Mission description

Within the Project Support Team of the Expertise France Shared Office (Bureau Mutualisé) in Cabo Verde, and under the supervision of the Deputy Director of the Lead Project, the Support Functions Manager is responsible for ensuring the efficient operation of the Shared Office, with a particular focus on strategic, administrative and financial oversight. The position ensures compliance with Expertise France procedures and donor requirements while fostering coordination and operational consistency across all projects. The Support Functions Manager will supervise a team of six staff members: Finance Manager, Contracts and Procurement Manager, Logistics and General Services Officer, Contracts and Procurement Officer, Accountant, Treasury Officer. The composition of the team may evolve according to operational needs.

The following list is indicative and not exhaustive :

Supervision of Support Services :

  • Lead and manage the support services team (finance, procurement, logistics and administration) ;
  • Manage the payroll service contract directly ;
  • Coordinate workflows and facilitate coordination meetings to strengthen internal communication and cross-team collaboration ;
  • Ensure the cost allocation key is regularly updated ;
  • In collaboration with the Finance Manager, ensure sound budget implementation; guarantee the accuracy of financial forecasts; oversee cost allocation;  monitor the financial performance of all projects.
  • In collaboration with the Contracts and Procurement Manager: ensure effective internal control of procurement processes; verify compliance with donor requirements and internal procedures.
  • In collaboration with the Logistics and General Services Officer: ensure the smooth day-to-day operation of the office, including infrastructure, IT services, equipment and general services. 

Strategic Management of the Shared Office :

  • Lead the establishment and structuring of the Shared Office in close coordination with HQ and project teams ;
  • Develop and implement coordination frameworks (e.g. roles and responsibilities matrices, planning tools) to ensure effective collaboration between support services, project teams and HQ ; 
  • Ensure that all projects (national and regional) benefit from harmonised, efficient and appropriate support services ; 
  • Act as the liaison with HQ on all matters related to the management of the Shared Office. 

Line and/or Functional Management of Shared Human Resources :

  • Supervise all HR management processes, including recruitment, onboarding, task allocation, performance evaluation and professional development ;
  • Ensure continuous capacity building and skills development of the team (public procurement, financial management, accounting, etc.) ;
  • Identify and address HR issues and organisational dysfunctions promptly and report regularly to HQ ;
  • Ensure that psychosocial risks (PSR) and gender equality considerations are integrated into team management practices, including through awareness-raising and training activities. 

Risk Management, Internal Control and Compliance:

  • Promote and ensure compliance with key corporate standards, including anti-corruption and GDPR requirements ;
  • Identify financial and operational risks, report them to the Shared Office Manager and HQ, and propose mitigation measures ;
  • Ensure the establishment and effective functioning of internal control systems ;
  • Ensure compliance with internal procedures, donor requirements and national legislation, and recommend corrective measures where necessary ;
  • In collaboration with the Finance Manager, oversee all audit processes (internal, external, and donor audits) and ensure that recommendations are followed up on.

Project or context description

Expertise France is the public agency for the design and implementation of international technical cooperation projects, a member of the AFD Group. The Agency intervenes around four priority areas:

  • Democratic, economic and financial governance
  • Peace, stability and security
  • Climate, agriculture and sustainable development
  • Health and Human Development

In these areas, Expertise France carries out technical support missions for capacity building projects, mobilizes technical expertise as well as a project coordination involving public expertise and private know-how.
With a turnover of €450 million in 2024 and more than 350 ongoing projects in 140 countries of intervention, Expertise France is the leading public agency for French international technical cooperation.

The Expertise France Shared Office in Cabo Verde, scheduled to become operational in January 2026, will bring together the teams of national and regional projects, representing approximately twenty staff members. It will operate under the responsibility of the Director and Deputy Director of the lead project, with operational oversight provided by the Sustainable Development Department at HQ.

Required profile

Education :

  • An advanced university degree (minimum Master's degree or equivalent) in administration, finance, project management, international cooperation, or a related field.

Experience : 

  • At least 10 years of experience in financial, contractual, and/or administrative management in international and multi-stakeholder environments;
  • At least 10 years of experience managing multidisciplinary teams in complex settings;
  • At least 5 years of experience in international cooperation;
  • Demonstrated experience managing donor-funded projects and financial reporting, particularly for European Union-funded programmes;
  • Previous experience with Expertise France would be considered an asset.

Hard skills :

  • Strong knowledge of project management principles (project cycle management, financial and legal regulations);
  • Excellent understanding of official development assistance (ODA) mechanisms and international cooperation frameworks, particularly programmes funded by the European Union (EU) and the French Development Agency (AFD);
  • Proven ability to effectively manage human and financial resources;
  • Experience in managing partnerships, subcontracting arrangements, and grants, while ensuring compliance with reporting and accountability requirements;
  • Strong negotiation and coordination skills when engaging with local stakeholders, institutional partners, and government authorities;
  • Strong analytical and synthesis skills, with excellent drafting and written communication abilities.
  • Proficiency in Microsoft Office and other essential digital tools;
  • Knowledge of Expertise France procedures would be considered an asset.

Soft skills :

  • Proven leadership and coordination skills, with a strong team spirit and collaborative approach;
  • Excellent analytical, strategic planning, and problem-solving skills;
  • Well-organised, detail-oriented, and results-driven, with sound decision-making abilities;
  • Proactive, autonomous, and adaptable to dynamic and multicultural environments;
  • Strong political and cultural awareness, with demonstrated diplomacy, tact, and discretion.

Languages : 

  • Excellent command of both English and French, spoken and written;
  • Portuguese-speaking candidates are strongly encouraged to apply.
