Description de la mission

The PravoJustice4EU Programme seeks a National Key Expert to support the implementation of its specific objective related to Ukraine’s EU accession process by aligning the Ukrainian justice system with EU standards

The National Key Expert will perform the following duties as part of the relevant thematic unit, in accordance with EU and Expertise France procedures, guidelines and rules, and with due regard to quality, efficiency, accuracy and confidentiality:

  • Assist the Pillar Team Leader with the planning, organisation, coordination, implementation and monitoring of Programme activities in accordance with the Programme Work Plan and other programming documents;
  • Design and oversee the implementation of short- and medium-term expert missions, ensure quality control of deliverables produced by experts, and guide experts in public communication related to the activities of the Thematic Unit, including written articles, interviews and Programme events;
  • Assist the Pillar Team Leader with reporting on the results achieved by the Thematic Unit;
  • Draft and edit reports, analytical notes, policy papers and other Programme deliverables in English and Ukrainian;
  • Ensure the timely organisation of Programme events, participate in various Programme activities, and ensure appropriate internal and external follow-up;
  • Liaise with beneficiaries and other stakeholders regarding the implementation of Programme activities and ensure the effective circulation of information among Programme partners and beneficiaries concerning the deliverables of the Thematic Unit;
  • Contribute to the communication and visibility of the Programme in coordination and cooperation with the Communications Officer;
  • Coordinate with the Project Officer to ensure the effective management of the financial, logistical and administrative aspects of Programme implementation;
  • Support the coordination and monitoring of the Rule of Law Roadmap mechanism;
  • Support the alignment of Ukrainian legislation with the EU acquis;
  • Support the enhancement of legal education and the continuous professional development system for justice sector professionals;
  • Perform other tasks at the request of the Pillar Team Leader or Programme leadership.

Description du projet ou contexte

The PravoJustice4EU Programme, implemented by Expertise France (EF) with funding from the European Union, supports Ukrainian authorities in the process of comprehensive justice sector reform. PravoJustice4EU builds on the results achieved by its predecessor projects (Pravo-Justice I, II and III), which, since 2017, have supported an ambitious justice sector reform agenda.

PravoJustice4EU is structured around two specific objectives: Pillar 1 – supporting the EU accession process by aligning the Ukrainian justice system with EU standards; and Pillar 2 – supporting accountability for core international crimes in line with European and international standards and fostering a holistic approach to transitional justice.

PravoJustice4EU will support Ukraine’s alignment with the EU acquis by providing analytical and advisory assistance to justice sector reforms and the development of legislation in line with European standards. The Programme will continue to contribute to the implementation of key rule of law reforms by supporting institutional capacity, policy development and evidence-based decision-making.

The Programme will also strengthen the coordination and monitoring of the Rule of Law Roadmap, promoting effective cooperation among national institutions, civil society and international partners to ensure the coherent and timely implementation of EU accession priorities.

In addition, PravoJustice4EU will support the modernisation of legal education and the continuous professional development of justice sector professionals. By promoting European standards and good practices, the Programme will contribute to strengthening the knowledge and capacities of judges, prosecutors, court staff and other justice sector actors to effectively implement ongoing reforms and meet the requirements of the EU

Profil souhaité

The Expert will have:

·        A law degree from an accredited law school in Ukraine or abroad; an advanced degree would be an asset;

·        At least five years of relevant professional experience in the private and/or public sector;

·        Demonstrated experience in project implementation, including experience with and/or knowledge of technical assistance projects funded by the European Union or other international donors;

·        Demonstrated experience in policy development and/or policy steering;

·        A high degree of initiative and diplomacy, as well as the ability to solve complex problems in coordination with a diverse range of stakeholders;

·        Fluency in written and spoken English and Ukrainian

·        Key Competencies

The Key Expert will have the following competencies:

  •         Vision and strategic insight - demonstrates the ability to develop a vision and translate it into concrete strategies and policies; anticipates long-term trends and developments and clearly identifies both immediate and longer-term priorities for Program implementation.
