Description de la mission

The Driver provides safe, reliable, and timely transportation services for the Health Program team in the armored vehicle. The position ensures that all transport activities are carried out in compliance with organizational procedures, security protocols, and national regulations. The role contributes to the proper maintenance, documentation, and readiness of assigned armored vehicle, ensuring safety, efficiency, and continuity of operations.

Description of the assignment

The position is under the direct supervision of the Health Program Officer and works in close cooperation with the Health Program team, providing transportation support through the operation of an armored vehicle in accordance with security and safety procedures.

The Driver's main tasks will be to:

1. Transportation of Staff

• Safely transport Health Program staff, consultants, and visitors to designated locations in accordance with approved schedules and security guidelines
• Ensure timely pick-up and drop-off for official duties, field visits, meetings, interregional missions across Ukraine;

• Adapt routes and schedules based on operational needs and security conditions
• Transport light goods, documents, and equipment if required for program and operational activities

2.Vehicle Maintenance & Safety

• Ensure the assigned vehicle is kept clean, functional, and in good condition at all times
• Conduct regular checks of fuel, oil, water, tires, and overall vehicle condition
• Arrange for routine servicing, repairs, and inspections
• Immediately report any mechanical issues, damages, or incidents

3. Compliance, Documentation & Security

• Ensure all vehicle documents (registration, insurance, technical inspection) are valid and up to date
• Maintain accurate vehicle logbooks, including mileage, fuel consumption, and trip details
• Comply with national traffic laws, organizational policies, and security procedures
• Follow safety and security protocols, including incident reporting and emergency procedures

4. Coordination & Administrative Support

• Coordinate daily movements with the supervisor
• Support basic logistical tasks if required
• Assist in planning transport schedules and optimizing routes
• Provide general support to the operations team if needed

Description du projet ou contexte

Expertise France is the French International Technical Cooperation Agency, with the status of public institution under the joint supervision of the Ministry of Europe and Foreign Affairs and the Ministries of Economics, Finance and Industrial and Digital Sovereignty. It is the second largest technical cooperation agency in Europe. Expertise France designs and implements projects that strengthen public policies over the long term in developing and emerging countries. As the French public agency for international technical cooperation, Expertise France operates in more than 100 countries, implementing more than 400 projects. The agency works in close collaboration with French public institutions, as well as with the European Union, to respond to the needs of partner countries that wish to improve public policies that tackle these challenges. In Ukraine the Agency has been regularly present since 2006 through series of technical assistance projects. 

French Expertise in Ukraine

Present in Ukraine since 2006, Expertise France has significantly expanded its activities in response to the country's resilience, reconstruction and European integration priorities. Its current portfolio combines technical assistance and institutional capacity building across several key sectors. Through the mAIDan Ukraine Facility, Expertise France supports Ukrainian authorities in preparing for reconstruction and the EU accession process. Other major programs include PravoJustice4EU, supporting justice sector reform and alignment with European standards; Stiykist, strengthening social resilience, vocational training and social services; EU4PFM, supporting the modernization of public financial management, public procurement, audit and financial control systems in line with the EU acquis; and EU4SAR, which assists key Ukrainian institutions, including the State Property Fund of Ukraine and the Ministry of Economy, in developing a modern, transparent and efficient framework for the management of state-owned assets. Together, these interventions contribute to strengthening Ukraine's institutions and supporting its reconstruction and European integration.

Expertise France's Health Program

As part of France's strategy for reconstruction and aid in Ukraine focusing on the health sector The French Ministry of Europe and Foreign Affairs (MEAE)'s Crisis Center (CDCS) has financed €18 million over 36 months to the APPUI Health Project. The project, implemented in partnership with Ministry of Health of Ukraine and other key stakeholders aims to improve Ukrainian populations' access to essential healthcare services in times of crisis. The project focuses on enhancing hospital cooperation between France and Ukraine, mobilizing French expertise, financing implementing partners, financing national healthcare authorities' resources and projects, reconstructing and modernizing healthcare infrastructure and donating medical equipment at the request of Ministry of Health of Ukraine.

The REHAB project, funded by the French Development Agency (AFD) for €5 million over 24 months, aims overall supporting Ukraine in maintaining and strengthening its healthcare system to address the consequences of the conflict on the physical and mental health of Ukrainians. Activities are designed around enhancing mental health services and infrastructure in the Odesa region; strengthening physical rehabilitation efforts and infrastructure, while also emphasizing broader capacity-building initiatives across Ukraine with national and international partners; and identifying and conducting feasibility studies to prepare for concessional loan opportunities. 

Other large-scale technical assistance projects in the healthcare sector are expected to start 3rd quarter of 2026.

Profil souhaité

Qualifications and skills:

  •          Valid Category B and C1 driving licenses with a clean driving record
  •          At least 5 years of professional driving experience
  •          Experience in driving armored vehicles at least 3 years;
  •          Previous experience working with international organizations or NGOs is an asset
  •          Minimum secondary education;
  •          Good knowledge of local roads, routes, and driving conditions
  •          Familiarity with basic vehicle maintenance and troubleshooting
  •          Knowledge of safety, security, and defensive driving practices, particularly in complex or high-risk environments
  •          Knowledge of first aid protocols and ability to respond to emergencies; first aid certification is an asset
  •          Ability to follow organizational procedures, including security and transport guidelines

Skills & Competencies:

Armored Vehicle Driving Skills

  •          Experience operating armored vehicles, preferably armored Toyota Land Cruiser and Hilux vehicles
  •          Ability to safely operate heavy armored vehicles under varying road and security conditions
  •          Knowledge of defensive driving techniques and security driving protocols
  •          Experience driving in high-risk or conflict-affected environments
  •          Strong situational awareness and ability to react appropriately during security incidents or emergencies
  •          Understanding of armored vehicle handling, including braking distance, maneuverability, and vehicle limitations
  •          Ability to conduct routine safety and operational checks of armored vehicles before and after movements

General Skills:

  •          Strong sense of responsibility, reliability, and punctuality
  •          Good communication and interpersonal skills
  •          Ability to work under pressure and adapt to changing schedules and priorities
  •          English: intermediate
