Description de la mission

The PravoJustice4EU Programme is seeking one (1) International Key Expert to support the implementation of its activities aimed at developing a comprehensive approach to transitional justice.

Within Pillar 2 and its Transitional Justice Thematic Unit, the International Key Expert will perform the following duties in close cooperation with the other members of the Thematic Unit, in accordance with EU and Expertise France procedures, guidelines and rules, and with due regard for quality, efficiency, accuracy and confidentiality:

  • Assist the Pillar Team Leader in the planning, organisation, coordination, implementation and monitoring of Programme activities in accordance with the Programme Work Plan and other relevant programming documents;
  • Design and oversee the implementation of short- and medium-term expert missions, ensure quality control of experts’ deliverables, and guide experts in public communications related to Thematic Unit activities, including articles, interviews and Programme events;
  • Assist the Pillar Team Leader in reporting on the results achieved by the Thematic Unit;
  • Draft and edit reports, analytical notes, policy papers and other Programme deliverables in English and Ukrainian;
  • Ensure the timely organisation of Programme events, participate in Programme activities and ensure appropriate internal and external follow-up;
  • Liaise with beneficiaries and other stakeholders regarding the implementation of Programme activities and ensure the effective circulation of information among Programme partners and beneficiaries concerning Thematic Unit activities and deliverables;
  • Contribute to the Programme’s communication and visibility activities in coordination and cooperation with the Communications Officer;
  • Coordinate with the Project Officer to ensure the effective management of the financial, logistical and administrative aspects of Programme implementation;
  • Support the development of a comprehensive transitional justice approach encompassing judicial and non-judicial accountability mechanisms aimed at addressing the legacies of the conflict and providing redress to victims and survivors;
  • Perform any other tasks requested by the Pillar Team Leader or Programme management.

Description du projet ou contexte

 

The PravoJustice4EU Programme, implemented by Expertise France (EF) with funding from the European Union, supports Ukrainian authorities in advancing comprehensive justice sector reform. PravoJustice4EU is envisaged to build on the achievements of its predecessor programmes (Pravo-Justice I, II and III), which have supported an ambitious justice sector reform agenda in Ukraine since 2017.

PravoJustice4EU is structured around two specific objectives:

  • Pillar 1: Support the EU accession process by aligning the Ukrainian justice system with EU standards;
  • Pillar 2: Support accountability for core international crimes in line with European and international standards and foster a holistic approach to transitional justice.

PravoJustice4EU will continue to support Ukraine’s efforts to ensure accountability for core international crimes in accordance with European and international standards. The Programme will contribute to strengthening the legal and institutional framework, enhancing the capacities of national justice and law enforcement institutions, and reinforcing cooperation with European and international accountability mechanisms, while supporting Ukraine’s leading role in the investigation and prosecution of these crimes.

In parallel, the Programme will promote a comprehensive and victim-centred approach to accountability by supporting the development of a broader transitional justice framework. Through strengthened institutional capacities, improved coordination and the promotion of international best practices, PravoJustice4EU will contribute to ensuring that accountability efforts address both judicial and non-judicial dimensions, fostering justice, trust and the long-term resilience of Ukraine’s rule of law institutions.

Profil souhaité

The Key Expert will have:

  • A law degree from an accredited university or law school; an advanced degree will be considered an asset;
  • At least five years of relevant professional experience in fields such as international human rights law, international criminal justice, transitional justice, judicial practice or other closely related areas, gained in the public or private sector in an EU Member State;
  • Demonstrated experience in project implementation, including experience with and/or knowledge of technical assistance projects funded by the European Union or other international donors;
  • Demonstrated experience in policy development and/or policy steering;
  • Experience in policy development in an EU candidate country will be considered an advantage;
  • A high degree of initiative and diplomacy, combined with the ability to address complex issues and work effectively with a diverse range of stakeholders;
  • Fluency in written and spoken English; knowledge of Ukrainian will be considered an advantage.

  • Vision and strategic insight: Demonstrates the ability to develop a clear vision and translate it into concrete strategies and policies; anticipates long-term trends and developments; and clearly identifies both immediate and longer-term priorities for Programme implementation.
