Mission description

Context and Justification

The Green Forward project, funded by the European Union and implemented by Expertise France, supports the acceleration of the green and circular economy (GCE) transition across the MENA region. At the macro level, the project strengthens policy frameworks, institutional capacity, and regional cooperation by working closely with governments and national focal institutions.

The Green Forward policy program, funded by the European Union and implemented by Expertise France, supports the transition towards a green and circular economy (GCE) in the MENA region through policy integration, institutional strengthening, and regional cooperation.

Lebanon currently navigates an unprecedented triple crisis: economic collapse, political instability, and environmental catastrophe that has fundamentally altered the landscape for national policy.

The severe economic contraction has crippled the state's capacity, leading to the near-total collapse of essential public services. For instance, the energy crisis has directly impacted water provision, with supply hours plummeting, forcing a reliance on expensive, unsustainable private solutions[1].

Simultaneously, the country grapples with a chronic, unmanaged waste crisis, exacerbated by the environmental fallout from recent conflicts, which has generated an estimated 50 to 100 million tons of debris, including hazardous materials[2]. This confluence of systemic governance failure, service degradation, and environmental destruction has rendered traditional, fragmented environmental policy approaches ineffective.

In this environment, the integration of Green, Blue, and Circular Economy principles under a single, cohesive strategy is no longer a matter of long-term sustainability, but an immediate necessity to transform environmental liabilities into economic opportunities, restore essential services, and build national resilience.

Hence the goal is to establish the strategic umbrella and a national action plan for the Ministry of Environment to develop a comprehensive, integrated Green, Blue, and Circular Economy (GBCE) Strategy for Lebanon, explicitly designed for a crisis and post-conflict recovery environment. This requires a single expert who can bridge strategic governance with technical implementation.

Project or context description

Objectives and Expected Results

 

1.       General objective

To develop and facilitate the adoption of a comprehensive, technically sound, and politically feasible National Green, Blue, and Circular Economy (GBCE) Strategy for Lebanon, ensuring seamless integration of strategic governance, technical rigor, and implementation readiness.

 

2.       Specific objectives

·       Develop a comprehensive, evidence-based GBCE Strategy that is technically sound, politically feasible, and ready for Cabinet endorsement and implementation.

·       Establish and facilitate a functional, cross-sectoral National GBCE Steering Committee to ensure coordinated governance and technical oversight throughout strategy development.

·       Develop a comprehensive Financing and Resource Mobilization Strategy and Implementation Readiness Plan to ensure seamless transition to execution phase.

3.       Expected Results

·       A comprehensive, technically sound GBCE Strategy document with formal political endorsement and high-level buy-in.

·       A comprehensive Financing and Resource Mobilization Strategy and Implementation Readiness Plan, ready for donor presentation and execution.

·       Official Cabinet endorsement and government commitment to GBCE Strategy implementation.

4.       Description of the assignment

The GBCE Strategy & Implementation Lead will serve as the principal expert responsible for developing a comprehensive, integrated Green, Blue, and Circular Economy Strategy that bridges strategic governance with technical implementation. This role requires seamless integration of political economy analysis, technical rigor, stakeholder engagement, and implementation planning to ensure the strategy is both politically feasible and technically sound.

 

5.       Key Responsibilities

·       Lead high-level stakeholder engagement with government ministries, political actors, and international partners.

·       Manage the establishment and functioning of the National GBCE Steering Committee.

·       Oversee the development of the Resource Mobilization Strategy and lead donor engagement efforts.

·       Secure formal political endorsement and Cabinet approval for the final strategy document.

·       Provide continuous political risk assessment and ensure the integration of anti-corruption safeguards.

7.       Coordination

 

·       The service provider shall designate a single contact person for project implementation purposes.

 

·       A launch meeting shall be held within 2 business days after the contract award has been notified. Moreover, close collaboration must take place with the Working Group and Expertise France personnel from assignment preparation right up to completion.

·       Close coordination is expected with the designated focal points at the Ministry of Environment and with the national taskforce established for national roadmap process.

·       The GBCE Strategy & Implementation Lead is responsible for interfacing with the National GBCE Steering Committee and international donor representatives, ensuring coordinated governance and technical oversight.

 

Required profile

Qualifications and skills:

         Education: Master’s degree or higher (PhD would be an asset) in Public Policy, Political Science, Economics, or a related field.

         Experience: Minimum of 10 years of experience in high-level policy advisory, governance, or public sector management in Lebanon or the MENA region. Demonstrated expertise in developing national strategies with both technical rigor and political feasibility. Proven track record of successfully engaging with Cabinet-level officials, securing political endorsement, and leading resource mobilization efforts.

