Description de la mission
The evaluator consultant will take part in conducting the 2026 PEFA assessments of three Ethiopian sub-national entities: the Dire Dawa city administration, the Sidama regional government, and the South-West regional government, covering fiscal years 2022/2023 – 2024/2025. Under the supervision of an international team leader and in coordination with national consultants and government counterparts (Ministry of Finance, Ministry of Revenue), the consultant will carry out the following tasks:
- Participate in dialogue with development partners (EU, AFD, World Bank, IMF/East AFRITAC) and the authorities of the three entities concerned, as needed for coordination and delivery of the assessment;
- Collect, for each of the three entities, the data required for the assessment of public financial management from local and regional authorities;
- Assess the PEFA 2016 methodology indicators for Dire Dawa, Sidama, and South-West;
- Contribute to drafting the draft and final reports for the three entities, as well as the consolidated elements for the summary report, with a view to obtaining the PEFA check;
- Participate in the launch and methodology workshop, as well as the exit workshop at the end of the field mission;
- Respond to comments from the Government, development partners, and the PEFA Secretariat on the sections drafted;
- Contribute to communication materials for development partners and authorities as part of the assessment.
Description du projet ou contexte
Ethiopia has a highly decentralized public financial management (PFM) system, structured across three levels: the federal government, regional governments (through the Bureaus of Finance), and woreda administrations (through the Offices of Finance). As most basic services (primary healthcare, education, agriculture, water) are delivered at the sub-national level, the quality of internal control systems and intergovernmental transfers at this level directly affects national human development outcomes.
The previous PEFA assessment, conducted in 2019, highlighted a number of strengths — budget preparation, control of arrears and debt — as well as persistent weaknesses: domestic revenue mobilization, internal control and audit, procurement complaint mechanisms, and limited effectiveness of legislative scrutiny.
To address these challenges, the Ministry of Finance has launched a PFM reform strategy (2023-2028), which is currently undergoing a mid-term review. In a letter dated 27 April 2026, the Government of Ethiopia formally requested technical and financial support from its partners for a new PEFA assessment in 2026 — covering the federal level and five sub-national entities: the cities of Addis Ababa and Dire Dawa, as well as the Oromia, Sidama, and South-West regions.
The objective of the 2026 PEFA assessment is to provide an updated appraisal of the strengths and weaknesses of PFM systems since the 2019 assessment, at both the federal level and for the selected sub-national entities. The findings, combined with those of the mid-term review of the reform strategy, will help the Government refine its PFM strategy and build the basis for a coherent reform programme.
The European Union (EU), the Agence Française de Développement (AFD), and the FCDO are co-financing the mobilization of the international and national consultants required to carry out this assessment. The World Bank is financing the workshops and will act as coordinator among development partners and government counterparts.
In this context, Expertise France is recruiting an international evaluator consultant to lead, within the AFD-funded team, the conduct of the sub-national assessments of Dire Dawa, Sidama region, and South-West region.
Profil souhaité
Qualifications and Skills
· Hold a minimum academic degree at Master’s level (or equivalent) in finance, economics, or law;
· Have excellent command of English, the working language of the assignment; proficiency in French is an asset;
· Possess strong analytical, synthesis, and report-writing skills;
· Have the ability to work as part of a team;
General Professional Experience
· Have a minimum of eight (8) years of proven professional experience in the field of public financial management;
· Have experience in PFM in a decentralized or sub-national context;
· Have already taken part in a standardized PFM assessment (PEFA, MAPS, TADAT, PIMA, PEPS, etc.).
Specific Professional Experience
· Have a good knowledge of the PEFA 2016 methodology;
· Have experience conducting sub-national PEFA assessments (regions, municipalities);
· Experience in Ethiopia or the Horn of Africa would be an asset.
Informations complémentaires
The 2026 Ethiopia PEFA assessment is carried out by a team comprising one international team leader, two other international consultants, and four national consultants. The recruited consultant will join the AFD-funded team dedicated to the sub-national assessments of Dire Dawa, Sidama, and South-West.
The assignment is estimated at 70 working days, including preparation, fieldwork, and finalization of post-mission reports, with completion expected before June 2027. The exact start date of the assignment will be communicated at a later stage.
