Expertise France is seeking an expert to support the development and operational structuring of the “OCTs–EU Partnership for Culture” project, funded by the European Union.
The assignment aims to translate the orientations set out in the Action Document into a robust, context-specific and operational intervention proposal, taking into account the specific realities of the Overseas Countries and Territories (OCTs), their cultural and creative ecosystems, and their tourism economies.
The expert will bring strong knowledge of the region and island contexts, combined with expertise in sustainable tourism and the cultural and creative industries (CCIs). The expert will work closely with the Expertise France team responsible for project development.
The “OCTs–EU Partnership for Culture” project aims to foster inclusive and sustainable economic development in the European Union’s Overseas Countries and Territories by strengthening the cultural and creative industries and sustainable tourism sectors.
The action covers 13 OCTs: Aruba, Bonaire, Curaçao, French Polynesia, the French Southern and Antarctic Lands, Greenland, New Caledonia, Saba, Saint Barthélemy, Sint Eustatius, Sint Maarten, Saint Pierre and Miquelon, and Wallis and Futuna. Certain activities may also involve neighbouring Outermost Regions and EU Member States.
The action responds in particular to challenges related to the underfunding of CCIs, limited technical and entrepreneurial capacities, geographical isolation and limited mobility, fragmented ecosystems, insufficient international visibility, and the need to better integrate cultural and heritage assets into sustainable tourism offers.
The intervention is structured around three results:
The indicative implementation period of the action is 2 to 4 years.
Expertise France is the French public agency for international technical cooperation. It designs and implements capacity-building projects, mobilises technical expertise, and supports its partners in the design and implementation of development policies and programmes.
Type of assignment: Expert consultancy / intellectual services.
Location: Remote, with possible travel to the OCTs and/or Europe depending on the requirements of the assignment.
Indicative period and level of effort: 15 to 20 working days, to be confirmed at the contracting stage.
Applications must include a detailed CV highlighting relevant experience, together with a short note or cover letter outlining the applicant’s motivation.
Applicants must also submit a financial offer indicating their daily fee rate, exclusive of taxes, together with any relevant information regarding the conditions applicable to this rate.
The selection process will take into account the relevance of the candidate’s profile and experience to the requirements of the assignment, their knowledge of the OCTs and tourism/CCI-related issues, as well as the consistency of the financial offer.
