Mission description

The Senior Procurement Advisor will be in charge of strengthening ANIF capacities in overall Procurement Management to ensure sound implementation of the diverse contracts procured and managed by ANIF within the iDRIP program.

He/she will also ensure compliant, effective, and timely procurement processes of the iDRIP in line with AFD guidelines and templates, as well as with the applicable public procurement legislation and regulatory requirements of the Republic of Moldova.

 1.       Capacity-building of ANIF on Procurement Management, with focus on iDRIP programme (approx. 20% of time)

Working closely with the TA Team Leader, the Senior Procurement Advisor will conduct a needs assessment of ANIF on procurement capacities and will define a capacity-building plan tailored to the staff. 

The daily tasks to implement the capacity-building plan and achieve the expected results will be the following:

  • Design and deliver training sessions (workshops, on-the-job coaching, daily peer-to-peer support) on procurement procedures and tools, including AFD Procurement Guidelines and tender documentation templates, transparency and risk management;
  • Develop and adapt together with ANIF staff procurement guidelines, templates and tools tailored to ANIF needs, such as procurement reports, monitoring dashboards and management briefings;
  • Provide continuous hands-on support and technical advice to ANIF staff during procurement processes related to the implementation of the iDRIP Program (tender preparation, evaluation, contract management);
  • Support ANIF in strengthening internal procurement systems, procedures, controls and reporting mechanisms;
  • Provide technical oversight and advice on overall procurement planning and procedures.Depending on the candidate’s experience and ability in the training field, other innovative work and training methods will be appreciated.

 2.       Procurement Management of iDRIP contracts (approx. 70% of time)

While ANIF bears the whole responsibility on iDRIP procurement management and signing of contracts, the Senior Procurement Advisor will supervise the overall procurement process in compliance with AFD guidelines and procedures.

  • Support ANIF in the development, monitoring and updating of iDRIP Procurement Plan;
  •           Provide the first drafts of Terms of Reference related to the iDRIP Program (excluding ToRs provided by ANIF or AFD) with strong support of TA Team leader and short-term expertise to review the technical content; 
  •           Review the bidding process and its progress in accordance with the provision of the Moldovan Public Procurement rules and AFD Procurement Guidelines;
  •           Manage procurement procedures for goods and services, from needs identification to contract award, including the preparation of procurement documents, publication of  consultations, evaluation process and contract preparation;
  • Manage procurement-related administrative processes using AFD procurement tools and platforms;
  • Monitor the implementation of contracts, ensuring compliance with contractual obligations, supplier performance and proper contract administration, including amendments where necessary;
  • Ensure proper procurement record keeping, archiving to facilitate reporting, and audits.

·   Identify procurement risks and propose mitigation measures to ensure transparency, efficiency and compliance.

3.       Procurement management of Expertise France’s Technical Assistance contracts (approx. 10% of time)

The Senior Procurement Advisor will be in charge for planning, implementing and monitoring Technical Assistance’s direct contracts, in compliance with Expertise France's internal procedures and the applicable donor requirements:  drafting terms of reference for individual expertise missions, monitoring of consultations, preparation of service contracts, etc.

His/her main responsibilities will include:

  •          Prepare, implement and update EF’s Technical Assistance Procurement Plan in coordination with the TA Team Leader;
  •          Manage procurement procedures for goods and services, from needs identification to contract award, including the preparation of procurement documents, publication of consultations, evaluation process and contract preparation;
  •          Manage procurement-related administrative processes using EF's procurement tools and platforms;
  •          Oversee office procurement and inventory management for the TA;
  •          Monitor the implementation of contracts, ensuring compliance with contractual obligations, supplier performance and proper contract administration, including amendments where necessary;
  •           Liaise with EF HQ, including the Legal Affairs Department and other relevant support services, throughout the procurement cycle;
  •           Ensure proper procurement record keeping, archiving to facilitate reporting, and audits. 

This job description is non-exhaustive; the Senior Procurement Advisor may undertake other activities – related to procurement contract management, advisory services, compliance, and institutional capacity-building necessary for the effective implementation of the project - within their area of expertise and upon request of the Team Leader.

 

Project or context description

As part of the implementation of the Integrated Development of Agriculture and Irrigation Programme (iDRIP), the Agence Française de Développement (AFD) is financing a Technical Assistance (TA) to the National Agency for Land and Improvement (ANIF) to strengthen the agency’s project management capacities and support  institutional capacity building.

This TA is one component of the European Union (EU) and AFD-funded iDRIP programme, a 60-month programme that began in July 2026.

With a total budget of 60M€, iDRIP aims to develop a holistic and integrated approach to modernize irrigation systems while building capacities of the agricultural sector at the farmers' level as well as the Water Users’ Associations (WUAs) and national institutions.  The overall objective is to ensure a strong and sustainable governance of the sector that will be resilient to market fluctuations as well as climate change. The programme will focus on two Centralized Irrigation Systems based in Calinesti and Criulenii de Sus.

The four main objectives of iDRIP are the following:

  •        Rehabilitation of two Centralized Irrigation Systems (CIS) in Calinesti and Criulenii de Sus;
  •        Rehabilitation of decentralized rain-fed water harvesting irrigation infrastructure;
  •        Provision of multi-disciplinary technical assistance and advisory services to farmers, WUAs, and other stakeholders in key agricultural value chains;
  •        Capacity building of national institutions in charge of water resources management, oversight of public irrigation infrastructure, and extension services.

Expertise France (EF), the French public agency for international technical cooperation, is entrusted by AFD, ANIF and Ministry of Agriculture and Food Industry (MAFI) with the implementation of this Technical Assistance.

The EF TA team is composed of a TA Team leader and three long-term experts: Senior Procurement Advisor, Finance and Administration Officer, Monitoring & Evaluation (M&E) Officer. They will be supported by short-term national and international experts providing specialised technical expertise  (including environmental and social (E&S) specialist, Gender specialist).

The Senior Procurement Advisor will report to the TA Team Leader and will work in close coordination with the ANIF Project Team, the other members of the TA team, as well as with Expertise France’s HQ Project Assistant and Project Officer.

Required profile

Education

Higher education degree in law, management, administration, international trade, logistics or equivalent.

Excellent written and oral expression in Romanian and English is required. French would be appreciated.

Experience

  • At least 15 years of experience in applying procurement procedures and ensuring compliance, all purchases combined: supplies, services and works;
  • A relevant experience in capacity-building, institutional training and/or mentoring, coaching on-the-job training in Procurement Management is a strong asset;
  • Successful experience in procurement planning, tender preparation, bid evaluation and contract management;
  • Experience with international donor-funded projects. Knowledge of international cooperation procurement tools, in particular AFD Procurement Guidelines and/or Expertise France’s procedures will be a strong asset;
  • Demonstrated experience in supporting the implementation of large-scale investment, infrastructure, irrigation, agriculture or rural development projects would be an asset;
  • Experience in working with Moldovan public institutions and coordinating with multiple stakeholders, including government authorities, donors, consultants and contractors, be an asset;
  • Experience in developing procurement manuals, guidelines, templates and operational procedures would be an advantage;
  • Experience in monitoring procurement performance and preparing procurement reports for management and donors, is required;
  • Demonstrated ability to work in multicultural and multidisciplinary teams

  • Strong knowledge of public procurement legislation and procurement best practices, of risk management and mitigation measures, transparency and accountability principles in procurement processes;