         Skills: Exceptional political acumen, negotiation, and diplomatic skills combined with advanced analytical and technical writing capabilities. Deep understanding of the Lebanese administrative and political context. Proven ability to translate complex technical information into clear policy recommendations and bridge strategic governance with implementation.

         Language: Fluency in English and French is required; working knowledge of Arabic is an asset.

 

 

General Professional Experience

·       Minimum of 10 years of experience in high-level policy advisory, governance, or public sector management.

·       Proven experience in coordinating public policy projects.

·       Experience with donor-funded or EU-funded programmes in the MENA region.

Specific Professional Experience

·       Proven track record of successfully engaging with Cabinet-level officials, securing political endorsement, and leading resource mobilization efforts in a complex political environment (preferably in Lebanon or the MENA region).

·       Demonstrated ability to produce high-level strategic and policy documents.

·       Experience with institutional stakeholders in Lebanon or similar contexts.

Other highly desirable skills:

·       Exceptional political acumen, negotiation, and diplomatic skills.

·       Deep understanding of the Lebanese administrative and political context.

·       Stakeholder engagement and facilitation.

·       Capacity-building and knowledge transfer.

·       Strong analytical and reporting skills.

Assignment Reports

The GBCE Strategy & Implementation Lead will submit monthly progress reports to the Green Forward Project Manager, detailing strategy development progress, stakeholder engagement outcomes, and technical quality assurance. The expert will participate in all monitoring and evaluation meetings and coordinate closely with the EPR expert to ensure complementary implementation support.

All reports must be submitted in English and shared with both the Green Forward regional team and relevant national counterparts (MoE and taskforce members).

Monitoring and Evaluation

The GBCE Strategy & Implementation Lead will submit monthly progress reports to Green Forward project manager, detailing activities undertaken, challenges encountered, and planned activities for the following month. The expert will participate in all monitoring and evaluation meetings related to the strategy formulation process. The service provider should report assignment progress in a timely manner by aligning activities with the MEAL standards outlined in the Green Forward programme's MEAL plan, which will be shared at the beginning of the consultancy. For this purpose, regular exchanges with the MEAL coordinator are required to enhance the quality of monitoring and evaluation.

·       The expert must align activities and outputs with the Green Forward MEAL Plan.

·       Monthly progress reports are to be submitted to Expertise France.

·       All deliverables will be reviewed and validated by the Programme Manager before payment.

Evaluation Criteria

Bids will be assessed separately in accordance with the following criteria by awarding a score up to the maximum number of points per criterion as set out below:

 

Criterion 1: Price of the Services

The financial score (FS out of a maximum of 30 points) will cover the comparison of the financial offers of all candidates having submitted a conforming bid.

 

Criterion 2: Technical Offer

The Technical score (TS out of a maximum of 70 points)

Bid composition:

·       A technical offer, in English, including:
Detailed résumé highlighting relevant policy, governance, and technical experience (preferably in EU format).

·       A financial offer including the daily rate (in Euro), bank account details, and valid legal registration documents (if applicable).

·       A short cover note (optional) indicating availability and alignment with the assignment.

    • Fully Relevant Profile (Master's or higher in relevant field): 10 Points

    • Partially Relevant Profile: 7 Points

Sub-Criterion 2: Expert Experience in Related Field

At least 10 years of experience in policy advisory, governance, strategy development, or GBCE/circular economy roles.

Scoring:

    • Less than 10 years: 0 Points

    • Exactly 10 years: 15 Points

    • Each additional year above 10: +2 points (max 20 points total)

    • Bonus: +2 points if MENA region experience

 

Sub-Criterion 3: Approved Similar Assignments (Assessment of References)

Assessment of references against the "Required Expertise and Profile" section.

Scoring:

    • Each reference fully meeting criteria receives full points

    • For each missing criterion, points will be deducted

    • Each criterion is worth 2.5 points

 

Sub-Criterion 4: Approach and Methodology for Carrying Out the Assignment

Assessment of the proposed approach, methodology, work plan, and alignment with deliverables and timeline.

Scoring:

    • Full Score (20 points): Fully aligned with required approach and timeline

    • Average Score (10-15 points): Partially aligned with workplan

    • Zero Score (0 points): Not aligned with TOR requirements

 

TOTAL TECHNICAL SCORE: 70 points

 

Each technical offer deemed to be technically conforming will be attributed a technical score (TS out of a maximum of 70 points) by adding up the weighted scores obtained for each sub-criterion. The overall bid score will be calculated as: Overall Score = (TS/70 × 70) + (FS/30 × 30).
