Mission description

The Local IT Expert will support modernisation of the weight and dimension control (WIM) system in Kyrgyzstan.

This position works under the coordination of the WIM Expert/Project Coordinator, in a four-person expert team.The Local It expert will support the assessment of current information systems and IT infrastructure, map local integration requirements, and work closely with the International WIM Expert to translate WIM and enforcement requirements into practical local  IT and integration solutions.

The purpose of engaging a local IT expert/systems integrator is to support the technical assessment and modernization concept by analyzing local IT systems, infrastructure, databases, interoperability mechanisms and integration requirements related to weight and dimension control.

An additional objective is to ensure knowledge transfer from the International WIM Expert and provide local continuity for implementation, testing, procurement support and future operational processes after the completion of the International Expert's assignment.

Scope of work

A. Assessment of local IT infrastructure and information systems

  • Assess current local IT infrastructure supporting weight and dimension control: servers, networks, communications channels, storage, backup, hosting, user access
  • Analyze existing information systems, databases, registries and software applications used in control processes
  • Map current data flows between control points, local operators, central systems and relevant government information systems
  • Review current digital processes for data processing, reporting, case management and enforcement
  • Assess current data backup, storage, transmission, retention and recovery mechanisms
  • Identify local IT risks, limitations, interoperability gaps, cybersecurity issues and implementation bottlenecks

B. Supporting local integration and interoperability

  • Identify local/national information systems requiring integration with the upgraded control system
  • Assess technical options for data exchange with vehicle registries, motor vehicle databases, permitting systems, enforcement systems, payment systems and other relevant government systems
  • Support definition of requirements for interfaces, APIs, data exchange, data formats, authentication and access control
  • Support the WIM Expert in defining the interface between WIM/roadside equipment and local information systems
  • Prepare local data flow and integration diagrams
  • Assess local needs for cybersecurity, user management, audit trail, logging, hosting and business continuity
  • Support preparation of local system integration requirements for technical specifications and implementation planning

C. Continuity of implementation and knowledge transfer

  • Participate in joint technical reviews, site visits, workshops and coordination meetings with the International WIM Expert
  • Document knowledge on WIM system architecture, equipment interfaces, data flows, enforcement requirements, testing and operational readiness
  • Maintain a local technical knowledge base (system maps, interface notes, integration requirements, follow-up questions)
  • Support the Project Team on local technical issues during procurement, tender preparation, technical assessment, implementation, testing and operational support
  • Facilitate communication with local agencies, system owners, IT departments and technical stakeholders
  • Support translation of international recommendations into locally implemented technical solutions

Project or context description

This assignment falls within the framework of the European Union’s Global Gateway strategy, which aims to strengthen sustainable infrastructure, connectivity, and global cooperation, particularly with partner countries in Africa, Asia, the Balkans, and Latin America.

 

The project “Trans-Caspian Transport Corridor (TCTC) Capacity Development Programme” is being jointly implemented by the German Agency for International Cooperation (GIZ – Gesellschaft für internationale Zusammenarbeit) and the French agency for international technical cooperation (Expertise France – EF).

 

The development of the TCTC is a strategic and transformative project for trade and economic development in the region. It offers an alternative freight transport route, strengthening economic ties between Europe and Central Asia, while promoting greater integration of the participating countries into regional and international trade networks. As such, this initiative aligns closely with the goals of the EU’s Global Gateway strategy for sustainable global connectivity.

 

The project focuses on enhancing connectivity among five Central Asian partner countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) through six main areas of intervention:

o Output 1 Enhanced government capacity for development of a simplified, harmonised, paperless and gender-responsive environment for customs and trade in line with international transport and logistics Conventions and relevant EU standards.

o Output 2 Improved mechanisms for sustainable transport connections and for interoperability across the various modes of land and sea transport. 

o Output 3 Improved government capacity for policy development and implementation relevant for public-private partnerships that incorporate gender principles (PPP).

o Output 4 Improved government capacity for gender-responsive reforms and liberalisation of the transport market.

o Output 5 Improved tariffs setting mechanisms along the TCTC.

o Output 6 Improved capacity of government and transport asset owners for optimisation of transport asset management and related funding mobilisation.

 

While GIZ will implement outputs 1 and 2, EF is responsible of outputs 3 to 6.

Expertise France is mobilizing a four-person expert team for this assignment: a WIM Expert/Project Coordinator, who leads the team, defines the technical WIM approach, coordinates the other experts and summarizes results; this Local IT Expert/Systems Integrator role, supporting through knowledge of the local IT environment, integration analysis, data flow mapping and implementation continuity; a Legal Consultant, covering legal and regulatory assessment, digital evidence, data protection and PPP-related legal questions; and a PPP Consultant, covering commercial and financial feasibility, implementation models and risk allocation. This position works under the coordination of the WIM Expert/Project Coordinator.

Required profile

Mandatory requirements

  • Higher education in information technology, computer science, telecommunications, automation, systems engineering or a related field
  • At least 3 years of relevant professional experience in IT systems, systems integration, databases or digital government systems
  • Experience assessing or supporting information systems, databases, server/network infrastructure or systems integration projects
  • Understanding of data exchange mechanisms, APIs, interfaces, interoperability, user access and cybersecurity principles
  • Knowledge of the local institutional and IT environment of the Kyrgyz Republic
  • Ability to interact effectively with local agencies, IT departments and technical stakeholders
  • Ability to prepare technical notes, diagrams, inventories and implementation support documents

Desirable requirements

  • Experience with government information systems or e-government platforms
  • Experience with transportation systems, road enforcement, permitting systems or public sector digitalization
  • Experience with measuring equipment, industrial equipment, ITS, WIM or weight and dimension control systems
  • Experience supporting projects funded by international organizations
  • Knowledge of English and Russian is an advantage for local coordination
