Mission description
The Program Officer provides day-to-day Procurement administrative and documentation support, files and manages procurement processes within the Health Program.
The position ensures that Procurement process is complete, accurate, internally consistent, and compliant with Expertise France procedures and donor requirements prior to submission to the support unit.
The role contributes to proper filing, traceability, and audit readiness of Procurement documentation.
Description of the assignment
Program Officer is under the direct supervision of the Health Program Operations Manager and works in close cooperation with the Health Program team and the Expertise France Ukraine Support Functions Unit, as required.
The Program Officer's main tasks will be to:
1. Procurement Documentation & ToR Preparation
• Support program teams in drafting, reviewing, and finalizing Terms of Reference (ToRs), technical specifications, and scopes of work for Health Program procurements.
• Ensure procurement documents are complete, clear, and compliant with internal procedures and donor requirements
• Standardize templates and formatting for ToRs and procurement documentation
• Liaise with program teams to clarify technical needs
2. Procurement Process Support & Tendering
• Coordinate with the Procurement/Support Unit to initiate and follow up on procurement processes (tenders, calls for quotations, direct awards);
• Assist in preparation of tender files, including administrative and supporting documents
• Support the organization of evaluation processes (documentation, minutes if required)
• Track the status of procurement processes and follow up on pending actions
3. Documentation, Filing & Compliance
• Collect, verify, and compile all required procurement documentation (requests, offers, evaluation reports, contracts, amendments)
• Ensure completeness, consistency, and compliance of procurement files with internal rules and donor regulations
• Maintain organized physical and electronic filing systems for procurement documentation
• Ensure procurement files are audit-ready and properly archived
4. Coordination, Follow-up & Administrative Support
• Act as a focal point between program teams and the Procurement/Support Unit
• Follow up with internal stakeholders and external service providers to ensure timely submission of required documents
• Support contract follow-up, including tracking key milestones and deliverables
• Provide administrative and reporting support related to procurement activities, including maintaining trackers and contributing to internal or donor reporting
Project or context description
Expertise France is the French International Technical Cooperation Agency, with the status of public institution under the joint supervision of the Ministry of Europe and Foreign Affairs and the Ministries of Economics, Finance and Industrial and Digital Sovereignty. It is the second largest technical cooperation agency in Europe. Expertise France designs and implements projects that strengthen public policies over the long term in developing and emerging countries. As the French public agency for international technical cooperation, Expertise France operates in more than 100 countries, implementing more than 400 projects. The agency works in close collaboration with French public institutions, as well as with the European Union, to respond to the needs of partner countries that wish to improve public policies that tackle these challenges. In Ukraine the Agency has been regularly present since 2006 through series of technical assistance projects.
Expertise France in Ukraine
Present in Ukraine since 2006, Expertise France has significantly expanded its activities in response to the country’s resilience, reconstruction and European integration priorities. Its current portfolio combines technical assistance and institutional capacity building across several key sectors. Through the mAIDan Ukraine Facility, Expertise France supports Ukrainian authorities in preparing for reconstruction and the EU accession process. Other major programmes include PravoJustice4EU, supporting justice sector reform and alignment with European standards; Stiykist, strengthening social resilience, vocational training and social services; EU4PFM, supporting the modernization of public financial management, public procurement, audit and financial control systems in line with the EU acquis; and EU4SAR, which assists key Ukrainian institutions, including the State Property Fund of Ukraine and the Ministry of Economy, in developing a modern, transparent and efficient framework for the management of state-owned assets. Together, these interventions contribute to strengthening Ukraine’s institutions and supporting its reconstruction and European integration.
Expertise France’s Health Program
As part of France’s strategy for reconstruction and aid in Ukraine focusing on the health sector The French Ministry of Europe and Foreign Affairs (MEAE)’s Crisis Center (CDCS) has financed €18 million over 36 months to the APPUI Health Project. The project, implemented in partnership with Ministry of Health of Ukraine and other key stakeholders aims to improve Ukrainian populations’ access to essential healthcare services in times of crisis. The project focuses on enhancing hospital cooperation between France and Ukraine, mobilizing French expertise, financing implementing partners, financing national healthcare authorities’ resources and projects, reconstructing and modernizing healthcare infrastructure and donating medical equipment at the request of Ministry of Health of Ukraine.
The REHAB project, funded by the French Development Agency (l’AFD) for €5 million over 24 months, aims overall supporting Ukraine in maintaining and strengthening its healthcare system to address the consequences of the conflict on the physical and mental health of Ukrainians. Activities are designed around enhancing mental health services and infrastructure in the Odesa region; strengthening physical rehabilitation efforts and infrastructure, while also emphasizing broader capacity-building initiatives across Ukraine with national and international partners; and identifying and conducting feasibility studies to prepare for concessional loan opportunities.
Other large-scale technical assistance projects in the healthcare sector are expected to start 3rd trimester of 2026.
Required profile
Qualifications and skills:
- At least 3 years of relevant experience in Procurement and Contracting;
- Previous experience with International Organizations or NGOs is required;
- Awareness of Procurement documentation and donor requirements, sufficient knowledge for document verification and compliance checks.
Skills & Competencies
- Strong knowledge of procurement procedures and tendering processes;
- Experience in preparing procurement documentation, from Terms of Reference (ToR) to supplier contracts;
- Experience in contract and supplier management;
- Strong attention to detail and excellent organizational skills;
- High level of accuracy, reliability, and accountability;
- Ability to manage multiple tasks and work under tight deadlines;
- Good communication and coordination skills, with the ability to liaise with different stakeholders;
- Proficiency in Microsoft Office tools, particularly Excel;
- English: B2-C1 level required.
