The project is guided by a Theory of Change and Log frame matrix, with defined indicators. The MEAL Officer will be primarily responsible for ensuring the effective implementation and continuous strengthening of the project’s MEAL system, in line with the Logframe Matrix, Theory of Change and defined indicators and propose revisions, if required based on assessments. This will include systematic indicator and baseline definitions and tracking, data collection and management, data quality assurance and verification, results monitoring, reporting, learning and evidence generation.

The MEAL Officer will also monitor project risks and track the implementation of mitigation measures, regularly assess progress against planned results and MEAL activities, identify implementation bottlenecks, and provide technical support to strengthen internal processes and the overall results-orientation of project implementation.

Further, the position will be also be responsible of supporting the wider delivery of CECP Phase-III activities, as and when required. This may include supporting project activities, workshops, stakeholder engagements and outreaching, events, knowledge products, coordination and reporting processes, particularly where MEAL expertise can contribute to improving the quality, effectiveness and results of project interventions.

The MEAL officer shall be based in New Delhi and will be required to work from the Expertise France Project Office situated in New Delhi, India. Reporting to the Team Leader/Coordinator, the MEAL Officer will work closely with the CECP project team, as well as the Energy Division and MEAL team at Expertise France Headquarters in Paris, and project partners.

Key Responsibilities

• Operationalise and maintain the MEAL framework in line with the CECP Phase-III Description of Action (DoA), Theory of Change, Logframe Matrix and applicable standards.
• Lead the preparation and consolidation of MEAL reports in partnership with the implementing partner (IP), ensuring accurate, timely and evidence-based reporting on project results, indicators, progress, risks and lessons learned, in line with EF and EU requirements.
• Ensure data quality, verification, consistency and appropriate documentation of means of verification.
• Analyse project data and evidence to identify progress, gaps, trends and implementation bottlenecks, and provide actionable recommendations.
• Monitor project risks and mitigation measures, flag emerging risks and support adaptive management.
• Facilitate learning and reflection processes and document lessons learned, good practices and implementation experiences.
• Support the preparation and quality assurance of project progress and performance reports in line with Expertise France and EU requirements.
• Develop and maintain MEAL-related knowledge products, including case studies, lessons learned and evidence-based materials.
• Provide MEAL guidance and capacity building, and ensure effective coordination with the project team, experts, consultants and project partners. 
• Provide active support to the wider delivery of CECP Phase III technical activities, including workshops, events, stakeholder engagements, missions and other day-to-day project activities, as required while supporting project team.
