Expertise France is a key partner of the Ministry of Health of Ukraine, working together to respond to emergencies and support the recovery and reconstruction of the health system in the aftermath of recent challenges caused by the full-scale Russian invasion, with a particular focus on healthcare coordination and reforms. The war in Ukraine has significantly impacted the country's healthcare infrastructure, necessitating coordinated, strategic, and well-managed efforts to restore health services and facilities. The Health Recovery Office of the MoH has been at the center of this mission, facilitating strategic planning and coordination of healthcare recovery projects; engaging international partners and donors to mobilize resources; monitoring and assessing damage and reconstruction progress; and providing legal and regulatory oversight to streamline healthcare recovery efforts.

In February 2025, following the loss of international funding, Ministry of Health of Ukraine requested that Expertise France provide alternative funding to maintain continuity of ongoing projects and partnerships. Disrupting the HRO's work at this stage risked delaying or jeopardizing critical recovery efforts and investment opportunities, including major investments from France in the healthcare sector. To sustain and enhance the impact of the HRO, Expertise France finances key positions, maintaining the Office's functionality and effectiveness. 

EF and MoH are seeking to engage a dedicated Head of the Health Recovery Office to ensure effective coordination and alignment with international donors and organizations, particularly with France and other EU Member States. This role is critical for fostering collaboration, managing resources, and ensuring the delivery of impactful health infrastructure projects.

Description of the assignment

The Head of the Health Recovery Office is responsible for providing strategic leadership and overall coordination of Ukraine's healthcare recovery efforts. The Head of the HRO will oversee strategic planning, resource mobilization, and the effective implementation of recovery projects, including supervision of budget execution and performance monitoring against KPIs.

A. Strategic Leadership

1. Lead and implement the strategic planning framework for healthcare system recovery, ensuring alignment with the Ministry's objectives outlined in the Ukraine Health System Development Strategy until 2030 and with international partners ' priorities.
2. Strengthen the institutional capacity of the HRO within the MoH and related entities to sustain long-term healthcare recovery efforts.

B. Coordination and Partnerships

3. Engage with national, regional, and international stakeholders, including international organizations, regional authorities, and healthcare facilities, to mobilize resources and foster collaboration.
4. Ensure interdepartmental coordination between the HRO and relevant structural units of the MoH to support coherent planning, implementation, and monitoring of healthcare recovery initiatives. 

C. Policy and Regulatory Framework

5.       Provide policy recommendations to facilitate a legal and regulatory framework conducive to effective healthcare recovery and investment.

D. Project Oversight, Monitoring and Evaluation, Risk Management

6.       Supervises the planning and implementation of healthcare infrastructure and service restoration projects, ensuring timely and effective execution.

8.       Identify and mitigate risks associated with the recovery process, including operational, financial, and legal challenges.

Deliverables and reporting

The Expert shall provide the following deliverables :

•       Provide monthly bilingual progress reports that outline strategic leadership actions, coordination efforts, project implementation status, and key risks or bottlenecks.
•       Develop strategic planning documents and frameworks for healthcare system recovery, ensuring alignment with the national health strategy and international partner priorities.
•       Produce high-level coordination outputs, such as stakeholder engagement records, partnership agreements, and interdepartmental coordination mechanisms within the Ministry of Health of Ukraine.
•        Prepare policy recommendations and regulatory proposals to support healthcare recovery, investment, and system strengthening.
•        Deliver monitoring and evaluation reports on healthcare recovery projects, including budget execution, KPI tracking, impact assessment, and risk mitigation measures.
•       Ensure management of the task force within the Health Recovery Office and coordinate incoming and outgoing requests from stakeholders.

The Expert (Head) will report directly to the Minister of Health of Ukraine and maintain a functional link with the Head of the Health Program of Expertise France.

The Expert is responsible for providing monthly written progress reports in English and Ukrainian, in accordance with the timeline agreed with the Expertise France focal point. The report must reflect the agreed deliverables described above and should be submitted via email.
