Mission description

Funded by the European Union Delegation to Zimbabwe, the Women Economic Empowerment in Zimbabwe (WEE-ZIM) programme aims to strengthen women’s economic empowerment by developing their skills, improving financial inclusion for women-led MSMEs, and building the capacities of public and private stakeholders.

Based in Harare, the team will consist of a Project Manager, a Component Lead, a Grants and Administration Officer, and a Finance and Procurement Officer.

Assignment

Under the supervision of the Project Manager, the Junior Project Officer will support the operational implementation of the programme, as well as activities related to outreach and visibility, monitoring and evaluation.

This position offers valuable exposure to international cooperation, programme governance, partnerships with public and private stakeholders at European, Zimbabwean and international levels, communication and visibility, monitoring and evaluation, and knowledge management, in close collaboration with the European Union Delegation to Zimbabwe.

The successful candidate will gradually take responsibility for specific workstreams while contributing to the programme’s quality, visibility and continuous improvement.

Project or context description

1. Support to Operations and Activity Implementation (approx. 35%)

  • Support the Project Manager and Component Lead in implementing programme activities, contracting with stakeholders, and monitoring partnerships;
  • Contribute to monthly financial reporting (RPP) and other internal Expertise France reporting exercises, under the supervision of the Project Manager;
  • Assist the team in preparing missions, workshops, operational meetings and programme activities;
  • Contribute to mapping potential stakeholders and intermediary organisations to support the identification and sourcing of partners and beneficiaries;
  • Contribute to the organisation of programme events, including workshops and events involving beneficiaries.

2. Support to Programme Governance and Stakeholder Management (approx. 25%)

  • Contribute to the preparation of annual reporting to the European Union, under the supervision of the Project Manager;
  • Support the Project Manager in preparing annual Steering Committee meetings and quarterly operational monitoring meetings with implementing partners;
  • Prepare briefing notes, presentations, minutes and other documents related to programme governance bodies and meetings.

3. Outreach and Visibility (approx. 20%)

  • Produce communication materials to disseminate calls for proposals, calls for tenders and calls for applications related to programme activities;
  • Gather content, including testimonials and images, and produce materials showcasing the programme and its activities, particularly for Expertise France’s internal communication and dissemination channels;
  • Ensure compliance with European Union visibility requirements.

4. Monitoring, Evaluation, Accountability and Learning (MEAL) (approx. 20%)

  • In coordination with the Monitoring, Evaluation, Accountability and Learning (MEAL) Officer based at headquarters, contribute to the monitoring and evaluation of programme activities, including the development of a MEAL plan, implementation of data collection mechanisms and consolidation of data;
  • Ensure the filing, archiving and organisation of all programme documentation in accordance with Expertise France procedures and European Union requirements;
  • Produce knowledge management and learning materials relating to the programme, including its governance and activities.

Required profile

Eligibility Requirement

  • Candidates must be 28 years old or younger. The assignment must begin no later than the candidate’s 29th birthday.

Education

  • Master’s degree in international cooperation/international affairs, political science, European affairs, public policy, project management, business administration, geopolitics, communications, or any other relevant field.

Professional Experience

  • 1 to 4 years of professional experience (including internships) in international cooperation, project management within an NGO or social entrepreneurship organisation, or programme coordination;
  • Experience working on an EU-funded programme or within an international organisation would be an asset;
  • Experience in Africa and/or in the fields of gender equality and/or entrepreneurship would be an advantage.

Skills

  • Excellent organisational and coordination skills;
  • Very good analytical and synthesis skills;
  • Excellent writing skills and ability to prepare high-quality presentations;
  • Ability to manage multiple priorities independently;
  • Strong team spirit;
  • Excellent interpersonal skills;
  • Proficiency in French and English;
  • Proficiency in Microsoft Office (PowerPoint, Excel and Word).
