Mission description

Objectives and desired results

1)     General objective

To strengthen the managerial, professional, communication and internal learning capabilities of the State Audit Service of Ukraine through flexible, demand-driven expert support across three complementary Thematic Areas of Support under EU4PFM Phase III.

2)     Specific objectives

• Strengthen leadership, team mobilisation, managerial communication, interpersonal effectiveness and constructive management of professional interactions.

• Develop professional skills relevant to effective institutional performance, including public speaking, presentation, facilitation, communication, active listening, feedback and other transversal competencies requested by SAS.

• Reinforce sustainable internal knowledge-transfer capacity through adult-learning methods, co-facilitation, trainer development, reusable learning materials and practical facilitation tools.

• Provide coaching, practical application, feedback and follow-up mechanisms that help participants and internal trainers apply and disseminate acquired methods in their professional environment.

3)     Anticipated results

• SAS leaders, managers and relevant staff have access to practical, context-appropriate tools for leadership, communication, collaboration and professional performance.

• Selected professional and transversal competencies are strengthened through tailored training, coaching, facilitation and practice-based learning activities.

• Internal trainers and relevant staff improve their ability to design, facilitate and adapt learning activities using adult-learning methodologies and participatory approaches.

• SAS receives reusable learning, communication, facilitation and knowledge-transfer materials that can support future internal capacity-building activities.

• Mobilised activities are documented, evaluated and aligned with EU4PFM Phase III priorities and the evolving needs of the beneficiary.

Description of the assignment

4)     Planned activities

1. Conduct consultations, rapid needs assessments and document reviews to define the scope, target group, expected results and methodology of each mobilisation.

2. Under Thematic Area 1 – Managerial Leadership Development, design and deliver advisory, coaching, workshops or facilitation activities on leadership, team management, team cohesion, collective intelligence, managerial communication, project-related leadership, difficult conversations and conflict prevention or resolution.

3. Under Thematic Area 2 – Professional Skills Development, design and deliver tailored activities to strengthen transversal and communication-related professional skills, which may include public speaking, executive presence, persuasive presentation, institutional communication, facilitation, active listening, feedback, interpersonal communication and other competencies identified with SAS.

4. Provide individual or small-group coaching and practical preparation for managers, trainers or institutional representatives where requested, including speeches, presentations, meetings, interviews, facilitation assignments or other high-stakes professional interactions.

5. Under Thematic Area 3 – Knowledge Transfer and Internal Capacity Building, support the development of internal trainers and facilitators through adult-learning methodologies, co-design, co-facilitation, observation, structured feedback and skills transfer.

6. Design, adapt or review reusable training modules, facilitation guides, exercises, case studies, scenarios, communication tools, learning pathways and evaluation instruments for internal use.

7. Apply participatory and experiential methods such as simulations, role plays, case studies, scenario-based learning, voice and non-verbal communication exercises, peer learning, practice assignments and structured feedback, as appropriate to each mobilisation.

8. Assess implementation, participant feedback and practical application; prepare recommendations, follow-up tools and the required contractual reporting.

5)     Anticipated deliverables

The exact combination, sequencing and level of effort of outputs will depend on the Thematic Area(s) and activities activated under each approved mobilisation request. The categories below define the possible deliverables under the framework assignment and do not constitute mandatory outputs for every mobilisation.

Deliverables (indicative categories, to be specified in each approved mobilisation request):

D1. Mobilisation / inception note, rapid needs assessment and agreed work plan, where requested.

D2. Thematic Area 1 outputs: tailored leadership, team-management, managerial-communication, coaching or conflict-management materials, tools and recommendations, as applicable.

D3. Thematic Area 2 outputs: professional-skills development packages, including communication, public-speaking, presentation, facilitation, active-listening, feedback or other transversal competency materials requested by SAS.

D4. Thematic Area 3 outputs: internal trainer-development or knowledge-transfer package, including adult-learning methods, reusable modules, facilitation guidance, co-facilitation materials and structured feedback, where activated.

D5. Tailored training, workshop, coaching or facilitation design package, including agendas, learning objectives, presentations, exercises, case studies, scenarios and evaluation instruments, as applicable.

D6. Delivery and implementation records for approved training, coaching, advisory, facilitation or knowledge-transfer activities, including attendance and/or activity records where relevant.

D7. Follow-up, evaluation or lessons-learned note documenting participant feedback, practical application, recommendations and proposed next steps for the relevant mobilisation.

D8. Monthly progress reports, monthly timesheets and a final assignment report with an editable package of substantive outputs.

 

6)     Coordination 

The service provider shall designate a single contact person for project implementation purposes.

A launch meeting shall be held within five working days after notification of the contract award, unless otherwise agreed with Expertise France.

Close collaboration must take place with Expertise France personnel from assignment preparation right up to completion. Furthermore, regular exchanges must take place with Virginie MA-DUPONT on assignment progress and any difficulties that may be encountered.

The framework contract is demand-driven. The programme below is indicative only and does not constitute a fixed allocation of days by thematic area. Expertise France may mobilise the expert under one or several Thematic Areas of Support depending on beneficiary needs. The scope, place, timing, level of effort and expected outputs of each intervention shall be specified in the corresponding mobilisation request, task order and/or approved work plan. The cumulative level of effort shall not exceed 80 working days. Work performed each month shall be summarised in a monthly progress report and supported by a monthly timesheet.

