation plans, workforce-development tools, learning pathways and/or targeted capacity-building programmes.

D4. Thematic Area 3 outputs: internal trainer-development plans, adult-learning modules, train-the-trainer materials, co-facilitation arrangements, facilitator guides, reusable learning modules, observation / feedback tools and knowledge-transfer packages.

D5. Tailored training, workshop, seminar, coaching or working-session design packages, including agendas, objectives, materials, practical exercises, case studies, scenarios, intersession activities and evaluation instruments, as applicable.

D6. Delivery and implementation records for approved advisory, training, coaching, facilitation or organisational-development activities, including attendance records and agreed supporting documentation.

D7. Follow-up, evaluation or lessons-learned note documenting feedback, application of methods, recommendations, proposed adjustments and next steps for the relevant mobilisation.

D8. Monthly progress reports, monthly timesheets and a final framework-assignment report, together with an editable package of substantive outputs produced under the contract.

 

 

6)     Coordinations

The service provider shall designate a single contact person for project implementation purposes.

An initial framework kick-off meeting shall be held within five working days after notification of the contract award, unless otherwise agreed with Expertise France. Each substantive mobilisation may begin with a separate briefing or scoping meeting to confirm the relevant thematic area, objectives, target groups, methodology, deliverables, timetable and working-day allocation.

Close collaboration must take place with Expertise France personnel and the relevant SAS counterparts throughout the framework contract. Regular exchanges shall take place with Virginie MA-DUPONT on mobilisation priorities, progress, use of working days, expected outputs and any difficulties encountered. No activity is deemed automatically activated solely because it appears in these Terms of Reference; substantive work shall be undertaken following a written request or approved work plan.

The framework contract does not establish a fixed training calendar or a predetermined allocation of days by thematic area. Activities will be mobilised progressively according to SAS priorities and Expertise France requests. Each mobilisation will specify the scope, place, period, expected deliverables and number of working days. The overall cumulative ceiling for the framework contract is 80 working days. Any initial managerial training programme, including activities proposed for the fourth quarter of 2026, shall be commissioned as a separate mobilisation under Thematic Area 1 and shall not limit subsequent activities under any of the three thematic areas.

Assignment reports

The expert shall submit a monthly progress report and a monthly timesheet to Expertise France, using the templates provided. Each report shall identify the mobilisations undertaken during the month, the relevant thematic area or combination of thematic areas, tasks completed, documents prepared or reviewed, meetings and consultations attended, outputs produced, days used, issues encountered and proposed next steps. Mobilisation-specific substantive deliverables shall be submitted in accordance with the relevant written request or approved work plan. A final report shall be submitted at the end of the framework contract and shall summarise activities and results across all three thematic areas.

Description du projet ou contexte

EU4PFM Phase III supports the further modernisation of public finance management in Ukraine and the strengthening of institutions responsible for accountability, control and the protection of public and European Union financial interests. Expertise France contributes to this effort through targeted institutional and capacity-building support to the State Audit Service of Ukraine (SAS).

Building on previous cooperation and the priorities identified with SAS, the present framework contract is intended to provide flexible, demand-driven support across three complementary and equally important thematic areas of support: Thematic Area 1 - Managerial Leadership Development; Thematic Area 2 - Professional Skills Development; and Thematic Area 3 - Knowledge Transfer and Internal Capacity Building. The scope is intentionally broad so that Expertise France and SAS can mobilise support in one thematic area or combine several thematic areas according to evolving institutional needs.

The framework contract is not limited to a single training programme or a predefined sequence of courses. Specific interventions will be activated through written mobilisation requests, task orders and/or approved work plans defining the objectives, target group, expected outputs, number of working days and timetable. The managerial programme initially envisaged for the fourth quarter of 2026 may constitute one mobilisation under Thematic Area 1, but it does not define or restrict the overall scope of the framework contract.

A.     Qualifications and skills:

• Advanced university degree in public management, public administration, economics, human resources, organisational development, management, education, adult learning or another field relevant to one or more thematic areas of support.

• Strong analytical, advisory, facilitation, communication, coaching and reporting skills.

• Demonstrated ability to work with senior officials, executive teams, managers, human-resource or training functions, technical specialists and diverse institutional stakeholders.

• Ability to design practical, participatory and adult-learning-oriented interventions and to adapt methodologies to different target groups and institutional needs.

• Professional proficiency in written and spoken English; knowledge of French and/or Ukrainian is an asset.

• Experience in international technical assistance, public-sector reform, institutional capacity building and/or organisational development projects.

B.     General professional experience

• At least ten years of professional experience in managerial leadership development, public-sector transformation, project or change management, human-resource development, competency management, training management, adult learning or related fields.

• Substantial experience supporting public institutions, executive teams, management structures, HR/training functions or professional communities in complex reform and organisational-development contexts.

• Proven experience designing and delivering demand-driven advisory, training, coaching, facilitation or institutional capacity-building assignments for adult professional audiences.

C.      Specific professional experience

• Thematic Area 1: proven experience in managerial-capacity development, leadership and team management, project management, communication, executive presence, conflict-management and/or coaching of managers, including the translation of strategy into operational action.

• Thematic Area 2: experience developing or reviewing competency frameworks, job or role profiles, competency-gap analyses, professionalisation programmes, workforce-development approaches, learning pathways or related HR tools.

• Thematic Area 3: experience designing adult-learning programmes, train-the-trainer interventions, internal trainer-development approaches, co-facilitation arrangements, facilitation skills development and reusable pedagogical materials.

• Experience in public finance management, public audit, financial control, inspection, accountability institutions or another public-sector governance field is a strong asset.

• Demonstrated capacity to co-design solutions with national stakeholders, customise methods to institutional and cultural constraints, and combine advisory, organisational-development and learning approaches within a flexible framework arrangement.

• A concise methodological note of 3–5 pages describing the bidder’s understanding of the assignment, proposed approach and methods, adaptation to the three Thematic Areas, demand-driven mobilisation, and the approach to advisory, training, coaching, competency development and knowledge transfer.

• A signed financial offer indicating the proposed daily rate and total financial proposal.

Practical information

The framework contract will be implemented from 01.10.2026 to 29.01.2029 for a maximum cumulative total of 80 working days. It is a demand-driven arrangement covering three thematic areas of support: (1) Managerial Leadership Development, (2) Professional Skills Development, and (3) Knowledge Transfer and Internal Capacity Building. The expert will be mobilised only against written requests, task orders and/or approved work plans issued or validated by Expertise France. Each mobilisation will confirm the thematic area or combination of thematic areas concerned, target group, scope, timing, expected outputs and number of working days. The contract therefore does not guarantee or prescribe a fixed share of days for any single thematic area or training programme. Work may be performed remotely, at the expert’s home or company office, at the Expertise France country office and/or in Kyiv, as agreed with Expertise France and SAS. Advisory, training, coaching, facilitation and working sessions may be organised in person, online or in hybrid format. The expert shall comply with applicable confidentiality, personal-data protection, information-security, security and visibility requirements. Main contractual outputs shall be prepared in English; working materials may be prepared in another agreed language, with interpretation or translation support arranged by the project where required. The maximum working-day envelope covers preparation, diagnostics, consultation, analysis, design, delivery, coaching, facilitation, follow-up, revision, evaluation, knowledge transfer and reporting across all three thematic areas.
