Based at the PEERS project coordination office in Paris, the Administrative and Financial Manager will take charge of managing the donor contract (main contract), finance, administration, logistics, and procurement in collaboration with the implementation partners (ADEA and EDUFI). He/she will also specifically supervise the financing contract of Expertise France with the European Union. Their main missions will be to establish an effective framework for ensuring compliance, managing financial planning, supervising administrative activities and supporting the administrative and financial team in daily tasks. This team consists of a project assistant based at headquarters, two support staff members located in the coordination offices in Arusha (Tanzania, ECOWAS headquarters) and Abuja (Nigeria, ECOWAS headquarters), who will be recruited in the coming year, a Finance Manager within ADEA and a Finance and Logistics Manager at EDUFI.
He/she will also play a strategic advisory role to the Team Leader, anticipating financial, operational and administrative risks related to the implementation of the budget and contract, and proposing appropriate solutions. In the context of the strategic review of the project, he/she will directly contribute to the preparation and securing of any contractual changes, notably the revision of the budget, the financing plan, and the associated contractual and partnership provisions.
Reporting to the Project Lead at the PEERS coordination office in Paris (Gare de Lyon), he/she will have the following main responsibilities:

The Africa-Europe Partnership to Exchange on Education Reforms (PEERs) is a project funded by the European Union (EU) .The project aims to accelerate progress toward SDG 4 by fostering enhanced regional cooperation in education across Africa and between Africa and Europe. It specifically supports two Regional Economic Communities (RECs)—the Economic Community of West African States (ECOWAS) and the East African Community (EAC)— in strengthening their coordination roles and building the ownership and capacity of their Member and Partner States to address the education agenda effectively.
The Regional Economic Communities in Africa have a critical role to play in coordination and providing platforms for peer learning towards the implementation of Continental Education Strategy for Africa (CESA), SDG 4 and the education goals of the RECs themselves.
The PEERs project pursue the following specific objectives:
The PEERS project is funded by the European Union and implemented jointly by a partnership of 3 agencies: 2 state agencies (Expertise France for France and EDUFI for Finland), and one regional association for education (ADEA ). Expertise France has been designated as the coordinating agency for this partnership.
The project was signed in June 2025 and will end in June 2030 (60 months of implementation) with a budget of 15.000.000 EUR.
The first year of implementation (2025-2026) was dedicated to setting up the relational and political bases necessary for the smooth running of the project, notably establishing the structuring of relations with ECOWAS and the EAC, and building relationships with partner institutions.
At the end of this first year, PEERS enters a strategic review phase aimed at specifying, with ECOWAS, the EAC and the European Union, the priorities and future modalities for implementing the project. This review may lead to a revision of the Description of the Action, the logical framework, the budget, the staffing arrangements, if necessary, to a contractual amendment of the main contract. The RAF will therefore join the project at a key moment in its financial and contractual structuring.
