The national consultant will support the conduct of the 2026 PEFA assessments of three Ethiopian sub-national entities: the Dire Dawa city administration, the Sidama regional government, and the South-West regional government, covering fiscal years 2022/2023 – 2024/2025. Under the direct supervision of the international consultant in charge of each entity and of the international team leader, and in coordination with government counterparts (Ministry of Finance, Ministry of Revenue), the consultant will carry out the following tasks:
Ethiopia has a highly decentralized public financial management (PFM) system, structured across three levels: the federal government, regional governments (through the Bureaus of Finance), and woreda administrations (through the Offices of Finance). As most basic services (primary healthcare, education, agriculture, water) are delivered at the sub-national level, the quality of internal control systems and intergovernmental transfers at this level directly affects national human development outcomes.
The previous PEFA assessment, conducted in 2019, highlighted a number of strengths — budget preparation, control of arrears and debt — as well as persistent weaknesses: domestic revenue mobilization, internal control and audit, procurement complaint mechanisms, and limited effectiveness of legislative scrutiny.
To address these challenges, the Ministry of Finance has launched a PFM reform strategy (2023-2028), which is currently undergoing a mid-term review. In a letter dated 27 April 2026, the Government of Ethiopia formally requested technical and financial support from its partners for a new PEFA assessment in 2026 — covering the federal level and five sub-national entities: the cities of Addis Ababa and Dire Dawa, as well as the Oromia, Sidama, and South-West regions.
The objective of the 2026 PEFA assessment is to provide an updated appraisal of the strengths and weaknesses of PFM systems since the 2019 assessment, at both the federal level and for the selected sub-national entities. The findings, combined with those of the mid-term review of the reform strategy, will help the Government refine its PFM strategy and build the basis for a coherent reform programme.
The European Union (EU), the Agence Française de Développement (AFD), and the FCDO are co-financing the mobilization of the international and national consultants required to carry out this assessment.
The World Bank is financing the workshops and will act as coordinator among development partners and government counterparts.
In this context, Expertise France is recruiting two national evaluators to support, within the AFD-funded team, the conduct of the sub-national assessments of Dire Dawa, Sidama region, and South-West region.
Qualifications and Skills
· Hold a minimum academic degree at Master’s level (or equivalent) in finance, economics, or law;
· Have excellent command of English; proficiency in Amharic or a local language of the concerned regions (Dire Dawa, Sidama, South-West) is an asset;
· Possess strong analytical, synthesis, and report-writing skills;
· Have the ability to work as part of a team, under the supervision of an international consultant;
General Professional Experience
· Have a minimum of five (5) years of proven professional experience in the field of public financial management;
· Have a good understanding of the Ethiopian public financial management system, particularly at the regional or local level;
· Prior participation in a standardized PFM assessment (PEFA, MAPS, TADAT, PIMA, PEPS, etc.) would be an asset.
Specific Professional Experience
· Have knowledge of the PEFA 2016 methodology, or a strong ability to quickly master a standardized methodology;
· Professional experience with the administration or authorities of Dire Dawa, Sidama region, or South-West region would be an asset;
· Have experience working with international consultants or development partners.
The 2026 Ethiopia PEFA assessment is carried out by a team comprising one international team leader, two other international consultants, and four national consultants. The two recruited national consultants will join the AFD-funded team dedicated to the sub-national assessments of Dire Dawa, Sidama, and South-West, and will work closely alongside the international consultant in charge of the same entity.
The assignment is estimated at 70 working days, including preparation, fieldwork, and finalization of post-mission reports, with completion expected before June 2027. The exact start date of the assignment will be communicated at a later stage.