Assignment reports

The expert shall submit a monthly progress report and a monthly timesheet to Expertise France, using the templates provided. Each monthly report shall summarise the work performed during the month, including tasks completed, documents prepared or reviewed, meetings and consultations attended, outputs produced, issues encountered and proposed next steps. The monthly timesheet shall indicate the days worked and the tasks performed. A final report shall be submitted at the end of the assignment.

Project or context description

Context and justification of the need

EU4PFM Phase III supports the further modernisation of public finance management in Ukraine and the strengthening of institutions responsible for accountability, control and the protection of public and European Union financial interests. Expertise France contributes to this effort through targeted support to the State Audit Service of Ukraine (SAS).

The State Audit Service of Ukraine requires flexible support to strengthen managerial leadership, professional and interpersonal skills, institutional communication, and sustainable internal learning capacity. The support may address senior leadership, operational and middle managers, internal trainers and other relevant staff, depending on the needs identified by SAS and Expertise France. It should combine practical advisory support, tailored learning activities, coaching, facilitation and knowledge-transfer approaches adapted to the institutional context.

Because priorities, target groups and operational needs may evolve during the implementation period, the assignment is established as a demand-driven framework arrangement covering three complementary Thematic Areas of Support: (1) Managerial Leadership Development; (2) Professional Skills Development; and (3) Knowledge Transfer and Internal Capacity Building. The expert may be mobilised for individual advisory, training, coaching, facilitation, learning-design or capacity-building tasks within the maximum number of working days, on the basis of written mobilisation requests, task orders and/or approved work plans.

A.     Qualifications and skills:

• Advanced professional education or qualification in communication, adult education, management, leadership, coaching, training, performing arts or another field relevant to the assignment.

• Excellent facilitation, public-speaking, interpersonal communication, coaching and audience-engagement skills.

• Demonstrated ability to work with senior officials, executives, managers, internal trainers and diverse professional groups.

• Ability to design practical, participatory and adult-learning-oriented interventions and to provide constructive individual and group feedback.

• Professional proficiency in written and spoken English; knowledge of French or another relevant working language is an asset.

• Experience in international technical assistance, public-sector capacity building, organisational learning or comparable institutional assignments.

B.     General professional experience

• At least ten years of professional experience in leadership development, communication, training, facilitation, coaching, professional-skills development or related fields.

• Substantial experience designing and delivering training, coaching, facilitation or advisory activities for executives, managers and professional audiences.

• Proven experience using participatory and experiential methods such as simulations, role plays, case studies, scenario-based learning, vocal or non-verbal communication exercises and structured feedback.

C.      Specific professional experience

• Proven experience in leadership development, managerial communication, team cohesion, collective intelligence, active listening and constructive management of professional interactions.

• Proven experience in professional-skills development, including public speaking, executive presence, persuasive presentation, facilitation, institutional communication and/or related transversal competencies.

• Experience in adult learning, train-the-trainer approaches, co-facilitation, learning-module design and the development of reusable pedagogical or facilitation materials.

• Experience providing individual coaching, practical feedback or preparation for senior managers, trainers, spokespersons or institutional representatives.

• Previous experience working with public institutions, international cooperation projects or the State Audit Service of Ukraine is a strong asset.

• A list of relevant assignments/projects indicating the client, period, role and activities performed; references or other supporting evidence may be provided where available.

• A concise methodological note of 3–5 pages describing the bidder’s understanding of the assignment, the proposed approach and methods, adaptation to the three Thematic Areas of Support, and the organisation of demand-driven training, coaching, facilitation and knowledge-transfer activities.

• A signed financial offer indicating the proposed daily rate and the total financial proposal.

The methodological note shall be 3–5 pages in length and shall address the elements specified under Criterion 3 above.

Practical information

The assignment will be implemented from 01.10.2026 to 29.01.2029 for a maximum of 80 working days. It is a demand-driven framework assignment covering three complementary Thematic Areas of Support: Managerial Leadership Development; Professional Skills Development; and Knowledge Transfer and Internal Capacity Building. The expert will be mobilised only against written requests, task orders and/or approved work plans issued by Expertise France, and the scope, target group, timing, level of effort and expected outputs of each mobilisation will be confirmed in advance. Mobilisations may address one thematic area or combine several areas where this is justified by beneficiary needs. Work may be performed remotely, at the expert’s home or company office, at the Expertise France country office and/or in Kyiv, as agreed with Expertise France and SAS. Meetings, coaching, training, facilitation and advisory activities may be organised in person, online or in hybrid format. The expert shall comply with applicable confidentiality, personal-data protection, information-security, security and visibility requirements. Main contractual outputs shall be prepared in English; working materials may be prepared in another agreed language, with interpretation or translation support arranged by the project where required. The estimated working days cover preparation, consultation, needs assessment, design, delivery, coaching, facilitation, follow-up, revision, evaluation, knowledge transfer and reporting across the framework assignment.
