The Finance and Administrative Officer will be in charge of structuring and implementing ANIF’s staff capacity-building plan on Financial and Administrative Management. He/she will also support ANIF in the overall financial monitoring and reporting of iDRIP programme.
1. Capacity-building of ANIF on Financial and Administrative Management, with focus on iDRIP programme (approx. 40% of time)
Working closely with the TA Team Leader, the Finance and Administrative Officer will conduct a needs assessment of ANIF’s financial and administrative capacities and will define a capacity-building plan tailored to the staff. Then, the daily tasks to implement the capacity-building plan and achieve the expected results will be the following:
•Design and deliver training sessions (workshops, on-the-job coaching, daily peer-to-peer support) on overall Financial and Administrative Management, and on compliance requirements with Financing Agreements signed with AFD and applicable financial procedures;
• Develop and adapt together with ANIF staff financial and administrative guidelines, templates and tools tailored to ANIF needs, such as monitoring tools, dashboards and performance indicators;
• Provide continuous hands-on support and technical advice to ANIF staff on financial and administrative management of the iDRIP program;
• Support ANIF in strengthening internal financial and administrative systems, procedures, controls and reporting mechanisms;
• Provide guidance to ANIF staff on the application of national accounting regulations, donor financial requirements and international good practices;
• Provide technical oversight and advice on overall financial and administrative management;
Depending on the candidate’s experience and ability in the training field, other innovative work and training methods will be appreciated.
2. Direct support to ANIF on iDRIP overall Financial and Administrative Management (approx. 60% of time)
The finance and administrative Officer will work closely with ANIF’s general accountant to ensure a reliable treasury of the iDRIP program. He/she will ensure the overall compliance of financial reporting and monitoring of iDRIP together with ANIF General Accountant.
Support and advice on iDRIP accounting management and financial control:
• Strengthen treasury management, cash planning tools and internal controls over cash management and fund disbursement.
• Monitor accounting operations (financial flows, payments, funding requirements etc.) to ensure availability of funds and timely execution of financial commitments.
• Advise project management on cash flow issues, financial risks and measures to improve the traceability and accountability of iDRIP funds.
• Oversee quality control of financial/accounting records, periodic account closings and reconciliations with the administrative teams;
• Advise ANIF management on the financial and accounting implications of operational, procurement and contractual decisions affecting iDRIP implementation;
• Identify weaknesses in accounting processes and recommend improvements to strengthen internal financial controls.
Support and advice on iDRIP financial and budgetary management:
• Participate in budget preparation (planning and forecasting);
• Advise ANIF on budget optimization and efficient allocation of iDRIP resources, throughout the program lifecycle;
• Monitor budget execution against approved work plans and identify potential deviations and corrective measures. Identify expenditure trends to provide recommendations to support program management decision-making;
• Contribute to the identification, assessment and monitoring of financial risks affecting program implementation;
• Contribute to the preparation of financial information and analyses for Project Steering Committee meetings and management reviews.
• Preparation of the drawdown requests, including supporting documentation in compliance with the Conditions Precedent described in the Credit Facility Agreement and the Grant Agreement.
Support and advice on iDRIP financial reporting and compliance:
• Advice on financial tracking tools to ensure accurate monitoring and reporting;
• Help collect financial data from experts and partners for the financial report;
• Draft and integrate financial reporting elements of the TA activities; And support the ANIF in drafting and reviewing periodic financial reports for donors;
• Ensure readiness for external and internal audits through continuous review of accounting documentation and supporting evidence;
• Support and prepare the follow-up of audit action plans and implementation of audit recommendations;
• Review the accuracy, completeness and consistency of financial information before submission to donors and stakeholders;
• Monitor compliance of expenditures with iDRIP’s budget, financing agreements and donor requirements.
Support and advice on logistics and administration:
• Participate in iDRIP procurement procedures (evaluation, negotiation, etc.);
• Support the establishment of efficient filing, record-keeping and document retention systems in line with donor requirements;
• Advise ANIF in its archiving process.
This job description is non-exhaustive, the missions of the Finance and Administrative Officer may undertake other duties – such as other financial accounting, administrative, reporting, and coordination tasks necessary for the effective implementation of the project - within their area of expertise and upon request of the Team Leader.
As part of the implementation of the Integrated Development of Agriculture and Irrigation Programme (iDRIP), the Agence Française de Développement (AFD) is financing a Technical Assistance (TA) to the National Agency for Land Improvement (ANIF) to strengthen the agency’s project management capacities and support institutional capacity building.
This TA is one component of the European Union (EU) and AFD-funded iDRIP programme, a 60-month programme that began in July 2026.
With a total budget of 60M€, iDRIP aims to develop a holistic and integrated approach to modernize irrigation systems while building capacities of the agricultural sector at the farmers' level as well as the Water Users’ Associations (WUAs) and national institutions. The overall objective is to ensure a strong and sustainable governance of the sector that will be resilient to market fluctuations as well as climate change. The programme will focus on two Centralized Irrigation Systems based in Calinesti and Criulenii de Sus.
Expertise France (EF), the French public agency for international technical cooperation, is entrusted by AFD, ANIF and Ministry of Agriculture and Food Industry (MAFI) with the implementation of this Technical Assistance.
The EF TA team is composed of a TA Team leader and three long-term experts: Procurement Officer, Finance and Administration Officer, Monitoring & Evaluation (M&E) Officer. They will be supported by short-term national and international experts providing specialised technical expertise (including environmental and social (E&S) specialist, Gender specialist).
The Finance & Administrative Officer will report to the TA Team Leader and will work in close coordination with the ANIF Project Team, the other members of the Technical Assistance (TA) team, as well as with Expertise France’s HQ Project Assistant and Project Officer. Expertise France is developing a new shared office in Chisinau with shared human resources (Financial and Administrative Manager, Accounting Officer, Logistics Officer) who will work on several EF projects implemented in Moldova. They will partly work on financial and administrative aspects of the Technical Assistance together with the Finance & Admin Officer of the TA.
Education
Higher education degree in accounting, administrative, and financial management or equivalent fields.
Excellent written and oral expression in Romanian and English is required. French would be appreciated.
