Expertise France is seeking an expert to support the development and operational structuring of the “OCTs–EU Partnership for Culture” project, funded by the European Union.

The assignment aims to translate the orientations set out in the Action Document into a robust, context-specific and operational intervention proposal, taking into account the specific realities of the Overseas Countries and Territories (OCTs), their cultural and creative ecosystems, and their tourism economies.

The expert will bring strong knowledge of the region and island contexts, combined with expertise in sustainable tourism and the cultural and creative industries (CCIs). The expert will work closely with the Expertise France team responsible for project development.

Main responsibilities

• Support the analysis and contextualisation of needs across the 13 OCTs, identifying territorial specificities, regional dynamics and common challenges related to CCIs, heritage, sustainable tourism and economic development.
• Contribute to stakeholder mapping and analysis, including public authorities, cultural operators, artists and creators, entrepreneurs, SMEs, regional organisations, tourism stakeholders, destinations/DMOs, professional networks, hotels, tour operators, training institutions and European partners.
• Support the definition of the intervention strategy and the operational development of the project’s three areas of intervention: (i) skills development; (ii) support for creation, production and heritage enhancement, particularly as part of the tourism offer; and (iii) regional cooperation, dissemination and market access.
• Propose intervention modalities adapted to the constraints faced by OCT stakeholders in terms of remoteness, connectivity, mobility and capacities, while ensuring coherence between local and regional approaches and links with the European Union.
• Contribute to the design of activities combining CCIs and sustainable tourism, including the development of cultural tourism products and experiences, cultural routes and itineraries, promotion of tangible and intangible heritage, territorial marketing and destination branding, events and networking.
• Support the design of capacity-building, technical assistance and mentoring mechanisms and, where relevant, funding or grant schemes envisaged under the project.
• Contribute to identifying complementarities with existing initiatives in the OCTs, neighbouring regions and the EU in order to avoid duplication and strengthen synergies.
• Contribute, as required, to drafting or reviewing project documents, including the theory of change, logical framework, activity descriptions, beneficiary targeting, governance arrangements, risks and assumptions, implementation schedule, budget and technical notes.
• Participate in working sessions and consultations with stakeholders and provide recommendations that can be directly used by the project team.

Indicative deliverables

• Scoping and analytical note on the regional and territorial issues relevant to the project.
• Prioritised mapping of stakeholders and potential partners in the CCI, heritage and tourism sectors.
• Operational recommendations for structuring activities and implementation modalities.
• As required, contributions to project formulation/development documents and revised versions following discussions with Expertise France.
