The Senior Procurement Advisor will be in charge of strengthening ANIF capacities in overall Procurement Management to ensure sound implementation of the diverse contracts procured and managed by ANIF within the iDRIP program.
He/she will also ensure compliant, effective, and timely procurement processes of the iDRIP in line with AFD guidelines and templates, as well as with the applicable public procurement legislation and regulatory requirements of the Republic of Moldova.
1. Capacity-building of ANIF on Procurement Management, with focus on iDRIP programme (approx. 20% of time)
Working closely with the TA Team Leader, the Senior Procurement Advisor will conduct a needs assessment of ANIF on procurement capacities and will define a capacity-building plan tailored to the staff.

2. Procurement Management of iDRIP contracts (approx. 70% of time)
While ANIF bears the whole responsibility on iDRIP procurement management and signing of contracts, the Senior Procurement Advisor will supervise the overall procurement process in compliance with AFD guidelines and procedures.
· Identify procurement risks and propose mitigation measures to ensure transparency, efficiency and compliance.
The Senior Procurement Advisor will be in charge for planning, implementing and monitoring Technical Assistance’s direct contracts, in compliance with Expertise France's internal procedures and the applicable donor requirements: drafting terms of reference for individual expertise missions, monitoring of consultations, preparation of service contracts, etc.

As part of the implementation of the Integrated Development of Agriculture and Irrigation Programme (iDRIP), the Agence Française de Développement (AFD) is financing a Technical Assistance (TA) to the National Agency for Land and Improvement (ANIF) to strengthen the agency’s project management capacities and support institutional capacity building.
This TA is one component of the European Union (EU) and AFD-funded iDRIP programme, a 60-month programme that began in July 2026.
With a total budget of 60M€, iDRIP aims to develop a holistic and integrated approach to modernize irrigation systems while building capacities of the agricultural sector at the farmers' level as well as the Water Users’ Associations (WUAs) and national institutions. The overall objective is to ensure a strong and sustainable governance of the sector that will be resilient to market fluctuations as well as climate change. The programme will focus on two Centralized Irrigation Systems based in Calinesti and Criulenii de Sus.
The four main objectives of iDRIP are the following:
Expertise France (EF), the French public agency for international technical cooperation, is entrusted by AFD, ANIF and Ministry of Agriculture and Food Industry (MAFI) with the implementation of this Technical Assistance.
The EF TA team is composed of a TA Team leader and three long-term experts: Senior Procurement Advisor, Finance and Administration Officer, Monitoring & Evaluation (M&E) Officer. They will be supported by short-term national and international experts providing specialised technical expertise (including environmental and social (E&S) specialist, Gender specialist).
The Senior Procurement Advisor will report to the TA Team Leader and will work in close coordination with the ANIF Project Team, the other members of the TA team, as well as with Expertise France’s HQ Project Assistant and Project Officer.
Education
Higher education degree in law, management, administration, international trade, logistics or equivalent.
Excellent written and oral expression in Romanian and English is required. French would be appreciated.
